HomeMy WebLinkAbout031639 RES - 12/11/2018 Resolution opposing the Trafigura Gulf Terminals offshore oil project. WHEREAS, the City Council of the City of Corpus Christi supports economic development for the region in a responsible and thoughtful manner, taking into consideration the value of sustainable and safety-conscious projects with strong environmental, safety, and community-friendly project management; and WHEREAS, Trafigura Group Pte Ltd. proposes to build the Trafigura Gulf Terminals Project which would load super tankers, known as very large crude carriers (VLCC), via single point mooring buoy; and WHEREAS, this project would be located approximately 15 miles off of the Padre Island National Seashore and approximately 12.5 miles off the mouth of the Corpus Christi Ship Channel in national waters, so it will not be subject to state regulations which regulate Health and Safety, National Air Quality Standards, and other rules which are in effect in the State and local Corpus Christi area; and WHEREAS, the communities in the Corpus Christi air-shed serve as a national example in proactively undertaking actions and programs to uphold federal ozone standards adopted as part of the EPA's 2015 NAAQS; and WHEREAS, there are several significant parts of the Trafigura application that are either incomplete, undisclosed/confidential, or otherwise unknown, such as scientific impacts on air quality, public safety risks, or undisclosed emergency response procedures; and WHEREAS, the Trafigura project would have a detrimental impact on the revenues of the Port of Corpus Christi, that uses such revenues to build and maintain infrastructure such as the Corpus Christi Ship Channel which is of benefit to many Corpus Christi employers and residents; and WHEREAS, the economic burden on the State of Texas to bring a non-attainment community back into attainment is great and the economic burden for a business to obtain a permit to locate or expand in the City of Corpus Christi is significantly increased if the Corpus Christi region falls into non-attainment of ozone standards; and WHEREAS, the City of Corpus Christi relies on eco-tourism and visitors to the local beaches, which could be threatened by a potential environmental spill from the project. Be it resolved by the City Council of the City of Corpus Christi, Texas: Section 1. The City Council requests the Governor of Texas, the Honorable Greg Abbott, use his authority to oppose this project.
