announcements for broadcasting and training video for training; and

City Council meetings, programs, training videos, public service announcements,
and similar video presentations, and
l~r~'~.~, Richard DeLeon, Jr. (Operator), is a skl]led videot/~.p~ operaWr
and in a']lling to provide video sendce8 to the City;
NOW, ~RE, in consideration of the muvml promises herein, the
part/es agree as follow.~:
Term. The tes's~ of this Agreement is for twelve (12) months be~'nning
October 1, 2005
2. Rat~. Operawr will charge City the rate~ set out in Exhibit A, attached and
m(~)rporated, for providing the video ~ervice~ set out in Exhibit A. Opemt?
shall invoice the City monthly, ~etting out in detail all ~'vice~ performed,
uh~, rate for those serafices, ~he time spent renderir~ the ~u-vices, and the
dcpartmem for whom the services were rendered. The City will pay within
,h:rty {30) davs of receipt o£ invoice and any required doc~m~ntation.

ar.:h lhe City Manager's or deaignee's (City Manager), and Operator's
approval. The total contract limit will not exceed $25,000.
[~.c~lAr Council Meetil~. Operator will be at City I-IAI1 on each
C~tx- Council is scheduled to meet in sufficient time to verify that ail atldio
and video equipmenl is operable. If any equipment is malfunctioning,
Opemator .shall inform the Cits.- SecretAry or his designee (City Secretary), of

responsible for maintenance of all of City's audio and video equipment in
r_hc City Council Chamber. if any costs are incurn~ by Operator, City will
reimbume Operator within thirty (30} days of receipt of invoice and back up
documentation of an expenditur~ incurred by Operator to remedy any
malfunction, or provide rourine rnAintenance.
Once Operator has verified that All audio and video equipment is
operable, Operltlor may leave City Hall and return by 9:00 a.m. tla~at
C~¥.
Re&n~lAr Ci .fy Council meetings be~i~'n at 10:00 a.m on Tue~lalrs. City
Council frequently does not ,schedule a Reg~lAr City C.x:nlncil meeting on the
first Tuesda.¥ of each month. City SecretAry. will provide Operator at least
twenty-four (24} hou~ nonce of change in the council meeting start tlm~. or
aancell~tion of reaular Cits.' Council meetings.
Operator ~'ill provide audio and video services during each reg,~lur
C:'.v Council meetings. Operator shall not leave until the City Council
mt~eting is adjourned and all equipment has been turned off.

meetings. The Cit).' Secretary. will provide Op6erator at l~ast twenty-four
(24) hours notice of an.;' special Cit).' Council meeting.
If Operator has a conflict and cannot provide audio-~ serviees, h~
shall info~,~ the Cit). Secretary. as soon as possible that the Operator is not
aYailable.
If Operator is available, he shall be at City Hall in maffcient time to
verify that all audio and video equipment is operable and to correct any
malfunctions. A special City Council meeting does not include meetings
conducted mediateD,.- before, at'mr or during the regularly sched~ City
C~mncil meeting.
Rulletin lqrmrd. The Director of Public InfoLmation or designee ~
may contact Operator about production and videotaping services for the
Cily's Bullet_in Board. The Director and Operator will arrsng~ a muta~,,lly
agreeable time frame for producing and taping the bulletin boa_rd, or the
D~rector may use other setwice providers.
D,blic Sc-twice ADno,,ncement~. The Director may contact Operator about
taping public service announcements (PSA). Operator must provide taping
service ~-ithin a week of the request, or the Director may use other service
pr~viders

"__B" Footam'. The Director may contact Operator about roping footage of
field operations, City location shots, etc. Director and Operator will
arrange a mutualhy a~eeable ~ime frame for taping of *B' footage, or the
D~rector may u~e other service providers.
Trainlrut Videos The Director may contact Operator about taping and/or
editing videotapes which may be used for ll'ainlrlg or info, ,,,irlg City
staff. Director and Operator will arrange a mut1~ali7 agreeable time for
taping and training videos, or the Director may use other service providers.
Ownership. The City will own all tapes which Operator may tape and/or
edit. Operator has no owuership inter,at in and malt not make co?es
of any video tapes he tapes and/or edits for the City.
Troubleshoot. The Director may conta~-t Operator al~out troubleshooting
for user departments. Director and ~tor will arrange a mut~,ally
agreeable time frame for providing the troubleshooting services, or the
Director may use other service providers.
lllmlr88. If Operator is ill and unable to provide the audio-video services for
a regularly scheduled City Council meeting, he will notify the City 8ecretm'y
or his designee no later than 8:30 a.m. on that Tuesday.
Termin_~tirm. Either party may terminate this Agr-,~-me,,t upon tl~irty (30)
da_va written notice to the other party. If Operator fa~qa to notify the
City Secretary that he is unable to provide his services by 8:30 a_m. on any
regn~lar .ly City Cotmcil meeting day, or fails to provide his services until ~
Ci.ty Council adjournment, the City Manager may t~ ,,,inAte upon two (2)
