Power Factor Adjustment - Project No. 8568 Project Description: ~ This project consists of installation of power factor correction capacitors at high electrical usage Water Department facilities for the purpose of minimizing or elimination the AEP power factar penalty. The locations requiring power factor correction inciude • ~NS Water Treatment plant • tJNS River Stati~n • Holly Road Pumping Plant • Bloomington Pump Station ~ Capacitors at ONS Water Treatment Plant will include two (2) 4.16 kV banks, one installed behind each AEP meter. Capacitors will be either open rack type capacitors ~nstalled on the AEP substation main bus or metal enclosed type banks connected to dedicated circuit breakers in the main 4.16 kV ECR. 3 At ONS River Pump Stati~n, either individual capacitors will be installed on each of e~ght (8) large HP pum~ motors connected to the motor starter load terminals or two (2) 4.16 kV banks will be installed in the AEP substation, one behind each AEF meter ~ Capacitors at Holly Road and Bloomington pumping stations will 12.47 kV pole mounted, open type capacitor~ banks connected to AEP's incoming 12.47 kV overhead line. As an alternate to capacitor installation by the City's construction contractor, the required capacitors may be furnished and installed by AEP on a lease basis. L. SCOPE OF SERVICES The Consultant Engineer hereby agrees, at its own expense, to pertorm design services ~ecessary to review and prepare plans, specifications, and bid and contract documents. In addition, ~,onsultant Engineer will provide monthly status updates (project progress or delays, ~antt charts presented with monthly invoices) and provide contract administration services, as =~escribed ~n Exhibit A to complete the Project. Work will not begin on Additional Services until requested by the Consultant Eng~neer (provide breakdown of costs, schedules), and written authorization is pr~vided ~y the Director of Engineering Services. Services or tasks ~equiring an increase of fee wRll be mutually agreed and evidenced in writing as an amendment to this contract. Consultant Engineer shall notify the City of Corpus Christi within three (3} days of notice if tasks requested requi~e an additional fee. ~ MANDATORY REQUIREMENTS ~onsuttant Engineer agrees to the mandatory contract and insurance requirements as set forth 3n Exhibit B. ; FEE ~hP ~:ity will pay the Consultant Engineer a fee, as described in Exhibit A, for providing services authorized. Monthly invoices will be submitted in accordance with Exhibit D. ~ ~ERMINATION OF C(~NTRAtiT The City may, at any time, with or without cause, terminate this contract upon seven days written not~ce to the Consultant Engineer at the address of record. In this event, the Consul#ant Engineer will be compensated for its services on all stages authorized based upon `:,onsultant Engineer and City's estimate of the proportion of the total services actually ::ompleted at the time of terminat~on ~' ASSIGNAB~LiTY The Consultant Engineer will not assign, transfer or delegate any of its obligations orduties in this contract to any other person without the prior written consent of the City, except for Youtine duties delegated s_o personnel of the Consultant Engineer staff. If the Consultant Engineer is a partnership, then in rhe event of the termination of the partnership, this contract will ~nure to the individual benefit of such partner or partners as the City may designate. No part of the ~onsultant Engineer fee may be assigned in advance of receipt by the Consultant Engineer without written consent c~f the City. '~he City will not pay the fees of expert or technical assistance and consultants unless such ~mployment, including the rate of compensation, has been approved in writing by the City. Scope of Services A Bas~c Services Preliminary Phase • Confirm. evaluate and field-verify existing site conditions. City will provide record information and data as available from City Engineering files. • Review and study the project scope requirements. • Meet w~th City staff t~ define the project concept. • Assimilate all review comments and City instructions and proceed to design phase ~.'. Design Phase * Coordinate capacitor ~nstallation design with AEP technical engineering and commercial requirem~nts • Work with AEP to develop a capacitor lease agreement as required for Holly Road and Woodsboro pump stations • Develop and submit for review a 60% set of design drawings which shall be developed in accordance with the City of Corpus Christi Plan Preparation Standards • Furnish one (" ) set of drawings and technical specifications to the City of Corpus Christs for review and c;omment. The City shall assume cost for reproduction of additional sets. • Develap and submit an opinion of probable construction cost for the project improvement5. • Assimilate all review comments, modifications and additions/deletions and proceed to next phase, upon written Notice to Proceed. • Develop and submit for rev~ew a 100% complete set of bid documents to include drawings and general and technical specifications. Drawings will comply with the City ~f Corpus Christi Plan Preparation Standards. • Fumish ~ne set of bi{~ documents to the City of Corpus Christi for review and comment. Bid Phase • Attend the pre-bid conference and assist City in defining, clarifying, and responding tc bidder questions with respect to project design, specifications, materials, anc~ methods. • Prepare addenda, in preferred City format, necessary to inform contractors of modifications and clarifications prior to bid date. The City's Engineering Services will distribute any addendum. = Attend the bid opening, tabulate bids according to the City Engineering Services preferred standard format and make recommendations concerning award. ~. ~;c~nstruction Phase ~ Attend and participate at the pre-construction conference, which will be chaired by Engineering Services ~ Coordinate with the C~ty inspector to authorize minor field alterations that do not affect the contractor's price and are nat contrary to the interest of the City. * Condu~t a final inspection° with City and Contractor, and make a recommendat~on conz:erning final acceptance. ~ Revfew and approve ~II contractor's shop drawings and/or submittals. • Coord~nate necessary change orders during the process of the work. Specifically, the Consultant will adhere to all safety requirements for confined space entry inspecting manholes and similar confined spaces and all traffic control regulations. Insurance Requirements Tne Cansultant will not begin ~vork under the contract until it has obtained all required ir,surance and provided the City with the related certificates and endorsements. For the d uration of the project, the Consultant will provide the insurance listed below and document required coverages with certificates af insurance: t~ommercial liabiiity including the following coverages: a. Broad form property damage; b. Premises-operations; (;. Explosion collapse, and underground hazard: ~ Product/campleted operations hazard; and e. Independent contractors. A letter accompanying the certificate of insurance and signed by an authorized representative of the insurer will state that the commercial liability insurance includes the 5 coverages. This coverage will be provided through a ~~ompany authorized to da business in Texas or through self-insurance obtained in accordance with Texas law Cauetage will be documented in a certificate of insurance or, of the Consultant provides self-insurance, then it will prov~de to the City a copy of its certificate of authority to self- insure ~ts workers compensation coverage liability. The Consultant will also provide a letter stating that the certificate of authority remains in effect and is not the subject of any revocation proceeding pending before the Texas Workers Compensation Commission.
