AMENDMENT NO. 7
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and Urban En~lineerinq, hereinafter
called "Enginee¢', agree to the following amendments to the Contract for Engineering Services
for Southside Transmission Main Phases 2, 2a and 3 - Clarkwood to Staples Street
Pumpinq Plant (FM 2444) as authorized by:

The scope of work is expanded to include the following Additional Services:
Permittincl - The proposed work consists of the preparation of the Texas
Antiquities Permit and Field Survev from the Texas Historical Commission to
complete the cultural resources survey required by the U. S. Army Corps of
Engineers (USACE). The cultural resources survey is required on the east and
west banks of Oso Creek at the drill pad locations along the alignment of Segment
"C" of 16-Inch Water Line Loop Connections Project. See Exhibit "A".
Exhibit "A", Section 3. FEES, Part C. Summary of Fees is amended to read:

All other terms and conditions of the April 24, 2001 Contract and Amendment thereof between
the City and Engineer, which are not specifically addressed herein shall remain in full force and
effect.

Dear Joe:
This letter is further to a request by the U. S. Army Corps of Engineers (USACE) that we undertake a
cultural resources survey. The survey is required on the east and west banks of Oso Creek al the ddll
pad locations along the alignment of Segment 'C' of the 16" Water#ne Loop Connections project, City
Project No. 8497.
In order to complete the cultural resources survey as required by USACE we have requested a proposal
from TAS Inc., see Attachment 1. Their proposal involves obtaining a new permit from Texas Historical
Commission, archival research, field survey and a summary report. We also require an antiquities permit
from the THC lo do the field work, see Attachment 2. The attached maps (Attachment 3) are for your
information only.

PROPOSAL FOR CULTURAL RESOURCE EVALUATION,

The City of Corpus Christi plans to install ca. 450 feet of HDPE water line via
directional bore of Oso Creek immediately south of Weber Road in Nueces County,
Texas. The USACE office in Corpus Christi has requested a cultural resource survey
of the west and east banks of Oso Creek, as well as boundary definition and
assessment of 41NU93, a previously recorded archeological site on the west side of
the creek.
A literature and records search conducted by TAS, Inc. for Urban
Engineering confirmed the presence and approximate location of 41NU93 near
the proposed drilling pad site. No other previously recorded archeological sites
are listed in the archives. Because the project involves a public utility, this survey
will require an antiquities permit from the Texas Historical Commission. Before
field work can begin, the application for the permit must be filed with the Texas
Historical Commission. A permit is issued expeditiously once the relevant
signatures have been obtained and the forms submitted by fax or in person. The
principal archeologist will be responsible for completing the appropriate
application forms and forwarding them to the sponsor and the City for approval.
The PI will also coordinate with cultural resource specialists at the U.S. Army
Corps of Engineers, Galveston District.
Field work will consist of pedestrian survey of a 100-foot x 1500-foot area
back to the high banks either side of Oso Creek (totaling 3000+ feet), as well as re-
assessment of the location and condition of 41NU93. Shovel probes will be used to
augment surface inspection in areas with potential for buried archeological material.

Located sites will be recorded according to standards endorsed by the Texas
Historical Commission, and entered into the state data base. The information will be
analyzed in the context of the known culture history of the area and evaluated by
National Register of Historic Places and State Archeological Landmark critena. The
results of the field survey and the archival research will be integrated into a report
that will be submitted to the sponsors within 10 working days of the completion of
field work. After sponsor approval the report will be presented to the THC for their
review. Upon receipt of their comments and criticisms, a final report will be prepared
in quantities sufficient for the needs of the sponsor and in compliance with THC
requirements (20 copies). Archival work and permit application processing will take
one day. Field work can be completed in two days. Analysis and reporting will
require two days.
The project will be conducted under the direct supervision of the Principal
Investigator, Jeff Turpin. TAS is fully insured for worker's compensation, general
liability and automobile liability. Resumes and certificates of insurance are available
upon request.
