SECTION 3. That the City Code of Ordinances, Chapter 2, Administration n , Article IV, Miscellaneous Boards, Commissions and Committees, Division 2 Park and Recreation Advisory Committee Is revised to read as follows: "2-72. Duties. The Parks and Recreation Advisory Committee shall advise the City Council as to all public parks and the buildings therein, public outdoor recreation areas and centers, and any other grounds placed under its purview by the City Manager. Further, the Parks and Recreation Advisory Committee and the water/shore Watershore r and _Beach Advisory Committee shall have joint jurisdiction over all waters adjacent to city parks located along Oso Creek and the Nueces River. However, the Parks and Recreation Advisory Committee will continue to have sole jurisdiction on the parkland adjoining the wa to rways . " SECTION 4. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision of this ordinance be given full force and effect for its purpose.
