C. ELLIOTT LANDFILL FINAL COVER SYSTEM (PHASES 4-6) AND LANDFILL GAS COLLECTION SYSTEM PROJECT; CHANGING THE FY 2007- 2008 CAPITAL BUDGET ADOPTED BY ORDINANCE NO. 027546 TO INCREASE APPROPRIATIONS BY $392,847.81; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. An amount of $392,847.81 from the unappropriated bond proceeds and interest earnings from the Sanitary Landfill 2006 CIP Fund No. 3362 is appropriated for the J. C. Elliott Landfill Final Cover System (Phases 4-6) and Landfill Gas Collection System Project. SECTION 2. The FY 2007-2008 Capital Budget adopted by Ordinance No. 027546 is changed to increase appropriations by $392,847.81. SECTION 3. That upon written request of the Mayor or five council members, copy attached, the City Council finds and declares an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs and suspends the Charter rule that requires consideration of and voting upon ordinances at two regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency this the 16th of December, 2008.
