17. The formal bidding requirements be waived and a purchase order be
issued to Duncan Industries for $14,035 for parts necessary for the
conversion of the City's parking meter to the new rates recently
approved by the City Council. Duncan Industries is the only supplier
of the parts and an order must be placed immediately to receive a
place in their production process because of pending large orders from
other cities.
