The City of Corpus Christl, Texas, hereinafter called "CITY' and URS CORPORATION, hereinafter called
CONSULTANT", agree to the following amendments to the Contract For Engineering Services for Packerv

In the onginal contract, Section 2 SCOPE OF WORK shall be modified by the addition of the following
scope as shown in the attached "Amendment No.4, ExhibitA" Additional design/coordination, bid and
construction support services for the boat ramp access road and parking lot as well as
development of a lighting plan for these areas. This will also include coordination with Robert
Gignac on the increased/revised scope for landscape design and construction.
, In the onginal contract, Section 3. FEE shall be modified by the addition of the following statements:
"The fee is subject to the availability of funds. The Consultant may be directed to suspend work
pending receipt and appropriation of funds."
"A Cash Flow Invoice Schedule is required and is included in this Amendment as Exhibit "A-1."
The Cash Flow Invoice Schedule is to specify by month-for the duration of the contract-an
estimate of invoices to be submitted by the Consultant to the City."
All other terms and conditions of the Contract and Amendments between the City and Consultant shall remain
n full force and effect

Please accept this letter as all amendment tll our proposal to perform the professional services requested
m completing the Design as well as provide bid and construction support of a Zahn Road tie-in, access
road, and parking lot for the Packet) Channel Boat Ramp. The initial proposal for the work, which is
\mendment No 3 for an amount of $16.27669. included the following items and associated fees:

2 Bid Phase Parking Lot and Access Road. No Fee provided (to be determined).
Construction Phase Parking Lot and Access Road. No Fee provided (to be determined).
(NOTE A portion of Amendment No ~. $3,507.59. was for construction coordination with the C.O.E.
for the Boat Ramp)
The pavement section illltialiy recommended by the City l1f Corpus Christi (City) was a cement stabilized
base with a double chip seal overlay Also-originally. 6 sheets were anticipated in Amendment 3, and
now the final plan set IS at 1 ~ sheets and also needs landscape sheets.
Project Description and Task List:
rhe City plans to construct an access road and parking lot to serve the Packery Channel Boat Ramp
which was constructed by the USACE with partial funding ($500.000) through a grant from Texas Parks
and Wildlife State Boat Ramp Program
This amendment is for additional deSign/coordination. bid and construction support services for the Boat
Ramp Access Road and Parkmg Lot along \\ith the development of a Lighting Plan for these areas. This
will also include coordination with Roberr Gignac on the increased/revised scope for landscape design
and construction

Scope of Services:
L Revised Design of Access Road and Parking Lot - URS completed the access road and parking lot
design, which included a ] 00% Design Submittal and Reviews along with a Post 100% Design
Submittal, [he following revisions will be performed for the completion of the project:
A After the first 100% design package submittal of July 2005, the City instructed URS to
use similar pavements to the Packery Channel South Parking Lot designed by Maverick
Engineering Inc The C it: 's South Parking Lot design used a base pavement, with three
alternatives 10 that base pavement. rhe pavement and alternative concept used in the
South Parking Lot \vere Significantly different than the original 100% design submittal
and required additional modifications tu the drawings and specifications. The City
requested that the entrancc III the access road be modified from the flexible pavement
design te st<lmped. patterned concrete to meet the Island Overlay Development Services
reqUirement, URS \\dll11corporate these modifications into the final design and include
the apprnpnate detailing for the contract documents, Also, additional landscaping has
been requested. and l 'RS \\ ill coordinate plans with landscape architect.
B rhe C it) a"'o requested that the potential internal development (future lease areas, bait
stand 'venda! area) of the adjacent area be considered and represented on the plan sheets.
rhese items Included the realignment of an internal road that will connect the boat ramp
parkmg lot 10 additional parking areas as well as the designation of future developable

prepare the layout based on standard equipment that AEP (local utility) will provide. For
construction, the drawiI1gs and specltications will include only the electrical conduit and
appurtenances to :support the equipment
3. Grant Application Support
! RS will support :he City s stall III development of the Texas Parks and Wildlife grant
application for the access road and parking lot associated with the boat ramp.
4. Bid Phase - Parking Lot and Access Road
Attend the pre-bid conference chaired b) City and assist City in defining, clarifying, and
responding to bidder questions Ivith respect to project design, specifications, materials, and
methods,
Prepare addenda, in preferred City format. necessary to inform contractors of modifications

DEFINITIONS
a
"Board Member". A member of any board, commission or committee appointed by the City Council of the City of
Corpus Christi, Texas.
"Employee" Any person employed by the City of Corpus Christi, Texas, either on a full or part time basis, but not
as an independent contractor.
"Firm". Any entity operated for economic gain, whether professional, industrial or commercial and whether
established to produce or deal with a producf or service, including but not limited to, entities operated in the form
of sole proprietorship, as self-employed person, partnership, corporation, joint stock company, joint venture,
