Jester / Turtle Cove Park Drainage Improvements . Glenoak / Flour Bluff Drive Drainage Improvements The proposed Amendment No. 3 amends the Contract to include additional work to Glenoak I FlfUr Bluff Drive Drainaae Improvements. Per the City's request, the design was revised to accommodate a greater volume of drainage than previously handled through the intersection and allow said drainage to flow west. by way of ditch, along Glenoak towards the Oso By system. The revised scope of work included the design of 830 LF of underground storm sewer along with ditch regarding and the structural design of three (3) post inlets to be constructed north of Glenoak along the east side of Flour Bluff Drive; the preparation of plans for the installation of two (2) large storm sewer Junction boxes, two (2) safety end treatment, 170 SY of flexible pavement remOVal and reconstruction, and 159 SY of slope paving at the intersection of Glenoak and Flour Bluff Drive, prepare construction plans for regarding 420 LF of ditch west of Flour Bluff Dnve along the south side of Glenoak; and coordinating with City Traffic Department and finaliZing construction plans for a right-turn lane at Glenoak into Flour Bluff Drive that was Introduced as a change order to the Contractor's original scope of work. The subject project was added as an amendment to the original Small NE agreement that was issued for the Westview Drainage Ditch Improvements. See Attachment "A" for a fee breakdown. BACKGROUND INFORMA nON Original Design. As you can recall. our original fee was based on a project description that was initially defined by another consultant performing preliminary assessments on area specific drainage issues for the City. The consultant's preliminary assessment for the GlenoakJFlour Bluff intersection recommended the lowering of five (5) cross-road culverts to relieve poor roadside drainage conditions at said intersection. (See Attachment "B", Amendment No. I to the Small NE Agreement for the Westview Drainage Ditch Improvements) Revised Design. Per the City's request, the design was revised to accommodate a greater volwne of drainage then previously handled through the intersection and allow said drainage to flow west, by way of ditch, along Glenoak towards the 050 Bay system. The revised scope of work included the design of 830 LF of underground stonn sewer along with ditch regrading and the structural design of 3 post inlets to be constructed north of Glenoak along the east side of Flour Bluff Drive; the preparation of plans for the installation of2 large stonn sewer junction boxes, 2 safety end treatment, 170 SY of flexible pavement removal and reconstruction, and 159 SY of slope paving at the intersection of Glenoak and Flour Bluff Drive~ prepare construction plans for regrading 420 LF of ditch west of Flour Bluff Drive along the south side of Glenoak; and coordinating with City Traffic Department and finalizing construction plans for a right- 6000 S. Please be advised that the additionol services in connection to the revised design have been performed and construction phllse services are ongoing. The fees for said services are the subject of this letter of request. ADDmONAL FEES The additional fees being requested is broken down in Attachment "A" for the various project phases, which totals to $23,380 for basic services and $2,200 for additional field surveying. The original fee for basic services and field survey was $8,037 and $1,500, respectively. Please note that a total credit of$588 will be assessed to the project for servIces that were not rendered for the project under optional services. The amount for basic services for the entire project represents approximately 6.47 percent of the total construction cost of $485,321 (i.e., $417,381 for the base bid amount and $67,940 for change order work involving the right-turn lane at Glenoak) that was offered by the lowest bidder, i.e., King-Isles, Inc. (See Attachment "D", Summary Page of Bid Proposal) CI__OSING REMARKS The scope of our services changed substantially. Box 9277, Corpus Christi, Nueces County, Texas 78469-9277 (City) acting through its duly authorized City Manager or Designee (Director of Engineering Services) and Martinez, GUY & Mavbik, Inc., a Texas corporation, 4444 Corona Drive, Suite 242, Corpus Christi, Nueces County, Texas 78411, (Architect/Engineer - AlE), hereby agree as authorized by the small AlE contract dated September 14, 2004 1 SCOPE OF PROJECT (Minor Storm Drainage Improvements listed as follows) Westview Drive Ditch(#2222) Princess at Cardinal (#2223) Wood River and River Canyon (#2240) # Glenoak/Flour Bluff Drive (#2184) .--------.-.--- -..---...-------.---.-, 1. Westview Drive Draina2e Imorovements (project No. 2222): The proposed work shall, an eXIsting 1 O-ft wide trapezoidal concrete flume will be removed and replaced with an underground 36" RCP that will start at the upstream end at Westview and continue south along an existing earthen . channel to connect to an eXisting post inlet located behind Larkwood Street between Lots 14 and 15. Approximately 550 LF of36" RCP will be installed. Also required will be a curb inlet at Westview and 2 additional post inlets along the drainage corridor between Westview and the existing post inlet located behind Larkwood Street I 2. Princess at Cardinal Drainaee Imorovements (Project No. 2223): The proposed work shall include removing approximately 300 If of existing 36" diameter CMP and replacing it with RCP conduit of the same diameter size. Construct a concrete headwall structure at the outfall end of the 36" RCP along with concrete riprap leading into a wooded area where drainage will surface flow towards Turkey Creek. .3. Wood River and River Canyon Area Draina2e ImDrovements (Project No. 2240): This area of improvements consists of three sub-parts: a.Catfish Drive cul-de-sac: Constmct a new curb inlet at the east side of the cul-de-sac and reconstruct curb and gutter section and dnveways around the cul-de-sac to insure adequate drainage Lo said new curb inlet and an existing curb inlet located at the west side of the cul-de-sac. Provide ! 