Training Faes: On invoice, as incurred. I~statlation Fees: On invoice; upon completion. Project Management Fees: Upon execution of this Supplement. Support Fees: Prior ko the commencement of the initial term of support. Support fees for subsequent terms of support will be due prior to the start of that term at khe then prevaili~g rate. Rates for subsequent years of support service are subject to change. Third Party License Fees: Upon execution af this Supplement. Third Party Training Fees: On invoice, as incurred. Third Party Support Fees: Prior to the cammencement of the initial tarm of support. Support fees for subsequent terms of support will be due prior to the start of that term at the then prevaiting rate. Rates for snbseyuent years of support service are subject to change. Travel and Living Expenses: Travel and living expenses are in addirion ta the prices Quoted aho~e and will be invoiced as incurred and shall be governed by the HTE Corpozate Tzavel and Expense Reimbursernent Policy. HT~ Support Services The initial term of HTE support services shall commence one hundred twenty {120) days after the Delivery Date of the Licensed Prograrn(s), and extend for a twelve (12) month term. Subsequent terms of support will be for twelve (12} mo~th periods, commencing at the end of the initial support period. Support Services do not include anaintenance on modifications rrzade to the Licensed Program(s) at Customer's request. "Delivery Date" shall mean the date HTE deli~ers, F.O.B. HTE's offices, the Licensed Pragram(s) to Customer. The date af such delivery shali be referred to as the °Delivery Date." For services, the "Delivery Date" refers to the date services are performed. Third Party Support Services The initial term of Third Party application support sez~ices shall commence one handred twenty (120} days after the Delivery Date of the Th~rd Party application{s), and extend for a twelve (12) month term. Subsequent terms of support will be for twelve (12) month periods, commencing at the end of the initial support period. Thfrd Party Training Training for the Third Party Applications will be provided in accardance with the attached Attachment A. Testing and Acceptance There is no Tesring and Acceptance period on the Licensed Program(s} herein. Warranty The Warranty as defined in the Agreement shall be for a period of one hundred twenty (120} days following Delivery Date. Application Training Listed above are the numbers of days of tzaining for the Licensed Prograrn(s) listed. Additional application training, if requested by the Cust4mer, can be provided upon reques# at khe standard billing rate in effect at that time. Any fee quoted does not include travel and living expenses. Reco~ery Testing Following execution of this Supplezr-ent G~stomer and Project Manager shall schedule the date far the Recovery Test. Gti.istomer will create a backup tape(s) and forward to HTE. Customer shall provide HTE with a descriprion of the environment from which the backup tape(s} were made. This will be used by HTE in providing an appropriate test environment for HTE applications. Customer is entitled to one Reco~ery Test, which must be completed within 12 months follawing execution af this Supplement. Should Customer need to reschedule the Recovery Test, C~stomer must provide written notification no less than 4 weeks prior to the original Recovery Test date. HT~ shall notify Customer when the test environment is ready and G~stomer shall have i0 business days in which to complete the Recovery Test. Project Management Project Management fees wiil be invoiced in the aanounts and undez the terms stated above. A mutually agreeable work plan wi11 be created by the HTE Project Manager and the G~stomer. Additional Project Managem~ent, if reyuested by C~stomer, wiil be invoiced at the standard billing rate in effect at that #irne. Any fee quoted does not include travel and living expenses. SunGard HTE Schedule A CORP-071063 SunGard HTE Sch A.doc Ver. 03/23/45 2 of 3 9/b12407 Scheduled Resource Changes G~stomer acknowledges that HTE makes every effort to schedule training and project management sessions sufficiently in advance to make effective use of HTE's personnel and to obtain favorable prices for travel and living. Accordingly, the follawing cancellation charges apply to training and on-site project management sessions canceled at the request af Gustomer. Cancellation within seve~ (7) days of start date, G~stomer pays ffty percent (50%) of the total price far the fraining or on-site project management; cancellation within three (3) days of start date, Customer is responsible for entire price of the training or on-site project management. In addition to tkze foregozng, Customer shall be obligated to reimburse HTE for any non- refundable expenses incurred by HTE foz traveI expenses. Notwithstanding the abo~e, HTE will endeavor to reschedule HTE personnel in arder to mitigate Customer's costs and expenses under this paragraph. To the extent HTE is snccessful in such rescheduling, Customez's payment abligations shap be reduced. Third Party Sofhvare and Hardware Unless otherwise provided far herein, warranty, modi~cation retzofit and maintenance offerings by HTE for its Licensed Program(s) do not apply to any third pazty hardware or third party software suppGed under this Supplement. HTE does not make any warranties nar provide any source code for any non-HTE products unless otherwise provided herein, The retum and refund policy of each individual third party hardware ar third party software supplier shall prevail unless otherwise provided herein. Should third party sof~ware not operate in substantial compliance with the third party vendor's zesponse to Customer's Questionnaire, "Looking G1ass/GIS Questions", herein added as Exhibit A to this Supplement, and in substantial compliance with the documentation supplied ta the Customer, HTE shall work with the third party vendor on (1) carrection by third party vendor of third party software defects, or (2) if, after repeated efforts, the third party vendor is unable to make their product{s} operate as warranted, Customer shall be entitled to recaver a refund from HTE or third party vendor of all fees related to the third party products. The terms and conditions contained in this Supplement, including the prices, will be honored as set forth herein, provided this Supplement is fully ezecuted by September 28, 2006. Customer warrants that the amounts to be paid here~nder will be paid out of appropriated funds and are not part of a ~nancing arrangement with any third party. We are evaluating the Looking Glass product for use with the H.T.E Coz~nznurzity development suite. Will LG provide the ability to view the follawing H.T.E data spatially: Land attributes Planning and zoning projects, Building pertnits, and Code enfarcemen.t cases? Yes- LG viewer will create GIS layers of these nlodutes and will give end-users the ability to search for tllese layers by spatial selections 2. If yes to 1: is their any time delay in viewing the data added or modified in H.T.E via LG? Not if t~e client is leveraging the data in ai~ SDE environment. If the data resides in a.shp file format then new locafiioils wiil be added ta the shape file automatically once a day. If #he informa~ian about a successfully ~eocoded existing H.T.E. location changes and the LG application is configured to use a relate to a logical viev;r, then the LG users will see the change the next time they q~.iery that layer. 3. Can fhe end user create adhac queries from the H.T.E and ~iew the tabular data and spatially? Also, can standard queries be setup for an end user to run entering defined parameters, ~hen vier~v the data spatially and in a tabular form? The LGadrr~in portron of the application is where the queries are built. We refer to these queries as pre defined searches, the administra~or can build these queries very easily for the end users. O~~ce the search is campleted hy the end-user- the data shows up in th~ interface both spatially and in tabular fo~-n~at. The end-user also has the ability to run us~r defined spatial queries against any layer loaded in the application. 4. Can a map for a selected area be created and saved to a jpeg or pdf format? Tlie map view can be exported into the following formats which could then be inco~porated into a PDF format- jpg, png, gif, bmp, tiff, wmf 5. Can the end user access the various GIS layers in ESRI {water lines, sewer, gas etc) via LG Vievver and LG WEB, without having to switch to another GIS tool? Yes LGviewer and LGweb can load GIS layers inciepender~tly of other GIS tools Yes, all of the GIS Iayers a~ailable tUxough ESRT can be accessed through tlie LG Web and LG Viewer, and the access is seamless. 6. Can the projects in the planning and zoning rnodule be Iinked to a specific site address? For exair~ple, if there are 5 buildings on a pa~-cel (each with an assigned site address and location ID), the project must be linked to a specific address or location ID and the building or symbol be viewable on the map. Yes, as long as there is a link be~vveen the map locatians and the PZ locations then they caz~ be linked to a specific GIS layer 7. If there is no adc~ress iisted for a project can the project be linked to a parcel number (Tax ID}? Yes, LG ca~l link by Address, LocID or PIN ilumber (Tax ID} if both the project and the GIS layer have the corresponding nun~bers to niake the Iink. $. Is it passibie to view and print aIl documents pertaining to a project? No, this is not in the scope of the project; you will have access to H.T.E or the imaging system to print the documents. Please describe the main ~eatures of the following Loaking Glass modules? ^ Community Maintenance Module About LGcommunity maintenance modufe The LGcommunity maintenance module integrates exisling SunGard HTE applications and databases with geographic information system (GI5) technolagy. This module allows a user fo interact with and edit HTE's P&Z, BP, and CE modufes from a GIS inferFace. The LGcommunity maintenance module allows for adding and editing code enforcement, public zo~ing, and building inspection data maintained in the SunGard HTE LandlParcel Management module, through i!s integration with LGviewer (available now) and LGweb (coming soon). • Creation o# mass updates for land dafa using LG Mapping • Abilify to ha~e mass additians of Code Enforcement cases for programs such as neighborhood sweeps • Make mass assignments ot inspection areas to Land Records for Cade Enforcement and Building Permits • Send praject notifications to surrounding property awners by selecting an area on a map • Select areas to locate Pianning & Engineering projects • Inspect load evaluations with ihe map and re-assign inspectio~s as needed ^ LG Address and Geo Manager Abo~t LGaddress LGaddress is perhaps the most powerful LG product on the market. LGaddress is a Bi-directional Geographic [nformation System (GIS) software application that allows spatial management artd update of SunGard HTE's LX daiabase through an easy to use GIS interface. LGaddress allows the user to maintain a ane-to-one relatiqnship beiween the LX database and an address poinf GIS layer. This in turn allows a user to display accurately all data maintained inside all pf the HT~ databases. Users can manage their address po9ni file with ease. Geomanager- please see the attacl~ed doacument • I,G `118W~i' About LGviewer LGviewer is a pawerful GIS viewer fhat allows an organization ta easily query and analyze GIS data in conjuncfion wifh HTE land based data. LGviewer was develaped over time with insight gained fram visiting over 400 local governments and utilities nationwide. These organizations needed a tool set fhat was focused on their specific needs thaf was able to leverage their existing IT investments (HTE). The tool had to be easy-ko-use yet powerful. Many organizations had GIS tools that had too much functionality and thus the end user never used the tools. LGviewer is perfectly scaled and designed fvr the end user. LGviewer provides a set of GI5 tools in a simpfa ta use desktop appficalion. These iools inc~ude: . Direct relates to H~E LMILX database • Scale printing to multiple page sizes • Customizable c{ueries and map tips • Multiple map inferfaces • Srr~art intersection finder . View save and load functions • Centralized admirtistration and control • Multiple oriho-image layer support • Select features spatially or by a stored qu~ry ^ LG web About LGweb Online rrtapping is becoming more and more popular. LGweb is a dynamic Acti~e X intranei application fhat distributes G[S data to users in an easy-to-use, yet powertul web intertace. This web interFace gives fhe users the ability to quickly query both spadal {map) and attribute data with a few simple clicks. Along with #he standard GIS functionality, LGweb also contains a sophisticated foolset which indudes: • Advanced querying capabilities (spatial se[ection tools, map tips, custom queries, relational queries} • Scale prinfing • f2eporting capabilities using Crystal ReparEs • Navigational tools • Spatial a~alysis - buffering LGwe~r also confains a robust administratian tool which offers ~xtensive funciionality including, but not limited to: • Map tip and query creation + Report creation and customization • Defining related datasets 1 I. What is difference between Looking Glass Web vs. Looking Glass Viewer? In the ArcGIS Server e~~viranment fihere is na difference, they are the same product. In the Map Objects environment t~~ere are some differences. It is uilderstood that t~~is impleinentation would be in the AreGIS server environment. LGWeb • LGweb is designed to enable more than 30 users with Laoking Glass capability. • LGweb uses concurrent licensing model controlied by the LGweb adrnin machines. • LGweh does not perform bi-direct~onal updates ta SunGard HTE databases. LGviewer The LGviewer is required for bi-directional address updates with SunGard HTE databases. LGviewer is ideal for less than 25 LookingG~ass users. LGviewer uses per-seat licensing. 12. Does LG cozu~ect directly to the H.T.E database to dispIay information or daes it use az~ather database where in the H.T.E data is imported into? LG connects directly to the H.T.E production database, to display information and update addresses. It daes not use an intermediary database. 13. How many servers are needed for a Production and/or Test environment? More qualificatior~ needs ta be discussed here for tl~e ArcGIS server e~lvironmei~t 14. Wk~at version of ESRI Digital GIS Data is required for Looking Glass? V~rsion installed - 9.2 Ai~y con~patible ESRI data format is acceptable for the ArcGIS Server environn~e~t I5. What Arc IMS license is required for LG? ESRI's Arc GIS server 9.2 Address Maintenance 16. Can addresses be changed to tie correct location through LG, so projects can be analyzed from proper geographic context? Yes with LGaddress 17. What is the Geo code process? Is i~ a process provided by LG to tie locations and addresses to a parcel? How long does this process take to run? Please refer to the Geocodivg and Coordinate matcher sectio~7s in the attached GM document. Time to rtm this process depends on the number af records to be geocoded and the perfort~ance of the as400. 18. When a parcel nunrxbez (Tax ID} or address is inactivated (retired), is it possible to list the history in Looking G1ass/GTS? Curre~tly, users are unable to view any location history cl~anges in GIS. Only active location records are being dispIayed in GTS. Area Selection on map 19. When selecting an area to generate project lettezs; Is it possible to "select or cut" a partion of a parcel resulting in an area feahue in which a buffer can be created around the selected or cut piece? Th~ application can only select a feature or feat«res to run a buffer from, not portions af the features 20. Can Land ParcellManagement statistics for each portion of a parcel that lies within the buffer be generated? Not currei~tly Candominiums 21. If there is multiple property owners listed fo~ a parcel (Example: ten story condominium within buffer), will the system include all the condo owners for the proj ect? The search will sh~w the attribute znformation of Iocations in the search, if the property owner data is in the G~S layer, then the result will reflect those attributes. 22. Currently for candominiums the tax ids are assigned to the paxcel, there is a delay in assigning to the individual condos. Hovcr does LG handle project letter mail outs to each condo owner? The infarmation for the condo owner must first be accessib~e by LG- once ~his infor~rzation is availahle, LG can be configured to use a report to generate letter mail outs or the LGviewer Community Mainte~~ance inodule can be used for n~ass mail outs. 23.
