AMENDMENT NO. 3
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and URBAN ENGINEERING hereinafter
called "Engineer", agree to the following amendments to the Contract for Engineering Services for
Southside Water Transmission Main, Phase 4 (Proiect No. 8390), 4A (Project No. 8425), 5

portions of the Phase 5 alignment as required by the U. S. Army Corps of Engineers (USACE).
It is proposed to obtain a new permit from the Texas Historical commission (THC), archival
research, a field survey, and a summary report.

All other terms and conditions of the December 17, 2002 contract between the City and Engineer, and

Dear Joe:
This letter is further to a request by the U. S. Army Corps of Engineers (USACE) that we
undertake a cultural resources survey of targeted portions ol~ the Phase 5 alignment. In 2003
we completed a cultural resources survey [or Phases 4, 4A and 5 based on the requirements of
the Texas Historical Commission (THC). The THC required that we investigate the known sites,
as shown on Figure 1. The areas recently requested by the USACE, (the east side of the Cayo
Del Oso crossing and the new alignment) were not part of the previous survey, see Figure 2.
In order to complete the cultural survey as required by USACE we requested a proposal from
TAS Inc., Archeology, see enclosure. Their proposal includes obtaining a new permit from
THC, archival research, a field survey and a summary report.

A PROPOSAL FOR CULTURAL RESOURCES EVALUATION OF THE
PROPOSED CORPUS CHRISTI SOUTHSlDE WATER TRANSMISSION
ROUTE, SEGMENT B, Phase 5
The City of Corpus Christi plans to expand its water transmission capabilities
via the Southside Water Transmission Main, constructed in I:wo stages, hereafter
referred to as Segments A and B. Segment A is 14 miles long, and cultural resource
assessment of that segment has been completed. Segment B is slightly longer at
17.6 miles. The portion of Segment B extending from Staples Street to the Yorktown
Blvd. crossing of ese Creek has been surveyed (TAP # 3179), and is currently under
construction, with archeological monitoring in targeted locations. The USACE office
in Galveston has requested a cultural resource survey of targeted partions of
Segment B (Phase 5) including the east bank of Oso Creek and the new sections of
ROW paralleling Waldron Road and Whiteley Road to the Laguna Madre. This
proposal and cost estimate apply to Segment B, Phase 5.
A literature and records search conducted by TAS, Inc. for Shiner Moseley
and Associates, Inc. found no sites within or proximal to the proposed ROW.
The nearest previously recorded site lies in the King Ranch on the shore of the
Laguna Madre 4.5 km south of the project area. Because the project involves a
public utility, and because the previous antiquities permit has expired, this survey
will require a new permit from the Texas Historical Gommission. Before the
actual field work can begin, the application for the permit must be filed with [he
Texas Historical Commission. A permit is issued expeditiously once the relevant
signatures have been obtained and the forms submitted by fax or in person. The
principal archeologist will be responsible for completing the appropriate
application forms and forwarding them to the sponsor and the City for approval.
The PI will also coordinate with the cultural resource specialists at the U.S. Army
Corps of Engineers, Galveston District.

Field work will consist of pedestrian survey of a 100-foot wide corridor (unless
otherwise restncted by buildings, roadways, etc) along the ca. 2.2-mile targeted
sections of ROW. Shovel probes may be used to augment surface inspection in
areas with potential for buried archeological material. This survey will also identify
potential conflicts with histonc structures along the route. Located sites will be
recorded according to standards endorsed by the Texas Historical Commission, and
entered into the state data base. The information will be analyzed in the context of
the known culture history of the area and evaluated by National Register of Histodc
Places and State Archeolegical Landmark critena. The goal of this evaluation will be
preservation by avoidance
The results of the field survey and the archival research will be integrated into
a repod that will be submitted to the sponsors within 10 working days of the
completion of field work. After sponsor approval the repod will be presented to the
TAC for their review. Upon receipt of their comments and criticisms, a final report will
be prepared in quantities sufficient for the needs of the sponsor and in compliance
with TAC requirements (20 copies). Archival work and permit application processing
will take one day. Field work can be completed in two days. Analysis and reporting
will require two working days.
The project will be conducted under the direct supervision of the Principal
Investigator, Jeff Turpin. TAS is fully insured for worker's compensation, general
liability and automobile liability. Resumes and certrficates of insurance are available
upon request. The fixed price for completion of all of the above listed tasks for
Segment B, Phase 5 is $3300.

DEFINITIONS
