HomeMy WebLinkAbout029669 RES - 10/30/2012Resolution Authorizing the City Manager to negotiate with and select a federal real estate and airport development specialist to proceed with all preparation necessary for the developmentofa United States Coast Guard ("USCG") facility ("Project") to be located on land at the Corpus Christi International Airport ("Airport") Whereas, the City of Corpus Christi ("City") desires to enter into a Land LeaselDevelopment Agreement ("Lease") with a Federal real estate and airport development specialist ("Developer") for the negotiation, development, financing, and management of a United States Coast Guard ("USCG") facility approved by Resolution of the Committee on Transportation and Infrastructure of the U.S. House of Representatives ("Project") to be located on land at the Airport; and Whereas, under the terms of the Lease, the Developer of the Project shall negotiate the terms, fund, design, construct, and provide ongoing management services for a General Services Administration ("GSA") - specified facility for the USCG at the Airport; and Whereas, the Developer will be required to assume all financial and development risk for the Project and provide an annual payment to the City during the term of the Lease; and Whereas, the facility at the Airport would revert to the City at the expiration of the Agreement with no further obligation of the developer; and Whereas, the Corpus Christi City Council wants to ensure that all necessary negotiation and preparation for the Project is completed in an effective and timely manner; and Whereas, the Developer must be uniquely qualified to develop the Project in a timely manner that is financially beneficial to the City, possessing specific experience negotiating, developing, financing and managing substantially similar projects for GSA - specified facilities across the United States for various governmental agencies; and Whereas, the City Council intends to award the Lease at a future date. Now, therefore, be it resolved by the City Council of the City of Corpus Christi, Texas: SECTION 1. The City Manager is authorized to negotiate with and select the most qualified Federal real estate and airport development specialist to proceed with all preparation necessary for the development of the Project; SECTION 2. The City Manager is authorized to prepare the Lease for consideration by the City Council at a future City Council meeting.
