HomeMy WebLinkAbout031891 ORD - 10/01/2019 Ordinance authorizing the acceptance of a grant from the Texas Automobile Burglary Theft Prevention Authority (ABTPA) in the amount of $410,973 to continue the motor vehicle theft enforcement grant within the Police Department, with a City cash match of$717,396 available in the FY2020 Police General Fund, in-kind match of$62,046 for a total project cost of $1,128,369; designating the Chief of Police as Program Director and Director of Finance as financial officer for this grant; and appropriating $410,973 in the Police Grants Fund; and declaring an emergency. WHEREAS, under the provisions of the Texas Revised Civil Statutes Article 4413(37) and Texas Administrative Code Title 43; Part 3; Chapter 57, entities are eligible to receive grants from the Automobile Burglary and Theft Prevention Authority to provide financial support to law enforcement agencies for economic automobile theft enforcement teams and to combat motor vehicle burglary in the jurisdiction; and WHEREAS, this grant program will assist this jurisdiction to combat motor vehicle burglary and theft; and WHEREAS, the City of Corpus Christi has agreed that in the event of loss or misuse of the grant funds, the City of Corpus Christi assures that the grant funds will be returned in full to the Automobile Burglary and Theft Prevention Authority. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager or the City Manager's designee to execute all documents necessary to accept a grant from the Texas Automobile Burglary Theft Prevention Authority (ABTPA) grant in the amount of $410,973 to continue the motor vehicle theft enforcement grant within the Police Department for Year 18, with a City match of$717,396, in-kind match of$62,046 in the No. 1020 Police General Fund, for a total project cost of $1,128,369; designating the Chief of Police as Program Director and Director of Finance as financial officer for this ABTPA grant; appropriating $410,973 from the ABTPA in the No. 1061 Police Grants Fund to continue the motor vehicle theft enforcement grant within the Police Department. SECTION 2. That Peter Zanoni, City Manager, is designated as the Authorized Official to apply for, accept, decline, modify, or cancel the grant application for the Automobile Burglary and Theft Prevention Authority Grant Program and all other necessary documents to accept said grant; and SECTION 3. That Mike Markle, Chief of Police, is designated as the Program Director and Constance P Sanchez, Director of Finance, is designated as the Financial Officer for this grant. 031891 SCANNED SECTION 4. That in the event of loss or misuse of the grant funds, the City of Corpus Christi assures that the grant funds will be returned in full to the Automobile Burglary and Theft Prevention Authority. SECTION 5. Upon the written request of the Mayor or five Council members, copy attached, the City Council finds and declares an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs and suspends the City Charter rule that requires consideration of and voting upon ordinances at two regular meetings so that this ordinance is passed and takes effect upon first reading as an emergency measure this 1st day of October, 2019.
