Request for Fee for Additional Services
Dear Mr. Rocha:
Our office is requesting that fees for additional services be provided by the City for the
change of professional engineering services that transpired during the preparation of
construction plans for the aforementioned project. See Attachment "AU for fee
breakdown,
BACKGROUND INFORMATION
Original Design. As you can recall, our original fee was based on a project description
that was initially defmed by another consultant perfonning preliminary assessments on
area specific drainage issues for the City, The consultant's preliminary assessment for
Westview recommended the installation of approximately 550 LF of 36-inch diameter
RCP stonn sewer pipe that would run along a dedicated drainage easement located
behind residential properties fronting Larkwood and Sage. Said proposed storm sewer
line would have started (upstream end) at the Westview Drive cul-de-sac and concluded
at an existing post inlet (downstream end) located behind a property at Larkwood. From
the existing post inlet, drainage from the Westview area would travel a relatively short
distance underground within an existIng stonn sewer line that connects to the City's
drainage system located along Sage. (See Attachment "B", Small AlE Agreement)
Revised Design. It WdS determined during the preliminary phase that the existing storm
sewer system along Sage was inadequate in conveying the volume of drainage that would
result from the project. Hence, at the request from the City, an alternate plan was
prepared that bypassed the City's existing drainage system along Sage. The revised
design extended the proposed storm sewer line beyond the original terminating point at
the existing post inlet, continued the proposed underground stonn sewer line along a
dedicated drainage easement located along the back of properties fronting Sage and
Larkwood, and required that the new storm sewer line cross Rockwood and terminate at
an eXIsting post inlet located at another drainage easement located behind a Rockwood

property. The revised stonn sewer design increased to 1,790 LF of 48-inch ofHDPE pipe
and 224 LF ofRCP storm sewer of various sizes (30 to 48 inch). (See Attachment "C",
Notice to Bidders - Westview Drive Ditch Improvements).
Please be advised thDt the additional services in connection to the rellised design have
been performed and the construction plulse services are almost completed. Thefees
for said services are the subject of this letter of request.
ADDITIONAL FEES
The additional fees being requested is broken down in Attachment "A" for the various
project phases, which totals to $19,360 for basic services and $2,700 for additional field
surveying. The original fee for basic services and field survey was $18,570 and 54,080,
respectively. Please note that a total credit of $2,310 will be assessed to the project for
services that were not rendered for the project under optional services.
The amount for basic services for the entire project represents approximately 6.77
percent of the total construction cost of $560,230 that was offered by the lowest bidder,
i.e Big State Excavation, Inc. (See Attachment "0", Payment Bond)
CLOSING REMARKS
The scope of our services has changed substantially. Said extra services included the
additional investigation involving a larger drainage area than originally defined;
increased field surveying and utility research for a longer project limit; the design of over
260 percent more storm sewer installation; increased effort in quantity and project cost
estimation; additional drainage structure designs; more private utility (SWB) and public
agency coordination (TxDOT), and additional project administration.

Architect/Engineer Consultant Services
This AGREEMENT IS etween the City of Corpus Christi, Texas, a Texas home-rule municipal
corporation, "CITY", acting through Its duly authorized City Manager or designee ("City Engineer"), and
MARTINEZ. GUY & MAYBIK. INC., a Texas corporation, acting through its duly authorized representative
who is Ricardo Martinez P.E. E INEER). which agree as follows:
1 DECLARATIONS. "CITY" esir s to engage "CONSULTANT' to provide services in
connection with City's project, described as follow: Minor Storm Draina
Diteh Improvements "Project"
2. SCOPE OF WORK. 'CONSUL TANT' shall provide services for the PROJECT in accordance
with the accompanying Letter, Scope of Services, and Fee attached as "Exhibit A".
3 FEE. The 'CITY" agrees to pay the "CONSULTANT' for services provided in accordance with
Exhibit "A", Scope of Services, and Fee under this AGREEMENT, a total fee not to exceed $24.960.00 (in
figures), (Twenty Four Thousand Nine Hundred Sixty Dollars and Zero Cents) (in words).
d INVOICE. 'CONSUL T ANT" shall submit invoices for the PROJECT in accordance with the
accompanying Sample attached as "Exhibit C". For services provided in the Preliminary Phase, Design
Phase, and Bid Phase, "CONSULTANT" will submit monthly invoice statements for services rendered. For
services provided In the Construction Phase, the invoice statement will be based upon the percent of
completion of the construction contract "CITY" will make prompt monthly payments in response to
"CONSULTANT" monthly estimates

Please accept this letter as our proposal to perfonn the professional services desired in developing

$167.000.00.
Project Description and Task List:
To relieve CUfrent poor drulUlge conditions at the c:ul..de-Iac: ofWestview Drive located south of
Leepard Street, west of Mckinzie Roa~ and east of Starlite lane, an existing l()..ft wide trapezoidal
coacrete flume will be removed and replaced with an underground 36" Rel that will start at the
upltreanl ad at Westview sad continue IOuth along an existing earthen channel to connect to an
esisting pon inlet located behind Larkwood Street between Lots 14 and 15. Approximately 550 LF
of36" RCP will be installed. Allo required will be a curb inlet at Westview and 2 additional post
inlets alone the drainage corridor between Westview and the eDsting post inlet located behind
L kwood Street.
A summary of talks that wiD be performed by our fino is listed as (ollows:
1) Perform a site investigation to identify specific utilities, public and private amenities,
current drainage ~oaditions, and other features at the proposed project sites that may be
affected or effect the proposed improvements.
2) Perform a detail review of reports and ntaster drainage plans that will be made available
by the City. Gather and review record drawings, utility maps, and other pertinent
information.

A bid bond III the amount of 5% of the highest amount bid must
accompany each proposal. Failure to provide the ,bid bond will
constitute a non-responsive proposal which will not 'be considered.
Failure to provide required performance and' payment bonds for
contracts over $25,000.00 will result in forfeiture of the 5% bid
bond to the City as liquidated damages. Bidder's plan deposit is
subject to mandatory forfeiture to the City if bidding documents are
not returned to ~he City within two weeks of receipt of bids.
Plans, proposal torms, specifications and contract documents may be
procured from the City Engineer upon a deposit of Fifty and nollOO
Dollars ($50.00) as a guarantee of their return ~n good cond1t1on
within two weeks of bid date. Documents can be obtained by mail upon
receipt of an additional ($10.00l which is a non-refundable
postage/handling charge.
The bldder is hereby notified that the owner has ascertained the wage
rates which prevail in the locality in which this work is to be done
and that such wage scale is set out in the contract documents
obtainable at the office of the City Engineer and 'the Contractor
shall pay not less than the wage rates so shown for each craft or
type of "laborer," "workman," or "mechanic" employed on this project.
