DECLARATION OF LOCAL DISASTER BY
PROCLAMATION OF THE MAYOR OF THE CITY OF CORPUS CHRISTI
WHEREAS, the approach of Hurricane Rita presents an imminent threat of widespread
or severe damage, injury, or loss of life or property resulting from flood, wind, storm,
wave action, and other public calamity resulting therefrom which requires emergency
action and
WHEREAS, Section 418.108 of the Texas Government Code and Section 16-3 of the
Code of Ordinances of the City of Corpus Christi authorize the Mayor of the City of
Corpus Christi, as the presiding officer of the governing body of a political subdivision,
to declare a local state of disaster:
WHEREAS, I, as the Mayor of the City of Corpus Christi, have determined that
extraordinary measures must be taken to alleviate the suffering of people and to protect
or rehabilitate property; and
WHEREAS, I believe that the City of Corpus Christi's Emergency Management Plan
should be activated:
NOW, THEREFORE, I, THE PRESIDING OFFICER OF THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, HEREBY PROCLAIM AND DECLARE:
Section 1. That a state of disaster exists for the City of Corpus Christi.
Section 2. That this declaration of local disaster takes effect immediately and remains
In effect for the next seven (7) days, unless terminated earlier.
Section 3. That this declaration directs the City Manager to activate the recovery and
rehabilitation aspects of all applicable local or interjurisdictional emergency
management plans; authorizes the furnishing of all aid and assistance, as deemed
necessary or desirable by those administering the plans, and activates the
preparedness and response aspects of the plans.
Section 4. That this declaration shall be filed promptly with the City Secretary, and
shall be given prompt and general publicity.

EVACUATION ORDER
AND
RESTRICTIONS ON ACCESS TO CERTAIN AREAS
Under the authority of Section 16-4(a)(1), (2), and (3), as Mayor and Presiding Officer of the City
Council, have determined that the following measures are needed in the interest of public
health. safety and welfare, and are necessary for the preservation of life and to mitigate
damages from the winds and rising tides caused by Hurricane Rita.
hereby order all Individuals who live and work within the following designated evacuation
areas, shall leave the evacuation areas immediately
The following areas are designated as evacuation areas
(1 ) North Padre Island
(2) Mustang Island
(3) Corpus Christi Beach
(4) Flour Bluff
(5) Low-lying areas subject to flooding
further order the Immediate evacuation of all nursing homes in the City of Corpus Christi.
1) All individuals shall evacuate the area by 2:00 p.m. on Thursday, September 22, 2005.
A,fter that time and date, the JFK Causeway will be closed to all traffic.
2) After 2:00 p.m. on Thursday, September 22,2005, access to Mustang and North Padre
!slands via the JFK Causeway will be restricted to emergency personnel, public service
Jehlcles, and vehicles registered to addresses on Mustang and North Padre Island, who are
going to Mustang and North Padre Islands to assist in the evacuation of people on the island
who do not have transportation available to evacuate the islands.
A Violation of this order is a violation of the City's emergency management plan. Under Section
16-8(c) of the Code of Ordinances, anyone who remains within areas of the City of Corpus
Christi located on Mustang and North Padre Islands the time and date specified in this order
and after being advised of this order may be fined of up to one thousand dollars ($1,000.00) and
mpnsonment for up to one hundred eighty (180) days per violation.

xder assumes personal responsibility for any death or personal injury that may result from
oeing In an evacuation area or on an Isolated barrier Island during abnormally high tides caused
oya tropical storm or hUrricane event The City will not accept any claims by a person or the
estate of a person who disobeys this order
