Wenger, Director of Planning Date October 4, 1983 Subject Zoning Notification Sign Policy On March 30, 1983, the City Council adopted the following policy to require signs being placed on the property as an additional means of zoning notification: Cardboard signs will be utilized of approximately 24" x 36" with one sign facing each street abutting the subject property and located within 10' of any street adjacent to the property. b. The applicant for zoning change be required to post the sign 10 days prior to the Planning Commission hearing and maintain the sign until final City Council action. A fee of $10 per sign be charged the applicant. The utilization of the zoning notice signs has been in effect for over two months, and during this time, several problems have arisen which constitute the need for further clarification and elaboration of the City's policy. l 1. _Location of the Sign(s). l Due to various topographic factors observed during the past two months, staff recommends amending the current policy as follows: "Cardboard signs (22" x 28 ") be utilized with.one sign adjacent to each street abutting the subject property, (or if the property does not front on a street, then the sign be placed adjacent to the closest street), located in the middle of the frontage and within 3' of the curb or paved area or as prescribed by the Planning Department at the time of application to ensure that the sign(s) has maximum exposure ". Time period for posting and maintaining sign(s). Staff recommends amending the policy to require that the applicant post the sign(s) at least 15 days prior to the Planning Commission hearing. Because prezoning requests require a 15 day notification period, a standard 15 -day requirement pertaining to all zoning signs would result in less confusion. The additional 15.days also allows the staff adequate time to ensure that the sign is posted prior to incurring the cost of mailing notices pertaining to the case. The staff recommends the above amendment and further clarification as follows: "The applicant for zoning change be required to post the sign fifteen days prior to the Planning Commission hearing and maintain the sign in the proper location until final City Council action. If the sign(s) is not posted 15 days prior to the Planning Commission hearing, the applicant's case will Edward A. Martin October 4, 1983 Page 2 be withdrawn and rescheduled after all applications already received by the Planning Department have been scheduled for Planning Commission consideration. In the event that a sign(s) is removed from the property or damaged, the applicant is responsible for purchasing a replacement sign immediately ". 3. Cost of sign.
