SCOPE OF SERVICES, Paragraph A., BASIC SERVICES, BROADWAY PLANT LIFT STATION AND DIVERSION TO GREENWOOD PLANT/NUECES RIVER DELTA shall be mocllfied by additional Design Phase, Bid Phase, and Construction Phase Services for Resaca Uft Station and 48-Inch Gravitv Line CProlect No. 7288) and Antalooe Street end Salt Flats Area 36-1nch/48-1nch Wastawater Grsvltv Interceptor CProlect No. 7302). (See Exhibit "A.") Section 2. SCOPE OF SERVICES, Paragraph B., ADDITIONAL SERVICES, BROADWAY PLANT LIFT STATION AND DIVERSION TO GREENWOOD PLANT/NUECES RIVER DELTA shall be modified by additional Permitting Servlcse for Reeaca Lift Station and 48-Inch Gravltv Line (Prolect No. 7288) and Antelol3e Street and Salt Flats Area 36-1nch/48-1nch Wastewater Grsvltv Interceptor (Prolect No. 7302). (See Exhibit "A.") Section 3. FEES - See Summary of Fees attached as Exhibit "B". All other terms and conditions of the August 18, 1998 contract between the City and Engineer, and of any amendments to that contract, which are not specifically addressed herein shall remain in full force and effect. Director of Engineering Services City of Corpus Christi 1201 Leopard St. Corpus Christi, Texas 78401 Re: Resaca LS & 48" Gravity line and Antelope Street and Salt Flats Are~ 36"/48" WW Gravity Interceptor Projects City Project # 7288/7302 Man-hours/Cast Breakdown for Additional Services With this letter, Maverick Engineering, lnc is requesting for additional engineering fees for the above mentioned projects. Maverick Engineering, Inc. (MEI) was contracted to provide engineering services for design of 36"/48" gravity line and lift station, Project No. 7288 in April 2003. MEI was to prepare plans and specifications for the said project and have the project bid and constructed in timely manners. Midway thru the design phase, the City requested MEI to complete the design of the lift station and bid it separately from the gravity sewer line. MEI complied and expeditiously completed plans and specifications for the lift station, a portion of 48' gravity line and a new mechanical bar screen. This was done within a period of two months and the project was bid successfully within the budget. This requested package required that we worked long hours which included a huge overtime effort and as such we exceeded our allocated fees for the project design Even though we had fast tracked the design of the lift station, additional man-hour efforts had to be allocated once the Resaca LS was advertised for bid. At the City's request, a mechanical bar screen and the security system were added to the project during the bid phase of the project. Initially, during the Preliminary Phase, after several meetings with the City, it was decided that the bar screen was not required on influent line to the lift station because of the size of pumps and would be included as part of future plant design. During the bid phase, it was decided that the mechanical bar screen would be required for the interim phase as the trash would choke up mechanical equipment in the treatment plant if no screening was provided. As such, the mechanical bar screen and trash conveyor/compactor were sized and designed along with the concrete structure within two weeks and the design was completed in time to he PO. Also, during the Preliminary Phase, all the estimates were submitted for dual power source with two independent power lines to the lift station. Midway through the Design Phase this was changed to a standby generator instead of providing a second power line. Additional time was devoted to upgrade the building and redesign the electrical system. Again, during the construction phase, a request was made to provide for second power source as staff felt that a standby generator did not provide for enough backup but after several meetings with the staff it was agreed upon to provide conduits and junction box for a future power source. Also, as part of the lift station design, a mechanized gate system with scan card reader mechanism was added during the bid phase. Moreover, by splitting the project into two projects, additional time was required for preparing construction documents twice. Even though, this project was combined with Antelope St. gravity line project, the engineering fee for the combined project of this magnitude was not sufficient to cover the cost of designing the project and putting together the bid package. Given below is a table showing the project construction cost estimates with allocated engineering fees. It is important to note that initially, MEI was to provide inspection services for the project. Keeping this in mind, the hours allocated for periodic visits by the engineer to the project site were minimal. With this amendment, MEI is requesting additional fees to cover the following: The costs to incorporate the mechanical bar screen The costs to incorporate the changes related to the dual power especially the redesign of the building. The costs to incorporate the security system and mechanize the gate operation. The cost to develop two design packages in lieu of one design package. The costs to inspection services for both projects as the overall construction time frame has almost doubled. AMD. NO. 17 I EXHIBIT "A" Page 2 of 6 Additional engineering fee is also requested for the design of shoring as per Union Pacific Railroad requirements for installation of 60' casing under the railroad at Sam Rankin and Broadway Blvd. and allocating time for TxDOT permits.
