PROCLAMATION OF THE MAYOR OF THE CITY OF CORPUS CHRISTI
WHEREAS, the high water within the Nueces River and Nueces River delta presents an
imminent threat of widespread or severe damage, injury, or loss of life or property
resulting from flood and other public calamity resulting therefrom which requires
emergency action; and
WHEREAS, §418.108 of the Texas Government Code and §15-3 of the Code of
Ordinances of the City of Corpus Christi authorize the Mayor of the City of Corpus
Christi, as the presiding office of the governing body of a political subdivision, to declare
a local state of disaster;
WHEREAS, I, as the Mayor of the City of Corpus Christi, have determined that
extraordinary measures must be taken to alleviate the suffering of people and to protect
or rehabilitate property; and
WHEREAS, I believe that the City of Corpus Christi's Emergency Management Plan
should be activated;
NOW, THEREFORE, I, THE PRESIDING OFFICER OF THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, HEREBY PROCLAIM AND DECLARE:
Section 1. That a state of disaster exists for the City of Corpus Christi.
Section 2. That this declaration of local disaster takes effect immediately and remains
in effect for the next seven days, unless terminated earlier.
Section 3. That this declaration directs the City Manager to activate the recovery and
rehabilitation aspects of all applicable local or interjurisdictional emergency
management plans; authorizes the furnishing of all aid and assistance, as deemed
necessary or desirable by those administering the plans, and activates the
preparedness and response aspects of the plans.
Section 4. That this declaration shall be filed promptly with the City Secretary, and
shall be given prompt and general publicity.
DECLARED AND ORDERED this the 17th day of July, 2002.

Dear Governor Perry:
The City of Corpus Christi, Texas, is facing significant threats to life, health, and
property due to flooding along the lower Nueces River and in the Nueces River delta.
The potential impact of this threat is extensive property damage and the need for the
City to expend overtime resources to evacuate and assist residents of the City and
surrounding areas who are being inundated by flood waters.
I have determined that this incident is of such severity and magnitude that an effective
response is beyond the capability of the City to control. Under §433.001 of the Texas
Government Code, I am requesting that you declare a state of emergency for the City of
Corpus Christi, Texas, and issue appropriate directives to deal with the emergency;
including declaring Nueces County a disaster area and requesting that the President
declare Nueces County and the City of Corpus Christi eligible for Federal assistance.
Furthermore, I am asking that successive proclamations be issued and remain in effect
until the threat of loss of life, injury, or damage property is contained.
A timely response to this request would be appreciated.
