HomeMy WebLinkAbout026055 RES - 12/14/2004 A RESOLUTION AMENDING COUNCIL POLICY NO.9, ENTITLED COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, BY REVISING THE TITLE AND LANGUAGE TO INCLUDE THE HOME PROGRAM; ADDING LANGUAGE RELATING TO THE DISPOSITION Of PROGRAM INCOME; AND REAffiRMING THE OBJECTIVES AND GUIDELINES Of THE POLICY. BE IT RESOLVED BY THE CITY COUNCIL Of THE CITY OF CORPUS CHRISTI, TEXAS, THAT: SECTION 1. The City Council hereby amends Council Policy No.9, adopted by Resolution No. 21901 on March 22, 1994, by revising the title and the language of the policy to include the HOME Program, a program funded by the U. S. Department of Housing and Urban Development, and add language relating to the disposition of programmatic income to read as follows: "9. COMMUNITY DEVELOPMENT BLOCK GRANT & HOME PROGRAMS "Through the Community Development Block Grant Progr-ilm and HOME Proqrams, the City Council provides for the development and preservation of a viable urban community, a suitable living environment, decent housing and expanded economic opportunities, principally for persons of low and moderate income, and aids in the prevention or elimination of slums and blight. The City carries out its objectives by providing for appropriate streets and drainage, housing, recreational opportunities, neighborhood preservation, and revitalization, and economic development as needed. To ensure that these objectives are achieved, the following guidelines shall be as follows: "a. No Community Development Block Grant Funds will be authorized to applicant agencies for the support of operating expenses. "b. No capital grants will be made without sufficient evidence of the financial capacity of the applying agency to operate the program. "c. Priority will be given to those applying agencies that make substantial new capital contributions to the project for which they are seeking funds. "d. Housing shall be maintained as the top priority for the CDBG program as well as placing greater emphasis on public infrastructure (City) in CDBG eligible tracts. "e. No individually funded CDBG project will be eligible for future CDBG funding for a minimum of two years from the date of its last funding. (This excludes projects which are specifically staged for several years of CDBG funding such as a street project which has its engineering funded one year and its construction the next.) Proaram income generated from the CDBG Housina Program is a revolving fund and will be applied toward the Single Familv Rehabilitation and Reconstruction Loan Program. Proaram income aenerated from the HOME Proaram will be applied towards maintaining or creating affordable housina in the communitv." SECTION 2. The City Council hereby reaffirms its commitment to the objectives and guidelines contained in Council Policy No.9, as amended by this resolution.
