IN REMEMBRANCE OF THE VICTIMS OF THE TERRORISTS
ATTACKS ON THE UNITED STATES ON SEPTEMBER 11, 2001, AND
RECOGNITION OF THI~ CRITICAL ROLE OF FIRST RESPONDERS IN
REDUCING THE CASUALTIES FROM SUCH ATTACKS.
WHEREAS, on September 11 ,~001, terrorists hijacked four civilian aircraft, crashing
two of them into the towers of tl~e World Trade Center in New York City, and a third into
the Pentagon outside WashingtOn, D.C.;
WHEREAS, the fourth hijacked iaircraft crashed in southwestern Pennsylvania after
passengers tried to take controlI of the aircraft in order to prevent the hijackers from
crashing the aircraft into an impprtant symbol of democracy and freedom;
WHEREAS, these attacks werff by far the deadliest terrorist attacks ever launched
against the United States, killing thousands of innocent people;
WHEREAS, in the aftermath of [he attacks the people of the United States stood united
in providing support for those in need;
WHEREAS, following the terrorist attacks on the World Trade Center and the Pentagon
on September 11,2001, first reSponders (law enforcement officers, firefighters, and
emergency medical personnel) reacted immediately in evacuating and rescuing
innocent people from the buildirlgs;
WHEREAS, first responders als~o arrived quickly at the crash site of United Airlines flight
93 in southwestern Pennsylvania;
WHEREAS, if it were not for the heroic efforts of first responders immediately after the
terrorist attacks, numerous additional casualties would have resulted from the attacks;
WHEREAS, as the first emergepcy personnel to arrive at the scenes of the terrorist
attacks, first responders risked their lives in their efforts to save others;
WHEREAS, while first responders were bravely conducting the evacuation and rescue
after the terrorist attacks on theWorld Trade Center, the 2 towers of that complex
collapsed, and many first responders themselves became victims of the attacks;
WHEREAS, the everyday well-being, security, and safety of Americans depend upon
the official duties of first responCers, including the City's law enforcement officers,
firefighters, and emergency medical personnel;
WHEREAS, in addition to their official duties, our first responders have participated in
planning, training, and exercises to respond to terrorist attacks;

WHEREAS, and emergency managers, public health officials, and medical care
providers also invest significant time in planning, training, and exercises to better
respond to terrorist attacks in Corpus Christi;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council expresses its profound sorrow for the deaths and injuries
suffered that resulted from the t~rrorist attacks on the World Trade Center and the
Pentagon on September 11, 20pl, including the first responders who endeavored to
save innocent people in the aftermath of the attacks.
SECTION 2. The City Council Ihonors and commends the first responders who
participated in evacuating and r~escuing the innocent people in the World Trade Center
and the Pentagon after the terrorist attacks.
SECTION 3. The people of Coipus Christi are encouraged to observe September 11th
with appropriate programs and activities;
SECTION 4. All City departmer~ts with flag poles shall display the flag of the United
States at half-staff on September 11th in honor of the individuals who lost their lives as a
result of the terrorist attacks against the United States that occurred on September 11,
2001.
SECTION 5. All other interesteU organizations and individuals within the City are
encouraged to display the flag ~f the United States on September 11th in honor of the
individuals who lost their lives a~s a result of the terrorist attacks against the United
States that occurred on September 11,2001.
SECTION 6. The officers and employees of the Corpus Christi shall observe a moment
of silence on September 11th at 8:59 a.m.C.S.T, in honor of the individuals who lost
their lives as a result of the terrorist attacks against the United States that occurred on
September 11,2001.
SECTION 7. The people of Corpus Christi are encouraged to observe a moment of
silence on September 11th at 8:59 a.m.C.S.T, in honor of the individuals who lost their
lives as a result of the terrorist attacks against the United States that occurred on
September 11,2001.
SECTION 8. The City Manager and staff shall continue to work together to effectively
coordinate emergency preparedness and interagency communication and cooperation
necessary to ensure that if an attack occurs, our first responders will be as prepared as
possible to respond effectively.