5" Rep from proposed curb inlet to eXIsting curb inlet. Regrade and restore flexible asphalt pavement structure to improve drainage to the curb inlets. b. River Canyon, Unit II, Block 1, Lot 30: Restore existing storm drainage system leading from Catfish Drive cuJ-de-sac (through a dramage easement) to Rolling Ridge Trail. Locate and imcover 3 buried manholes/post inlets located in easement. Said structures will be raised and their underground drainage conduits reinstalled to match restored and final grade conditions. c. Wood River - 4249 Rapids Drive: Construct approximately a 150 ft long by 5' wide and 6" deep concrete outflow flume along a proposed drainage easement (between Lots 11 and 12) located south and upstream from 4249 Rapids Drive (Lot 13). Jester/Turtle Cove Park Draina2e Imnrovements (Project No. 2241): Provide approximately 1,300 LF of new RCP underground drainage system along the east side of Flour Bluff Dnve begmmng at Jester Street (upstream) and concluding at an existing grate inlet structure at Matlock Street. This system will replace existing roadside ditches located along the same side of Flour Bluff Drive and would relieve poor drainage conditions occurring at the upstream end at Jester between Flour Bluff Drive and McDonald Street. 5. GlenoakIFlou r Bluff Drive Draina2e Imnrovements Phase I (Project No. 2184): Lower five (51 cross-road culverts to relieve poor roadside drainage conditions at the intersection of Glenoak andFmH BIUff______~/'- ~ 2 SCOPE OF SERVICES The AlE hereby agrees, at its own expense, to perform design services necessary to review and prepare plans, specifications, and bid and contract documents. In addition, AlE will provide monthly status updates (project progress or delays, gantt charts presented with monthly invoices) and provide contract administration services, as described in Exhibit "A" and "A-1", to complete the Project. Work will not begin on Additional Services until requested by the AlE (provide breakdown of costs, schedules), and written authorization is provided by the Director of Engineering Services. AlE services will be "Services for Construction Projects"- (Basic Services for Construction Projects") which are shown and are in accordance with "Professional Engineering Services- A Guide to the Selection and Negotiation Process, 1993" a joint publication of the Consulting Engineer's Council of Texas and Texas Society of Professional Engineers. For purposes of this contract, certain services listed in this publication as Additional Services will be considered as Basic Services. The summary of these tasks and services is as follows: 3. ORDER OF SERVICES The AlE agrees to begin work on those authorized Basic Services for this contract upon receipt of the Notice to Proceed from the Director of Engineering Services. Work will not begin on any phase or any Additional Services until requested in writing by the AlE and written authorization is provided by the Director of Engineering Services. The anticipated schedule of the preliminary phase, design phase, bid phase, and construction phase is shown on Exhibit "A". This schedule is not to be inclusive of all additional time that may be required for review by the City staff and may be amended by or with the concurrence of the Director of Engineering Services. The Director of Engineering Services may direct the AlE to undertake additional services or tasks provided that no increase in fee is required. Services or tasks requiring an increase of fee will be mutually agreed and evidenced in writing as an amendmenttothis contract. AlE shall notify the City of Corpus Christi within three (3) days of notice if tasks requested requires an additionai fee. A bid bond in the amount of 5% of the highest amount bid must accompany e~ch proposal. Failure to provide the bid bond will constitute' a non-responsl.ve proposal which will not be considered. Failure to provide required performance and payment bonds for contracts over $25,000.00 will result in forfeiture of the 5\ bid bond to the City as liquidated damages. Bidder's plan deposit is subject to mandatory forfeiture to the City if bidding documents are not returned to the City within two weeks of receipt of bids. Plans, proposal forms, specif~cations and contract documents may be procured from the City Engineer upon a deposit of Fifty and no/100 Dollars ($50.00) as a guarantee of their return in good condition within two weeks of bid date. Documents can be obtctined by mail upon receipt of an additional ($10.00) which is a non-refundable postage/handling charge. The bidder is hereby notified that the owner has ascertained the wage rates which preva~l in the locallty in which this work is to be done and that such wage scale is set out in the contract documents obtainable at the office of the City Engineer and the Contractor shall pay not less than the wage rates so shown for each craft or type of "laborer," "workman," or "mechanic" employed on this project. The City reserves the right to reject any or all bids, to waive irregularities and to accept the bid which, in the City's opinion, seems most advantageous to the City and in the best interest of the public.
