SPECIAL CITY COUNCIL MEETING
Public Notice --THE USE OF CELLULAR PHONES AND SOUND ACTIVATED
PAGERS ARE PROHIBITED IN THE CITY COUNCIL CHAMBERS DURING
MEETINGS OF THE CITY COUNCIL.
A. Mayor Joe McComb to call the meeting to order.
Mayor Joe McComb called the meeting to order at 11:30 p.m.
B. City Secretary Rebecca L. Huerta to call the roll of the required Charter Officers.
City Secretary Rebecca L.Huerta called the roll and verified that a quorum of
the City Council and the required Charter Officers were present to conduct the
meeting.
Charter Officers:
City Manager Margie C.Rose,City Attorney Miles K.Risley,and City Secretary
Rebecca L.Huerta.
Present: 9- Mayor Joe McComb,Council Member Rudy Garza,Council Member Paulette
Guajardo,Council Member Michael Hunter,Council Member Debbie
Lindsey-Opel,Council Member Ben Molina,Council Member Lucy
Rubio,Council Member Greg Smith,and Council Member Carolyn Vaughn
C. PUBLIC HEARINGS:
1. Public Hearing on Fiscal Year 2018 Ad Valorem Tax Rate
Mayor McComb referred to Item 1.City Manager Margie C.Rose stated that the
purpose of this item is to hold a public hearing on the FY2018 Ad Valorem Tax
Rate.Director of Financial Services Constance Sanchez stated that this item is
the first of the second round of public hearings regarding the FY2018 Ad
Valorem Tax Rate of$0.606264 per$100 valuation.The rate being proposed is
the same rate as the current tax rate.The second public hearing will be held
on Monday,September 25,2017 and action to adopt the ad valorem tax rate
will occur on Thursday,September 28,2017.
Mayor McComb opened the public hearing.There were no comments from the
public.Mayor McComb closed the public hearing.
In response to a council member,Ms.Sanchez provided information

regarding:the number of required public hearings to adopt a tax rate;the
previous public hearings held on August 22,2017 and August 29,2017 related
to the tax rate of$0.606264;the action taken by City Council to increase the tax
rate to$0.626264;the action taken by City Council to return to the tax rate of
$0.606264;and staff's recommendation to hold an two additional public
hearings to inform the public of the tax rate for FY2018.
Mayor McComb read the following statement"During the September 28,2017
Special City Council Meeting beginning at 4:00 p.m.at City Hall,the City
Council will vote on the proposed property tax rate".
D. ADJOURNMENT
The meeting was adjourned at 11:38 a.m.
