Recitals
Compi~ance with air quality standards is vital to the public health and safety and
o the economic ~~~ell-hein~ of rhe ('c~rpus Christi urban airshed (Nueces and San Patricio
~~aunt~es). ~
State and federal authonties are considering regulations and enforcement which
~aui~ have seric~uslv detrimental effects on Nueces and San Patricia County citizens and
'~us3nesses
Publi~ and pr»~ ate entit ~es in ~he area have a compelling joint interest in obtaining
ac~urate information about air ;~uality, complying with air quality standards, monitoring
~ir~d participating in for-mulation of proposed air quality regulations, and assuring that
r-eguiatians are scientaticallv ju~tified and fair
Bill Hennings rlas demc~nstrated expertise in air qualit_y regulation, in interlocal
~.~cx>peration c>fs~ublic and private entities, and in intergovernmental relations at a11 levels
Agreement

`The Chamber i~oundation wili hire Bill Hennings, independent contractor, (the
"Consultant") tc~ pursue the tollowing abjectives for maintenance of air quality in
the airshed
•'~laintarn atta~nment status with Clean Air Act standards for Nueces and
~an Pat~icio C<~~,ntie~
• Monitor proposcti rulemakings and legislation regarding ambient ozone
a»d particulate matte~ and encourage regulatorV authorities and
iaw~mak~rs te~ rel~~ c~n ~cientific evidence to reaeh reasonable decisions.
• Maintai~~ a diverse c~~mmunit~~ support group for clean air initiatives.

The Coresu{tant eontract will be on a n7onth-to-month basis commencing March l,
?00~ at a rate ~.~f $3.OOG ~er rnonth to be paid by the Chamber Foundation, which
amc~unt sncludes the ce~~t~ of r.~~nsultant's travel to Austin and other Texas
lacatioi~~ t onsultant t7m~ reyuired is anticipated to be approximatelv two weeks
per month Reports wil be rnade as required.

Consultant contract In addition, the C'ity will pay to the Chamber Foundation

formulate recc~~~~mendat~~~ns ~nd advic~. and develop initiatives to protect local
inter~es~ ti

information and assistance on air quaGty matters within the contemplated time

The Chamber Faundat~c>a7 wiil cause the funding described herein to be segregated
in its h~~~k~s and acc~urns. ar~d applied tior the purposes contracted for herein.
5hou~d t~he Consultant i:~~ntrau-[ be terminated before expenditure of all the funds
provided hy tht~ participatin~, entities, the funds shall be returned by the Chamber
