(Name and Rank) 2 Exhibit A to Memorandum of Understanding For Fireworks Displays At Whataburger Field Corpus Christi, TX Safetv Plan ., Port Industries of Corpus Christi (PICC) 800MHz Security Radio System (which radio system is hereafter referred to as "Control Center") will be used by all parties including: Port of Corpus Christi Authority (Harbormaster and Port Police) Corpus Christi Hooks Baseball Club (CCHBC) Valero Marketing and Supply Corporation Koch Pipeline 139Sth Transportation Terminal Brigade (Army) United States Coast Guard Corpus Christi Fire Department Parties without a radio may sign out a radio from the William D. Dodge Security Command Center at 1002 East Port Avenue after 3:00 p.m., the day of the scheduled firework shoot Radios must be returned immediately following the firework display. All partIes will use Port PD Channell (Port PD 1) for all communications. ('C HBC will notif) all partIes via Control Center 15 minutes prior to the estimated time of the last out 01 the baseball game being played at Whataburger Field; 93776 4814 -, .) HMO will notify all vessel traffic of the estimated time of the start of the fireworks dlsplay. 4 'I he start of the fireworks display will be delayed until all moving vessel traffic has cleared the area that may be affected; HMO will notify all parties when area is clear of \csse] traffic, the 1 ,So Coast Guard or the Port of Corpus Christi will authorize the fireworks display to start after all parties confirm it is safe; " The Corpus ChrIsti Fire department (CCFD) shall provide a fire truck and crew to be statlOned 10 the vicmity of the fireworks launch site at each time there is a post-game fireworks displa\. h No cargo operatIOns will be conducted at Oil Dock No, 1 or Oil Dock No.2 during the fireworks display, Operators at Oil Dock No. I and Oil Dock No.2 will be notified via (ontrol Center ] 5 minutes prior to the estimated time of the last out in the baseball game being played at Whataburger FJeld. No tankships or tank barges, whether loaded or empty, shall be pennitted at Oil Docks 1 and 2 during the fireworks display unless they are totally gas-free. This prohibition applies only to vessels certificated to carry dangerous cargoes. Oil Dock users shall arrange their vessel movement schedules so as not to have vessels located at those docks during the fireworks. Operators at Oil Dock No I and Oil Dock No. 2 will notify all parties via Control Center that their docks are clear of prohibited vessels. The following Notice to All Port Users will be in effect during firework display days: Notice to All Port Users This is to notify all port users of vessel traffic restrictions established by the Port of Corpus Christi in order to provide a safety buffer during waterside firework displays on certain nights on the dates listed in this MOt;. This buffer area begins at beacons 85 and 86 in the Corpus Christi Ship Channel and extends west under the Harbor Bridge to the west end of the Corpus Christi ruming Basin at Oil Dock 12. The USCG has ultimate authority over the conduct of the fireworks display and may at any time alter. delay or cancel the fireworks for safety reasons. CCHBC shall provide copies of the approved fireworks plan to all signatories oftlllsMOU: I 1\ dress rehearsal shall be conducted with all parties participating, at least five (5) days prior to the first scheduled fireworks display; and 18. All participating parties will meet within twenty-four (24) hours of the dress rehearsal to discuss any and all problems arising arose during the rehearsal, and decide the action to be taken to correct the problems discussed. SPECIAL NOTE: Members of the 139Sth Transportation Terminal Brigade have reviewed the provisions of the Firework Display MOU and are satisfied that the provisions of the Safety Plan are adequate to safeguard military equipment at the Port of Corpus Christi to the extent that it may choose to curtail. delay and or. suspend ship cargo operations prior to and during all lirework displays. In addition, the 1395th is also satisfied that a City of Corpus.
