Box 9277, Corpus Christi, Nueces County, Texas 78469-9277 (City) acting through its duly authorized City Manager or Designee (Director of Engineering Services) and Pierce Goodwin Alexander and Linville I PGAL) Inc a Texas corporation, 3131 McKinney, Suite 500, Daflas, Dallas County, Texas 75204 (Architect/Engineer - AlE), hereby agree to the amendment of the Contract for Professional Services authorized by Motion No. 2004-224 on June 8 2004 and September 10. 2005 as follows: Exhibit A 1-Scope of Services. A-Basic Services, 2-Design Phase amended by the addition of Project 10009 West General Aviation Apron Rehabilitation as Task q. to read: q. deSign bid and construction phase services necessary for the total replacement of the eXisting asphaltic structural aviation pavement for the West General Aviation Apron with new portland-cement concrete pavement constructed according to FAA gUidelines and peripheral items relating to the reconstruction of the West General AViation Apron including grading, drainage, and pavement markings and tying into eXisting taxiways hangars and structures. The services to be provided are attached as Exhibit 8-5 Exhibit A 1-Scope of Services. A-Basic Services, 2-Design Phase amended by the addition of Project 10010 Drainage Phase V as Task r. to read: r r. design bid and construction phase services necessary for Drainage Phase V for the replacement and upsizing of various drainage structures to convey 25-year storm flows and peripheral Items relating to the reconstruction of the drainage structures including mid-field grading, pavement repairs, markings, lighting repairs, and other items to construct the project. The services to be provided are attached as Extlibit B-5. A drawing indicating the preliminary location of improvements is attached as Exhibit C-5. Exhibit A. Section C Summary of Fees, is amended by the authorize West General Aviation Apron Rehabilitation services by the addition of $223,551.00 for Basic Design Services and Additional Services for surveying in the amount of $13,356.00 for a total fee for West General Apron Rehabilitation of $236,90700. Exhibit A Section C Summary of Fees, is amended by the authorize Drainage Phase V services by the addition of $125 022.00 for Basic Design Services and Additional Services for surveying in the amount of $15021 00 for a total fee of $140,043.00. Confer and attend meetings with City representatives and other interested parties on project requirements, finances, schedules, project phasing, and other pertinent matters. 2. Make initial and other site visits as required to verify field survey information and location and condition of existing project features. 3. Review existing data, reports, and documents pertaining to the project site and areas affected by the project improvements. 4. Develop preliminary plan layouts and profiles for the West GA Apron, drainage structures, and any required midfield grading areas. 5. Coordinate with utility companies as needed. 6. Coordinate with Surveying, and Geotechnical subconsultants. 7. Prepare preliminary estimates for design alternatives. 8. Prepare Design Memorandum and coordinate reviews and handling of comments. including various alternatives for design consideration. Design Phase 1. Conduct and attend meetings and design conferences to obtain information and to resolve design matters. 2. Collect engineering data and make field investigations, engineering studies and surveys necessary for design of the chosen alternatives. 3. Prepare necessary reports and recommendations for CCIA representatives to make informed decisions on design issues. 4. Prepare detailed plans, specifications, estimates, and bid documents to submit for City and FAA review and approval. All bid documents will be in accordance with appropriate FAA advisory circulars and orders and will include project layout, plan and profile sheets, existing and proposed typical sections, grading contours, utility base maps, apron paving details, apron repair details, drainage plans and details, striping plans and details, temporary and permanent erosion control features, and other appropriate FAA documentation requirements. 5 Provide 60% and 100% complete plan and bid documents for City Airport and FAA staff review. Coordinate all review comments and incorporate as appropriate. 6 Prepare construction phasing and sequencing plans. 7. Prepare Storm Water Pollution Prevention Plans. 8. Prepare details for barricading and traffic control. 9. Prepare miscellaneous project features and details. Bidding Phase 1. Participate in pre-bid conference. 2. Review all pre-bid questions and prepare addenda as necessary for City approval. 3. Assist In solicitation of bids by Identification of prospective bidders and review of bids by solicited interests. 4. Attend bid opening, analyze bids, prepare bid tabulations, and make recommendation regarding award of contract. 5. Confer with City and Airport staff and make plan revisions as necessary for readvertising the project for bid if the lowest responsible bid exceeds available funding at no additional charge to the City. Construction Phase (Construction Administration) 1. Provide consultation and advice to the City and other governmental authorities during all phases of construction. 2. Participate in pre-construction conference. 3. Review and approve shop and working drawings and material and/or equipment submittals. 4. Provide interpretations and clarifications of plans and specifications. 5. AdVise CC/A representatives on minor changes that do not affect cost and/or quality of the Contractor's work. 6. Prepare and negotiate change orders and supplemental agreements that are necessary 7. Inspect work periodically and provide appropriate reports to the City's project manager, Inspector, and contractor. 8. Review and coordinate contractor's progress schedule and critical path updates with the contractor and City and Airport representatives. 9. Review contractor pay requests for progress and final payments. 10 Make pre-final and final inspections with City and Airport staff and provide a Certificate of Completion for the project. 11 Review contractor's as-built construction drawings and prepare as-built construction plans and records of project as constructed. ~ ADDITIONAL SERVICES Authorized: 1. Land surveys and topographic maps, field and/or construction surveys, and photogrammetric surveys; To Be Negotiated - The Engineer will only proceed with the following Additional Services upon written authorization from the City Engineer. Any service requiring an increase in fee will be eVidenced in writing as an amendment to this contract: 2. Permitting would be an additional service, if required (To Be Authorized) ; 3. Environmental studies and document preparation (To Be Authorize); 4. ConstructIon Management and Inspection Services to Include: A Provide Project Manager/Engineer to manage and oversee all aspects of Construction Management and Inspection Program. Engineer will make site visits periodically and as needed for the Project and will be available at all times to consult and provide assistance. B Provide Full-Time Civil Inspector trained and familiar with the type of construction required for the project to monitor construction activities, materials testing, track project progress and prepare daily reports for submission to the Airport and Engineer. C Provide vehicles, airfield radios and any other equipment necessary for Engineer and Inspector to work within the Airport Operations Area. A.II on-site employees will be badged as required. D Provide off-site Clerical and Technical staff for preparation of proper Construction Management and Inspection documentation. E Participate in pre-construction conference with Project Manager and Inspector(s) in attendance. F Attend weekly construction meetings and help resolve design and construction matters. G Consult with Airport on changes in scope or design that affect cost and make recommendations to Airport for solution. H MonitOr amounts owed to the contractor for progress and final payments. I.
