SCOPE OF WORK. "CONSULTANT" shall provide services for the PROJECT in accordance with the accompanying Letter, Scope of Services and Fee attached as "Exhibit A" 3. INDEMNIFICATION AND HOLD HARMLESS. The Consultant agrees to indemnify, save harmless and defend the City of Corpus Christi, and its agents, servants, and employees as more fully set forth in Exhibit "B". 4. FEE. The "CITY" agrees to pay the "CONSULTANT" for services provided in accordance with Exhibit "A", Scope of Services and Fee under this AGREEMENT, an additional fee of ,$13,981.00 (in figures) (Thirteen Thousand Nine Hundred Eiahtv One and no/xx dollars) (in words) for a restated total not to exceed fee of $31,451.00. (ARCADIS) conducted a Phase I Environmental Site Assessment (ESA) at the above-referenced 30.09-Acre Vacant Tract (Site) located southeast of the State Highway 44 and International Drive. Based on the findings of the Phase I ESA, two monitor wells (MW -4, MW -5) were installed in the southwestern portion of the SIte, adjacent to the former Air Logistics facility which had a reported leaking petroleum storage tank (LPST). In addition to monitor wells MW- 4 and MW-5, four other monitor wells (MW-1, MW-2, MW-3, MW-6) were installed at the former Air Logistics facility by an Air Logistic consultant. The Site locatIon IS shown on Figure 1. and monitor well locations are shown on Figure 2. FlUId level measurements from the monitor wells are summarized on Table 1, and SOIl and groundwater analytical results are summarized on Tables 2 and 3, respectively. As shown on Table I, phase-separated hydrocarbons (PSH) are present in monitor well MW-5, which is located near the southwest end of the subject Site. Provided herein is a proposed scope of work and cost estimate to delineate the extent of PSH in the area of monitor well MW-5 SCOPE OF WORK Installation of three additional monitor wells at the Site is proposed. Initially, one monItor well will be installed approximately 80 feet north of existing monitor well MW-5. The monitor well WIll be installed using a hollow-stem auger drilling rig, and soil samples will be collected continuously from the surface to the top of the saturated zone (water table) using a stainless steel split-spoon sampler. If organic vapor measurements, visual observations, and/or olfactory observations indicate hydrocarbons are present in the soils, the other two monitor wells will be installed approximately 200 feet northeast and 200 feet northwest, respectively, of existing monitor well MW-5. Two soil samples will be collected from each monitor well for laboratory analysis: the sample with the highest organic vapor concentration, and the sample directly above the top of the saturated zone. The soil samples will be analyzed for total petroleum hydrocarbons (TPH) using Method TX 1005, and benzene, toluene, ethy1benzene, and xy1enes (BTEX) using EPA Method 8021B or 8260. The soil sample with the highest TPH concentration also will be analyzed for TPH using Method TX 1006, and polynuclear aromatic hydrocarbons (PAHs) using EPA Method 8270 or 8310. The monitor wells will be completed using 2-inch-diameter, flush-threaded PVC pipe with O.OIO-inch, mill-slotted PVC screens opposite the saturated zone. The well bore annulus opposite the screened interval will be packed with washed silica sand to a level approximately 2 feet above the top of the screens. The annular seal above the sand pack will consist of bentonite and Portland Cement slurry to ground level. The monitor wells will be completed at ground level below traffic-rated steel manhole covers. A 3-foot-square concrete pad also will be installed around the manhole covers. Groundwater samples will be collected from the newly installed monitor wells, unless PSH IS present. The groundwater samples will be analyzed for TPH using Method TX 1005 and BTEXlMTBE using EPA Method 8021B or 8260. The groundwater sample with the highest TPH concentration also will be analyzed for TPH using Method TX 1006, and PARs using EPA Method 8270 or 8310. IfPSH is present, a PSH sample will be collected from that well for specific gravity analysis. Following receipt of the soil and groundwater analytical results, a Phase II ESA report will be prepared. The report text will include soil and groundwater sample collection methods, analytical results, and an evaluation of the analytical data, including comparison ofthe analytical data to applicable Railroad Commission of Texas (RRC) cleanup levels. Report tables will include summaries of fluid level, soil analytical data, and groundwater analytical data. Report appendices will include soil boring logs, monitor well completlOn diagrams, site photographs, and analytical laboratory reports. SCHEDULE AND COST ESTIMATE ARCADIS can install the three proposed monitor wells within three weeks following WrItten authorization to proceed. The laboratory analyses will require approximately three weeks to complete (normal analytical turnaround time). The schedule can be reduced, if necessary, although additional analytical laboratory "rush" charges may be incurred.
