Why was this change necessary? (If left off the plans and specifications, explain
why)
1) Contractor did not provide the construction project office as required of the
specifications
2) Contractor has not taken the monthly project progress photographs as required of
the specifications.
3) City staff have reviewed this facility and determined that a fully enclosed
structure would provide greater protection from the elements and a more secure
facility than the open alr roofed facility presently in the contract.

How can similar changes be avolded In the future?
1 and 2) Be more aggressive in enforcing all contract provisions.
3 and 4) Closer coordination with operating department personnel as to their
desires and preferences. Closer attention to all control details.
