10. Endorsing the guidelines proposed for public library construction grants
now available under the Federal Jobs Bill, with the exception that the
Texas State Library Commission be urged to modify or eliminate the
minimum standards for square footage of a library facility. The
guidelines, as proposed for State adoption on June 3, 1983, are
conceptually unacceptable and outdated, and would require a main library
serving a 232,134 population to be approximately 82,000 square feet.
