Box 9277 Corpus Christi, Texas 78469-9277 FOR PLAN AND SPECIFICATION PREPARATION FOR BOAT RAMP ROADWAY AND PARKING LOT AMENDMENT 3 Re: Packery Channel Project (Project #5122) Dear Mr. Trejo: Please accept this letter as our proposal to perform the professional services requested in developing the Design of the Boat Ramp, Boat Ramp Roadway and Parking Lot along with Utility Corridors associated with the North Side Park at Packery Channel. In addition. URS will provide construction support for both the boat ramp and the roadway and parking lot projects. Project Description and Task List: The Packery Channel Project is a storm damage reduction and environmental restoration project being performed by the United States Corps of Engineers (USACE) Galveston District in which the City of Corpus Christi (City) is the local sponsor. The project consists of a proposed channel between the Gulf Intracoastal Waterway (GIWW) and the Gulf of Mexico. The channel will provide material for beach nourishment and backfill at the base of an existing floodwall and water exchange between the Laguna Madre and the Gulf of Mexico. The City plans to request that the USACE include the installation of the Reach I Boat Ramp underneath the Packery Channel Contract and that the City will reimburse the USACE for 100% of the cost. The City also plans to construct a roadway and parking lot to serve the boat ramp under a separate contract administered by the City. The City obtained partial funding ($500,000) for both these projects through a grant (prepared by URS Corporation) from Texas Parks and Wildlife State Boat Ramp Program. This proposal is for the design and construction supporffcoordination of the Boat Ramp Roadway and Parking Lot along with the planning of future Utility Corridors at North Side Park. This proposal also includes construction supporffcoordination of the boat ramp being administered by the USACE. The City of Corpus Christi will be responsible for the bidding and construction of the roadway and parking lot. Thus, the plans and specifications for this phase of the project will be developed in accordance with the City's standards. Design of Roadway and Parking Lot along with Planning of Future Utility Corridors Develop and submit for review a 100% set of plans: I URS will design the parking lot for the boat ramp as well as the roadway from Zahn Road to the parking lot The design will include the layout of the systems considering the use (vehicles with boat trailers), traffic flow and drainage. URS will design the pavement for the roadway and parking lot. UR$ anticipates the pavement will consist of a cement stabilized based with a double chip seal overlay. The design will also include layout of utility (potable water, power, sanitary sewer, and telecommunications for future installations) corridors and locations of casings for roadway crossings. URS does not anticipate that these utilities will be brought to the site during this phase of the project but will plan for them in the road and parking lot design. All future utilities will be underground including electrical supply for lighting. URS will also coordinate the aerial lighting with the City Street Service. 2 URS will develop and submit for review a 100% set of plans including technical specifications with layout of the plans in the City's format (City of Corpus Christi Plan Preparation Standards). URS anticipates the design will include the following drawings: · Sheet 1 - Overall Site Plan · Sheet 2- Parking Lot Plan · Sheet 3 - Zahn Road Plan and Profile ( 1 of 2) · Sheet 4 - Boat Ramp Road Plan and Profile (2 of 2) · Sheet 5 - Parking Lot and Road Sections and Details · Sheet 6- Traffic Control Plan 3. Furnish one (!) set of plans to the City of Corpus Christi for review and comment. The City shall assume cost for reproduction of additional sets. 4. Develop and submit an opinion of probable construction cost along with a project schedule for the improvements. 5. URS Project Manager will meet with the City in Corpus Christi to discuss the design package and to review/resolve comments. 6. Incorporate agreed upon comments, modifications, additions/deletions and proceed to next phase, upon written Notice to Proceed. Complete and sub,nit a Final design package: Complete and submit a Final complete set of construction drawings, plans, details, contract documents, technical specifications, and bid documents in accordance with the City of Corpus Christi's standard format. 2. Provide the marked-up l(X)% review set so the City may determine that the comments were incorporated into the Final set. 3. Provide the final opinion of probable construction cost along with a final project schedule. 4 Furnish the City with both a reproducible set of plans with specifications and bid documents for the bidding process, as well as the full documents in electronic format. 5 City to subcontract with Texas Department of Licensing and Regulation (TDLR) for review and inspection of project plans. Attend the pre-bid conference chaired by City and assist City in defining, clarifying, and responding to bidder questions with respect to project design, specifications, materials, and methods. 2. Prepare addenda, in preferred City format, necessary to inform contractors of modifications and clarifications prior to bid date. The City's Engineering Services will distribute any addendum. 3. Participate in the bid opening via teleconference, tabulate bids according to the City Engineering Services preferred standard ['ormat, and make recommendations concerning award. 4. Construction Phase - Parking Lot and Access Road 1. Coordinate with the City inspector to authorize minor field alterations that do not affect the contractor's price and am not contrary to the interest of the City. 2. Visit (1 Site Visit) the site to confer with City's Construction Inspector and Contractor to observe the progress and quality of work, and to determine, in general, whether the work is accordance with project design. 3. Conduct a "final inspection" with City and Contractor, and make a recommendation concerning final acceptance. 4. Develop record drawings from contractor-prepared redlined marked-up set of construction documents 5. Construction Phase - Boat Ramp 1. Coordinate with the USACE inspector to authorize minor field alterations that do not affect the contractor's price and are not contrary to the interest of the USACE. 2. Review and approve construction submittals: concrete piling, sheet piling, deck panels, fenders, railing, etc. 3. Conduct a "final inspection" with USACE and Contractor, and make a recommendation concerning final acceptance. 4.
