HomeMy WebLinkAboutC2006-381 - 8/30/2006 - NA Amendment No. 2 Agreement for Consultant Services Utility Rate Analysis The City of Corpus Christi, Texas, hereinafter called "City", and HDR Engineering, Inc" Inc. hereinafter called "Consultant" hereby agree to the amend the contract approved May 31, 2005 by Motion No. 2005-179 and administratively amended May 1 2006 as follows Section II Scope of Services IS amended by the addition of Subsection L. Task 12 to read: II. SCOPE OF SERVICES \r ,K. Taek 12 - Gas Utility Rate Study/Model The Consultant will assist the City in developing natural gas rates which will maintain the financial objectives of the City and help promote the growth of the gas customer base and sales. The Gas Utility Rate Study/Model will be conducted in two phases 12' Phase 1 IS Ilmitec to data gathering, data compilation, evaluation of municipal customer use patterns, municipal customer growth potential, and evaluation of current financial condition and current rate design. ~' 2 Phase 2 DUring Phase 2 the Consultant will fully develop a rate study and model that allows for multiple "what-if" analysis and provide four scenarios for the City's consideration. The Consultant will not proceed with Phase 2 authorized in writing as an amendment to the contract. 123 Phase 3 - Implementation of marketing strategies to increase customer and volume bases will be undertaken on a oer diem basis The strategies will developed by a separate market analyst. The projected cost of Implementation of the strategies and anticipated increases in the number of customers or consumption will be incorporated into the model to determine the impact on gas rates. The Consultant will not proceed with Phase 3 authorized in writing as an amendment to the contract. Section III. Fees AuthOrized is amended to read as follows III. FEES AUTHORIZED The City will pay the Consultant 3 total not to exceed fee of $304,290.00. The fee consists of an original contract fee of $255,79000 an Amendment No.1 fee of $24,50000 and an Amendment NO.2 fee of $24,000.00. This fee will be fuil and total compensation for all services provided and authorized expenses incurred in performing the tasks specified Authorized expenses Include out of town travel, lodging, and meal. Mileage will be reimbursed at the IRS authOrized rate Other authorized expenses will be reimbursed upon submission photocopies of receipts. The City will reimburse the Consultant for authorized expenses in an amount not to exceed $8,060 00. The Consultant Will not be reimbursed for mileage while traveling within the City of Corpus -:hnsti. The table "Summary of Fees shall be used when calculating the fee due for the proportion of services completed. The City shall make prompt payments !n response to Consultant's statements for Professional Services. Billing for services prOVided will oe based on the Consultant's estimate of the percent of services complete at the time of billing However In no case will the billing exceed 90% until the delivery of any documents has been reviewed and accepted by the Cty Consultant will submit monthly statements for work authOrized by the Assistant Director of Engineering Services and performed by the Consultant The statement will be based upon Consultant's estimate and concurrence by the City of the proportion of the total services actually completed at the time of billing. The City will make prompt 'Ilonthly payments In response to Consultant's monthly invoices -'\11 ,nvoices shall be accompanied by a cover letter summarizing the fee in accordance with the Summary Schedule of i==ees invoices will oe sequentially numbered for each project and state the project name.
