SPECIAL ACTION ITEM: Motion approving the recommended ranking of contractors for the Multi-Purpose Arena and authorizing the City Manager or his designee to enter negotiations in accordance with the Local Government Code. Arrnando Chapa City Secretary AGENDA MEMORANDUM DATE: November 5, 2002 SUBJECT: Recommend Contractor Ranking - Multi-purpose Arena (4236) AGENDA ITEM: Motion approving the recommended ranking of contractors for the Multi-Purpose Arena and authorizing the City Manager, or his designee, to enter negotiations in accordance with the Local Government Code. FUNDING: Funds are not committed by the motion. RECOMMENDATION: Approval of the motion as presented. Assistant City Manager Attachments: Exhibit A - Additional Information H:\HOME\KEVINS\GEN~ARENA~AEAM D 1MEMO.DOC ADDITIONAL INFORMATION SUBJECT: Recommend Contractor Ranking - Multi-purpose Arena (4236) BACKGROUND: The Major Projects Committee recommended the use of Competitive Sealed Proposals for the Arena as an alternative delivery method. Council authorized staff to proceed with competitive sealed proposals for the Arena on March 26, 2002. Proposals were opened Monday, October 21, 2002. Competitive sealed proposals allows the consideration of factors in addition to cost in determining which proposal represents the best value for the City. The published evaluation and ranking criteria included: · Cost; · Organization, demonstrated ability, claims/lawsuits history and financial resoumes to perform the work; · Qualifications and experience of the project team assigned to manage the project; · Demonstrated experience in construction of projects of similar size and complexity; · Past performance on other construction contracts for the City of Corpus Christi and/or projects of similar size and complexity for other institutions or municipalities of similar size in the Corpus Christi area; · Demonstrated ability to suitably schedule the project and examples of how schedules were met on other projects of similar size and complexity; · Safety record supported by accurate and verifiable data; · Methodologies for quality assurance program; · Ability to start construction in a timely manner; and · Local and minority participation plan in terms of adequacy and probable level of success (scoring based on local particiPation). PROPOSALS: received from: Five proposals were ope.ned on October 21, 2002. Fulton/Coastcon, Joint Venture; Lyda/Arana Durden, Joint Venture; Satterfield & Pointikes; Zachry Construction; and Spaw Glass/Braselton Joint Venture Responses were PROPOSAL EVALUATION: The City's technical committee intensively reviewed the proposals. The technical committee was composed of Gilbane Building Company, Anderson Group Construction Management and the Assistant Director of Engineering Services.
