ORDINANCE
AMENDING THE CORPUS CHRISTI CODE OF ORDINANCES,
CHAPTER 9, SECTION 9-61, PERMIT FOR AIRPORT GROUND
TRANSPORT A TlON OPERATIONS, BY REVISING THE FEES
AND CHARGES; PROVIDING FOR AN EFFECTIVE DATE OF
SEPTEMBER 1, 2005; PROVIDING FOR REPEAL; PROVIDING
FOR SEVERANCE; PROVIDING FOR PENALTIES; PROVIDING
FOR PUBLICATION,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
('HRISTI, TEXAS:
SECTION I. That the Corpus Christi Code of Ordinances, Chapter 9, Section 9-
hi, is amended as follows:
Sec. 9-61. Permit for ground transportation operations,
(a) Except for duly franchised airport shuttle alltllimoHsiRe services, and vehicles
delivering business products to airport tenants, it is unlawful for any person to charge,
operate, or drive, for hire or other consideration any vehicle to carry, deliver, pick up any
cargo, passenger, freight, or mail at the Corpus Christi International Airport without a
\ alid permit and access card issued by the airport for ground transportation operations
("ground transportation permit"). Each applicant for a ground transportation permit shall
register with the aiFflort manager Airport and comply with all rules and regulations set by
the Director of Aviation and City of Corpus Christi. In addition to any other penalties
grovided herein, noncompliance of the ground transportation rules and regulations and
the ordinance may result in the revoking of the issued permit by the Director of Aviation.

lor activities for which it has been permitted, If a person is operating a yehiele for an

(b) Except for franchised airport shuttle and IimoHsine service and vehicles
delivering business products to airport tenants, each person operating a ground
transportation service at the airport must pay pe_it monthly and/or trip charge fees as set

permitted pursuant to (a) above shall pav a fee of $2.00 per arrival to
pickup pre-arranged fares at the Airport. Each non-permitted taxicab
must notify the Airport at least fifteen minutes prior to arriving at the
Airport and pay any fees due in advance of the pickup of persons at the
Airport,

Persons with Hotel/Motel Courtesy Vehicle permits mast, at the time ef

designee whenever requested, and must previde immediate written
changcs te the contract to the Director of Aviation or designee,

Ofr-Airport Rental Car Shuttle Vehicles", the fee is the greater of: (1)
10% of the Gress Income generated from the rental of vehicles bv
persens picked UP at the Airport or (2) $500.00 per month. Gress
Income is defined as the time and mileage charges included in the rental
centracts, net of contractual disceunts (including rebates). Bad debts
mav not be deducted in the calculation ef gross revenues, per '/ehiele is

services for persons on a pre-arranged basis using a private charter bus,
luxury limousine, luxury automobile, or private charter van "Charter
Vehicle", the fee is $-UW() 5.00 per arriyal for pick UP of persons at the
Airport. Private charter companies must notifY the Airport-twentv-four
(24) hours prior to arriving at the Airport and pav any fees due in
advance of the pick up of persons at the Airport. Charter Vehicles will
not be required to obtain an access card, Charter Vehicles shall obtain a
permit plaQuard prior to picking up persons at the Airport to be
displayed in the vehicle at all times during operations at the Airport.

(c) The E1Director of aA viation or SlieCeSSOr official designee will issue ground
Ii ansportation permits, enforce all ground rules and regulations with respect to grmmEl
tnlflsportatioR services, and collect applicable llBIIHit fees. If any permit holder fails to
",)mply with applicable rules. regulations. and ordinances, such permit holder will be
hsued a notice of noncompliance. If the violations persist~ for ten (10) days after the
I'suance of said notice. the director of aviation may revoke the permit and such permit
holder may be prohibited from conducting further operations on airport property,
SECTION 2, This ordinance becomes effective September I, 2005.
SECTION 3, A violation of this ordinance or requirements implemented
hereunder shall constitute an offense, punishable as provided in Section 1-6 of the City
(ode of Ordinances.
SECTION 4. That all ordinances, or parts of ordinances, in conflict herewith are
repealed to the extent of such contlict.
SECTION 5. If for any reason any section, paragraph, subdivision, clause,
phrase, work. or provision of this ordinance shall be held invalid or unconstitutional by
final judgment of a court of competent jurisdiction, it shall not affect any other section,
paragraph, subdivision, clause. phrase, work, or provision of this ordinance, for it is the
definite intent of the City Council that every section, paragraph, subdivision, clause,
phrase. work. or provision hereof shall be given full force and effect for its purpose.
SECTION 6. Publication of this ordinance shall be made in the official
publication of the City of Corpus Christi as required by the City Charter of the City of
