CONTRACT FOR ENGINEERING SERVICES
The City of Corpus Christi, Texas, P.O. Box 9277, Corpus Christi, Texas 78469-9277 hereinafter called
"City" and HDR Engineering, Inc., 2211 South IH35, Suite 300, Austin, Texas 78741 hereinafter called
"Engineer", hereby agree to the following amendment to the contract for engineering services as
approved April 11, 2000, Motion No. 2000-111, amended January 30, 2001, Motion 2001-046, and March
13, 2001, Motion 2001-106, administratively amended June 5, 2001, and administratively amended July
6, 2001, and August 21, 2001, Motion 2001-320, and November 18, 2003, Motion 2001-416:
Section II, SCOPE OF SERVICES, PHASE II, shall be modified by the addition of Section II.B,5.viii, ix,
and x and Task ll.B.9 to Design Phase Services - Rincon Diversion Pipeline, BASIC SERVICES to read:

viii. Building Modifications - Revise building foundation and floor slab to accommodate
AEP/CPL pad mounted transformer;
ix. Bectrical modifications - Revise electrical plans to reflect new transformer location;
x. SCADA Modifications - Revise SCADA plans to reflect RTU and SCADA interface panels
Section II, SCOPE OF SERVICES, PHASE II, shall be modified by the addition of Task 11.7 to
Construction Phase Services - Rincon Diversion Pipeline, BASIC SERVICES by the addition Section
11.7 h to read:
7.h Construction Observation - The Engineer will perform construction observation services for the
duration of construction for an average of four (4) hours per day when construction is being conducted,
The Engineer will prepare daily reports of observations including work being performed, contractor
personnel and subcontractors on site, weather conditions and other relevant observations. Copies of the
reports and a monthly summary of observations will be submitted once per month to the City Construction
Inspection Division located at 1415 Mestina Street.
Section II, SCOPE OF SERVICES, PHASE II, shall be modified by the addition of Task 11.10 to
Commissioning and Warranty Phase Services - Rincon Diversion Pipeline, BASIC SERVICES by the
addition of Section 11.9 to read:
13.a Commissioning Services - The Engineer will assist in commissioning and startup services to
include witness of start up procedures, equipment and performance tests, employee training and
familiarization, and review of preventative maintenance, repair, and emergency procedures.
13.b Maintenance Guarnantee Phase Services - The Engineer will conduct a maintenance guarantee
inspection approximately 90 calendar days prior to the one year anniversary of project acceptance by the
City of Corpus Christi. The Engineer will witness the operation of all equipment and note any deficiencies
requiring correction. The Engineer will prepare and forward a report of the findings noted during the
inspection to the City Engineer and Director of Water Services. The report will recommend corrective
actions and list those items that are to be corrected by the Contractor as part of the maintenance
guarantee.
Section II, SCOPE OF SERVICES, PHASE II, shall be modified by the addition of Task I1.11 Hondo Creek
Bridge, ADDITIONAL SERVICES to read:
14. Hondo Creek Bridge Replacement
Project Description: The scope described herein is for the replacement of an existing timber bridge over
Hondo Creek, just upstream from the Nueces River. The bridge provides access to the W,A, Edwards
pump station operated by the San Patricio Municipal Water District. The bridge supports a 36" water line
that is to r~main in service during the bridge replacement. The bridge replacement will be bid as part of

work for a new pump station and water line adjacent to the bridge. Construction cost for the bddge will be
divided between the City of Corpus Christi and the SPMWD.
The Engineer will perform and complete the following tasks:
a. Subcontract those services necessary to complete and receive a geotechnical investigation report
to establish soil and groundwater conditions with recommendations from an engineering
geotechnicel laboratory regarding bridge foundation design considerations.
b Prepare permit exhibits and submission of required information to permitting agencies including
FEMA and USCOE.
c. Perform the additional surveying necessary to support the design of the Hondo Creek Bridge
replacement.
d. Complete design services for the Hondo Creek bridge replacement consisting of the following:
Preliminary Design - 30% Plan Development
The Engineer will:
Attend coordination meetings with the City of Corpus Christi and San Patricio Municipal
Water District.
Collect, review, and evaluate available existing data pertaining to project.
Develop design criteria
Determine preliminary estimate of probable construction cost utilizing City supplied or
TxDOT average unit bid item cost.
Prepare preliminary construction schedule
Submit two (11" x 17") paper copies of the bridge layouts at the 30% completion stage
showing proposed construction staging to the City of Corpus Christi and San Patricio
Municipal Water District.
Attend 30% comment review meeting with City of Corpus Chdsti and SPMWD.
Permits for 401/404 are not anticipated at this time. Work will include the review of
project information to determine if 401/404 and any applicable environmental assessment
are required for regulatory compliance. Should the review determine the need of the
above, it will be added as additional services.
Utilities
Identify existing utility locations and place utility information on plans.
Roadway
Develop horizontal alignment to tie into existing approach
Develop vertical profile to tie into existing approach
Bddge
Review existing bridge as-builts drawings and survey information.
Develop preliminary bridge layout
Develop bridge typical section
Develop construction staging for bridge replacement (Note: existing water line must
remain in service)
Submit bridge layout to city for FEMA approval.
Detailed Design -60% Design Documents
· The Engineer will prepare Plans, Specification and Estimate (PS&E) for Bridge over
Hondo Creek.
Including the following:
Bridge
Finalize Bridge Layout,
Prepare one superstructure design and details.
Prepare one abutment design and details.
Prepare one interior bent design and details.

