Included am ~ of work ou'dlnes and budget to continue the ongoing salinity mo~itortng efforts In the Nueces Estuary. PROPOSED SCOPE OF WORK FOR NUECES BAY, RIVER, AND DELTA SALINITY AND FRESHWATER INFLOW MONITORING.' 2003-2008 SUMMARY Five salinity monitoring stations and o~e ticlal/mateorologlcal rno~lto~g station In the Nusces River, Bay, and Delta will be covered under this agreement. Sta'do~ sarvtce ~ncludes exchange of Hydrolab Instruments with a freshly callbratecl unit every 2 weeks. Ail stations will report salinity and water temperature, with some un~ also retx~J~ dissoh~d oxygen, pH, and water depth. AJI dale will be available in graphical and tabular format o~ the DNR website (http:l/ll~hE;~use.tamucc.ed~/data) within one hour of the time data vmm collected. Prlnf~hle e~K~tronlc monthly progress reports are also avaiable o~ the DNR website (http :l/lighthouse.tam ucc.ed u/projects/nueces). RESEARCH OBJECTIVES The Divtsio~ of Nearshore Research at Texas A&M Unlvemlty - Corpus Christi has been operating and maintaining salinity monitoring equipment In the Nueces Estuary for the Ciby of Coq:~Js Christi since November 1991, trying to help undemtla'td the elT~cts of freshwater Inflow~ on salinity into the Nuecee system. This ~1 Is for a co~nuation of the mJrrent monitoring effort in support of sanity condltlor~ In Nueces Bay, river, and del'ea. Theee dale collecl~cl will be used to help ~ City of Corpus Christi wat~ supply menagem determine quantitlee of fresh water reClulrecl by lfle amerKled Agreed Order between the City and the State of Texas. Other bertefl~ of the data collection inctude collaboration with othe~ researchers in the cle~, namely, The Center for Coastal Studies at TAMUCC (CCS) and the University of Texas Marine Science Institute at Po~t Amnsas (UTMSI). IExh~A I:~ lo~4 I Nueces Bay Salinity Monitoring - Freshwater Inflow This is an ongoing pro~ originating in the fall of 1991. Nuecea Bay salinity monitoring by DNR consist~ of 2 monitoring pletforrns In the bay, one near Whites Point (SALT03) and the other mid bay, near the CPL power lines (SALT01), one ~atlon In the Nuecea River (SALT05), and another In the delta (SALT04). Parame~r measured at Matlorm Salt01 and salt03 inciude salinity, conductivity, dlsaolved oxygen, water temperature, and pH. Stations Salt04 and Salt05 pararne~rs will Include salinity, water temperature, and water depth only. The stations am placed In such a manner to i~ack fresh water ~nflows Into Nuecea Bay using salinity levels and the Indicator. Relief for required freshwater releases may be taken by the City if the salinity levels in Nuecea Bay fall below the Upper Salinity Bounds. A daily running report (http:l/llghthouae.tamucc.edu/salrel) produced by DNR shows the current fm~wmtar relief status. Nueces Delta Diversion Project - Freshwater Inflow The City he~ designed and is building a diversion channel from the Nuecea River Into the della. Most of this dlvartad river water is designed to flow Into the RJncon Bayou. UTMSI and CCS am preeen'dy conducting Iong-tarm biological ~0Jdlea of the effec~ of this diversion. DNR and the City e~tabtlNmd a salinity monitoring s;..[ion (8AJ.T08) near the mouth of the Rlncon In support of theae efforla. Pa~ measured at ~ta'don Salt08 will consist of salinity, water tempe,'ature, and w~[m- depth only. Nuece~ Bay Tidal and Meteorological S~on The Texas Coaa~l Oceanic Otmerva'don Network (TCOON) operates a fidal/meteoroiogical station (011) In the upper part of Nuecea Bay at Whites Point. Support from the City i~ critical to the continued ope,,Eon and malntanance of thi~ station. Prec~e water level mea~ureme~-~;~ from this ~ am used ea a mfemnco for work by the othera in the various projec~ In the bay, river, and della. STATION SERVICE and MAINTENANCE Ail salinity and dls~:l oxygen stations corm~ of a Hydrolab warm' quality ~o~de, ;, radio, modem, and 12 volt aotar power ~m. FreahJy callb,..E~l I-I~rolab unll~ am exchanged with un~ on ~ every other week. The unll~ am taken back to DNR for po~t cal~ratlon and preparation for futura sarvice. A maintenance ~ent wtth I-lyglmtechZS of Austin, Texas for ~ continued reliability of the Hydroleb un~ has been in effm~ since 2001. Covered under this agreement are all components of the I-lydmlab. ensuring that the instrt~nenta deployed am aa good aa, or berlin-, than facl~'y standards. DATA COl I I=CTION A COml~Jtar program written by ~atf at DNR polis each station every I'mJf hour. Five 1~2~4 I measurements are reque=~a~:l from each insb'ument, these 5 am then averaged. The hourly averages am lflen placed I~o the database and reported on the DNR web Nte. Daily salinity reports am produced showing Itte runn~rtg ten and seven day average~ aa well aa the dally average (http://iighthouae.tamucc.edu/salrpt). Monthly salinity In relation to the Upper and Lower Salinity bound~ is found at http:l/ligl'~ouse.tamucc.edu/salml, which is used to dete,,,,ine if rite City may take credit from freshwater rem ;',urn the ~rage facilities. INSTRUMENT CALIBRATION AJI callbfuUon ~[andarda used are NIST traceable, and pumbased from HydrotechZS. Calibration and po~t-calibfation method, u~ed am thoae e~abllahed by the manufacturer of Hydrolab. All calibration and ix=t-calibration recon:~ ~re available o~ the DNR webslte, http://iighthouse.tamucc, edu/callb. An Instrument maintenance agreement with HydrotechZS ~ used with each Hydrolab. Each unit I~ sent off annually for inspection and refurbishment. Ail compommts of Ihe instrument am covered under COLLABORITIVE MONITORING This proposed continuation of the salinity monitoring program ia designed t~ provide d~Lu to support those raaearch efforts currently being done by CCS, UTMSi, and the City. Should the need or occasion arise where additional monitoring efforl~ be requlmcl, DNR will be In a position to support those efforts. SCHEDULE OF WORK AND FEE FOR SERVICE The division of Nearahore Research at Texas A&M Univemity - Corpus Christi hereby agrees for the duration of 5 yearn (1 ~ber, 2003 through 31 Auguat, 2008) to perform all services necessary to provide water quality monlkxlng, as desc,~ In ~ls proposal The budget ~ 1 Se~--~'nber, 2005 through 31 August, 2006 ~ $112,550 arid is enctosed with this proposal.
