SCOPE OF PROJECT Airport Improvement ,",~Jscta - Pha~e 2
Cona~ct Runway 17/38 8houldem and Bleat Pad~
This project includes paving Runway 17/35 blast pads. The CClA curTen'dy does not have
paved blast pads for Runway 17/35 to meet FAA design standards for Group IV aircraft. A
pedodic certification inspection conducted in Marc;~ 2001 resulted In a recommendation of
paved blast pads and shouldem be included in the airport capital improvemer~ program.
Preliminary Construction Estimate: $2,175,188.
Imprmm Airport Drainage Phue 4
Airrmid Drainage Phase 4 will continue improvement~ following the Airport Drainage Study.
Designed to meet a 25-year storm event, work will inctude Increasing ~orm water channel
and c~lvert capacities. New headwalls will be installed and re-grading will be perEmT~d es
necessary. A new drainage channel at the existing airport property will be developed.
Preliminary Construction Estimate: $2,857,950.
Rurmmy 17/36 Lighting and Cable Impmvemen~
Project work will cormlat of an replacing Runway 17/35's conduit, edge fights, threshold
I~ht. and signage at ttm Airport, including fixtures, t~ar~;om~em and connector kits. It will
also include the replacement of fixtures, cable and connector ~ on aigr~ and taxiway
I~hts from the runway to the hold short lines of all ii~temecflng tax~. The light
manufacturer has phased out the production of that type of fixture, leaving only stocked
parts to support custornem across the country. This runway was Initially constructed In
1958 and extended in 1967 from 4,501' to 6,080'. It has been rehabilitated In 1967, 1987,
and 1998. Preliminary Construction Estimate: $749,770.
Apron Pavement Repair
Apron Pavement Repair project work consists of ~ repair of approx]m.~y 2,450 SY of
concre[e pavement and flexible base including saw cutting and clemollflon. Preimlnary
Construction Estimate: $279,148.

The A/E hereby agrees, at its ow~ expense, to perform daalgn services neceasmy to
review and prepare p~ns, specmcaflons, and bid and cord]act documents. In addlUon, NE
will provide monthly status updates (project prograaa or delays, gantt charts presented ~
monthly involcaa) and provide co,,b act administration servlcaa, aa daacrlbed rm Exhibit A,
to complete the Project. Work will not begin on Additional Servlcaa until requested by the
A/E (provide breakdown of costs, schedules), ami w,~t',,n authodzaUon is provided by the
Director of Engineering Services.
A/E services will be 'Services for Construc'don Projects"- (Basic Services for Cormtructlon
Projects") which am shovm and are in accordance with 'Professional Engineering Sewicas-
A Guide to the Selection and Nagofiaflon Process, 1993' a Joint publlceUon of the
Consulting Engineer's Council of Texaa and Texas Society of Professional Englneem. Fro'
purposes of this contract, certain services listed in this publication aa Additional Services
will be considered as Basic Services. The summary of these tasks and services is aa
follows:
.3 ORDER OF SERVICES
'rhe NE agrees to begin work on those authorized Basic Servicm for this co,,I,=ct upon
receipt of the Notice to Proceed from the Director of Engineering Servk:as. Work will not
begin on ,,ny phase or any AddEIonal Servlcas until requested in writing by the AJE and
written au~odzation is provided by the Director of Engineering Servk:es. The anflcipatad
schedule of the preliminary phase, design phase, bid phase, and construction phase is
shovm on Exhibit A. This schedule is not to be inclusive of all addlUonal flrne that may be
required for review by the City staff and may be amended by or with the co~tcurrence of the
Director of Engineering Services.
The Director of Engineering Services may direct the NE to undert~ addlUonal services or
taaka prove:lad that no Increase In fee Is required. Services or tasks requiring an Increase
of fee will be mutually agreed and evidenced in wrlUng aa an amendment to this c~-,;,,,~t.
A/E shall notify the City of Corpus Christi within three (3) day~ of notice if tasks requested
requires an additional fee.
4 MANDATORY REQUIREMENTS
A~E agrees to the mandatory conmact and ImJrance requlrem~qt~ as set forth In Exhibit
B
5 FEE
The City will pay the NE a fee, aa described in Exhibit A, for providing services
authorized. Monthly invoices will be submitted in accordance with F..xhlbtt D.

6 TERMINATION OF CONTRACT
The City may, at any time, with or without cause, terminate this co.huct upon seve~ day~
w,~[~=n notice to the A/E at the address of record. In this event, ~ NE will be
compensated for its services on all stagee author[zed baaed upon NE and City's eeflmate
of the proportion of the total services actually comple~d at the time of term~edon.
" ASSIGNABILITY
The NE will not assign, transfer or delegate any of Its obligations or duties In this co,,~,act
to any other person without the pdor written consent of the City, excel~ for rou'dne duties
delegated to pemonnel of the A/E staff. If the NE IS a parlnershlp, then In the event of the
termination of the parlnership, this contract will Inure to rite individual benefit of such
partner or partners as the City may designate. No part oftbe NE fee may be assigned In
advance of receipt by the A/E without w,T't,=n consent of the City.
The City will not pay the fees of expert o~ technical a~lmnco and co~lt~ unlese ~uch
employment, including the ~-a'm of c~n~n, has been approved in writing by t~ City.
8 OWNERSHIP OF DOCUMENTS
All documents including contract docume,-,[,, (piana and specificafl~), record drawings,
conba~T~r'a field data, and submittal data wilt be the sole property of the City, may not be
used again by the NE without the express written consent of the Director of Engineering
Services. However, the NE may use standard de[ails that am not specific to this project.
The City agrees that any modification of the plans will be evidenced o~ the piana, and be
signed and sealed by a p,u;',=ssional engineer prior to re-use of rnod~d plans.
g. DISCLOSURE OF INTEREST
AlE further agrees, In compliance with City of Corpus Christi Ordinance No. 17112, to
complete, as part of this contract, the Disclosure of Interests form a-u=cbed hemt,o aa

