HATCHER CHALKLEY AS A MEMBER OF A PLANNING SUBCOMMITTEE OF THE LIBRARY BOARD THAT WILL DEVELOP A THREE-YEAR PLAN FOR THE LIBRARIES; AND DECLARING AN EMERGENCY. Whereas, Section 2-68 of the City of Corpus Christi Code of Ordinances. provides that no city board, commission or committee shall appoint persons outside its membership as advisors or to subcommittees, ad hoc committees or other accessory entities without the prior approval of the City Council; Whereas, the Library Board consists of nine voting members, including seven members appointed by the City Council, one member appointed by the La Retama Club, and one member appointed by the Friends of the Corpus Christi Public Libraries Board; Whereas, the Library Board desires to establish a planning subcommittee to develop a three-year plan for the libraries; Whereas, the Library Board desires to appoint Dr. Hatcher Chalkley, and Dr. Hatcher Chalkley desires to serve, as a member of said planning subcommittee of the Library Board; and Whereas, Dr. Hatcher Chalkley is not a member of the Library Board; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Dr. Hatcher Chalkley is appointed as a member of the planning subcommittee of the Library Board that will develop a three-year plan for the libraries. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, the City Council (1) finds and declares an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs and (2) suspends the Charter rule that requires consideration of and voting upon ordinances at two regular meetings so that this ordinance is passed and takes effect upon first reading as an emergency measure this the 11th day of January, 2011. I/we, therefore, request that you suspend said Charter rule and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