Prepare one foundation design.
Prepare one pipe support design and details,
Prepare pipe hanger / cradle design and details.
Modify standard drawings as necessary
Develop Bearing Seat elevations for each beam.
Prepare Bridge Estimated Quantities
Roadway
Finalize roadway geometry
Bid Document Preparation - 100% Design Documents
Prepare special specifications and special provisions for non-standard items. Prepare
general notes, list of special provisions and list ot standard details to be used,
Submit two (11" x 17") paper copies of the PS&E documents at 100% completion stage for
City of Corpus Christi review.
Attend 100% comment review meetings with the City of Corpus Chdsti.
Upon completion of the City's review of the plans, the Engineer shall furnish signed original
mylar (11" x 17") drawings, which shall include all applicable standards.
Prepare construction cost estimate using estimating Software. The list of bid items will be
included in the estimate.
Prepare construction time estimate (CPM schedule) with Microsoft Project or other
scheduling software.
Perform internal qualify control and quality assurance on plan sets and calculations.
Bid Phase - The Engineer will attend pre-bid meeting, prepare any addenda related to the bddge
replacement, review the qualifications oi: the bndge contractodsubcontractor and include bridge
replacement bid items on the bid tabulation form.
Construction Phase - Hondo Creek Bridge Replacment
The Engineer will complete construction phase services as follows:
attend and assist the City Engineer with a pre-construction meeting between the contractor,
City Engineer, and other interested par~ies;
review and check for approval, materials and other submittals customarily provided by the
Contractor or required by contract documents during the course of construction by the
contractor and ensure that two field copies and one record of submittal data is provided to the
City Engineer (the construction contract documents will provide for the contractor to pay the
cost [or any approval, materials or other submittals requiring more than two (2) reviews by the
Consultant), The Consultant's review or approval of Contractor's submittals such as shop
drawings, product data and samples shall only be for the limited purpose of checking for
general conformance with the visual design concept expressed in the contract documents.
The Consultant shall not be responsible for any deviations between the shop drawings, the
contract documents, and field conditions;
provide interpretations and clarifications of the plans and specifications for the contractor and
authorize minor changes which do not affect the contractoYs price or the duration of the
construction contract, and are not contrary to the general interest of the City under the
contract;
· review and evaluate any change order proposals that may be necessary during the progress
of the work including a recommendation to accept or reject;
consult with the City Engineer and advise dudng construction and confer with City staff and
other governmental authorities as needed;
make necessary visits to the site(s) o[ the project, work in cooperation with the City Engineer
and his/her representative (inspector) and contractor to observe the general progress and
quality of work, and determine, in general, if the work is being done in accordance with the
contract documents and in accordance with the quantities of work represented in current
contractor requests for payment Consultant site visits will not constitute or be confused with
a resident inspection or continuous monitoring oi: the progress of construction. The

Consultant's local engineering personnel will provide periodic site visits during the
construction pedod.

Fee for Services Authorized is amended to address additional design fees and construction phase
services.
FEE FOR SERVICES AUTHOR[ZED
The City will pay the Engineer a total fee not to exceed $1,429,740 for providing all services authorized by
the contract. This fee will be full and total compensation for all services provided or expenses incurred.
The fee consists of a fixed fee not to exceed $516,340 for all tasks set forth in Section II.A (Basic
Services), and a not to exceed fee of $620,560 for tasks II.B (Additional Services. Engineer will submit
monthly statements for services rendered. The City will make prompt monthly payments in response to
Engineer's monthly statements.
For services provided in Section II.A, payment will be made based upon the Engineer's estimate of the
portion of work completed. However, the total of the payments made for Basic Services will not exceed
95% of the total authorized fee until all deliverables specified in Exhibit A are accepted and approved by
the City Engineer.
For services provided in Sections ll.B.1 and II.B.9, payment will be made based upon [he hourly rate for
regulatory assistance set forth in Exhibit E-l. The Engineer will be reimbursed at actual costs plus ten
percent (10%) for airfare, ground transportation, lodging, and per diem meal expenses. The Engineer
may be required and authorized by the City Attorney to retain the services of sub.consultants. The
Engineer will be reimbursed any sub-consultant, computer modeling, copying and mapping costs
authorized by the City Attorney at actual cost. Travel expenses will be will be documented by
photocopies of receipts and invoices.
For services provided in Section ll.B.2, 3, 4, 5.a, 5.b, 6 and 8 payment will be made based upon a fixed
fee amount set forth by the Summary of Services and Fees listed as Table 1 - Summary of Fees.
For services provided in ll.B.7 and II B11f , payment will be made based on the percentage of
construction complete as evidenced by the approved contractor's monthly progress payments.
Summary of Services and Fees are listed as Table 1 - Summary of Fees on the following page. A
detailed breakdown of fees by sub-tasks are attached to the original contract as Exhibit B