10. FEDERAL COMPLIANCE
The Consultant will to the best of its ability maintain compliance with al~liceble
procurement s[andarda in 49 CFR 18.38. The Consultant will provide the City, the FAA, the
ComlYmOller General of the United States, or any of their duly authorized reflreee,T,,,Eivae
access to any books, documer~, papers, and records directly pertinent to any apedflc
grants funding ~ project for the purpose of making audits, examinations, excerpt, ar~l
transcriptions. The Consultant will maintain all required records for three (3) years after
final payment and all pending melters are closed. The Consultant will comply ~ the
requirements contained in 49 CFR, Section 23, Participation by Minority Business
Enterprises in Depe,b,,e~t of Transportation, and AC 150/5100-15, Civil Rights
Requlreme,,L~ for the Airport Improvement Program, current edition, title V1 (Exh~31t 'D')
and the Disadvantaged Business En~erpriae Aa~urancea (Exhibit 'E'). The Cormultant will
submit a letter to the City Engineer certifying compliance to the best of I'~ knowledge w~
federal requlrernente, and fl~at the Consultant is not currently dehan'ed or suspended Eom
paffJdpation in any program in any program by any federal agency. These requirements

restoration of prpperty and Incoq3o~-a[e these plans Into tim construction

The City staff will:

4. Construc~on Plase. TheA/Ewill perfoem contract admlnlabaL;o~to Indudethe
following:
a. parlJcipate in pre~onstmctJon meeting;
b. review for conformartce to cor,'uact docume. L=, shop and working drawing,
maLerlals and uU~er submittals;
c. review field and laboratory
d. provide Inb~pre'm~rm and clarifications of ttm co.~m:t documents for
contractor and authorize minor c~anges, which do not a;,=ct the
price and are not cc.,bury to the general interest of ltte City under the
contract;
e. make regular visits to the site of tim Project to confer with ttm City project
inspector and co~b,=C'u~r to obsenm the general progress and quality of work,
and to determine, in general, if tile work is being done In a~ wiltt the
observation or continuous monitoring of the progress of construction;
f. prepare change orders (coordinate with the City's construction division);
provide interpretations and ctarfficat~ns of the plans and specifications for
the contractor and autt~ortze minor c~anges whlc~ do not affect the
corrlzactor's price and are not contrary to the general Intemet of the City
under the contract;
g. make final inspection w~ City staff and provide the City with a Certificate of
Completion for the project,
h. as applicable, ~ and assure compliance with plans and specifications,
the preparation of operating and maii~enance manuale (by the ConlTacax)
for all equipment installed on this Project. These manuals wt! be In a
"multimedia format" suable for viewing with Micro~)t~ Intemet Explorer,
version 3.0. As a minimum
the In~uductlon, Table of Contents, and Index will be In HTML (HyperText
Markup Language) format, with HyperText links to ~ other parts of rite
manual. The remainder of the manual can be scanned Images or a mixture
of scanned Images and text. use the common formats for ~ irnagse -
GIF, TIFF, JPEG. etc.. Confirm before delivery of the manuais that all
scanned image formats are compatible with the Image-viewing ~oftwam
available on the City's computer - Imaging for Wing5 (Wang) and Mlcro~
Imaging Composer. Deliver the manuais on a CD-ROM, noton flpppy dbks;
and,
i. review consl]'uclJon 'red-line' drawt~, prepare record drawing~ of the
Project as constructed (from the 'red-line' drawings, Inepectlon, and the
contractor provided plans) and deliver to the Engirtearlng Sef~=as a
reproduc~le set and electronic file (AutoCAD r. 14 or later) of rite record
drawings. AIl drawings will be CADD draw~ ualng dwg format In AutoCAD,
and graphics data will be In dxf format with each layer being provk~ In a
separate file. Attribute cia:,- will be provided In ASCII format in ~huiar form.
Ail electronic data will be compatible with the City GIS w~tern.
The City staff will:
a. prepare applications/estimates for payments to contractor;, and
b. conduct the final acceptance inspactJon with the Engineer.
B. Additional ~ervlca~ (ALLOWANCE)
This section defines the scope (and ALLOWANCE) for compenseflo~ for add~
services that may be included aa part of this con~act. The fee for ~ch services will be
negotJated when required. The A/E will, with ~.d"~ authorization by the Director of
Engineering Services, do the following:
1. Permitting. Fumlah the City all engineering data and documen;,-[ion necessary
for all required parmlts. The A/E will prepare this documentation for ail required
signatures. The A/E will prepare and submit all perrn~ se al~llcable to the
appropriate local, state, and federal authori'das, Including, but not Ilmltod to:
