Program ~HSP} to carry out homeland security projects that will significantly improve local and
regional terrorism prevention, preparedness, and response capabilities. Proposed local regional, and
urban area projects were grouped into investments that were submitted to ~J. S. Department of Homeland

capabilities for detecting, deterring, disrup#ing, preventing, and responding to potential threats of manmade, natural

As required by the Drug-Free Vvarkplace Act of 1988, and implemented at 28 CFR Part fi7, Subpart F, for grantees,
as defined at ~8 CI=R Park ~7 Sections fi7.fi1~ and 67~fi~0. The sub-recipient certifies that it will ar will continue to
provide a drug,free workplace by:
"I ~ Publishing a statement notifying employees tfrat the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the
actions that will be taken against employees for violation ~f such prohibition;
~~ Establishing an on-going drug-free awareness program to inform employees about the dangers of drug
abuse in the workplace; the grantee's policy of maintaining adrug-free workplace; any available drug
counseling, rehabilitation, and employee assistance programs; and the penalties #hat may be Imposed upon
employees for drug abuse violations occurring irr the workplace;

appropriate agency;

To the extent it applies, jurisdiction shall comply with Texas government Code, Chapter 788, 1 TAG x,141 e~ seq~,
and the Uniform Grant Management Standards, State Uniform Administrative Requirements far grants and

B. Sub-recipient agrees to monitor its program to ensure ti~at federal awards are used far authorized purposes in
compliance v+rith laws, regulations, and the provisions of contracts ar grant agreements artd that the performance
goals are achieved, In addition, Councils of Governments will perform periodic monitoring of grant recipients to
ensure compliance.
C. DEMIAA may perform periodic reviews afsub-recipient performance of eligible activities and approved pra~ects.
These reviews may include, without #imitatian: performance of an-site audit and compliance monitoring, including
inspection of all grant-related records and items, comparing actual sub-recipient activities to thane approved in the
sub-award application and subsequent rnadificatians if any, ensuring that advances have been disbursed in
accordance with applicable guidelines, confirming compliance with grant assurances, verifying infarn~ation provided in
performance reports and reviewing payment requests, needs and threat assessments and stra#egies.
10, REPORTING

B, Sub,recipient agrees to comply with all reporting requirements and shall provide such information as required to
GDEMISAA for reporting as noted in the ~UD~ Federal Grant Guidelines andlor in accordance with GDE~IISAA
guidance.
C, Sub-recipient must prepare and submit performance reports to GDEI~ISAA for the duration of the grant
performance period ar until all grant activities are completed and the grant is formally closed. Sub-recipient may also
be required to submit additional information and data requested by GDEI~ISAA.
~ 1. USA ~F FUNDS
A. Sub~recipient understands and agrees that it cannot use any federal funds, either directly or indirectly, in support of
the enactment, repeal, modification yr adoption of any law, regulation ar policy, at any level of government, without
the express prior written approval of 1=EI~A National Preparedness Directorate.
E. The sub~recipient agrees that all allocations and use of funds under this grant wii# be in accordance with the
Homeland security Grant Program Guidelines and Application tCit for that frscal year and must support the goals and
objectives included in the State Homeland Security Strategic Plan and the Urban Area Homeland Security ~UASI~
strategies,
C. The sub-recipient afhcial certifies federal funds will be used to supplement existing funds, and will not replace
supplant} funds that have been appropriated far the same purpose. Sub-recipient may be required to supply
dacumentatian certifying that a reduction in non-federal resources occurred far reasons other than the receipt or
expected receipt of federal funds.

that one of the major functions of state planning regions as homeland security grant sub-recipients is to perform a
wide variety of planning and some prograrr~ administration for bath their raglan and an behalf of the cities and
counties within the region that may afisa be homeland security grant sub-recipients.

A. The sub-recipient must have all equipment ordered by December 0, ~O~g. The last day far submission of knvaices

B, GDElVI1AA will close asub-award after receiving sub-recipient's final performance report indicating that all
approved work has been completed and all funds have been disbursed, completing a review to confirm the accuracy
of the reported information, and reconciling actual casts to awards modifcations and payments. if the close out
review and reconciliation indicates that the sub-recipient is owed additional funds, GDEMfAA will send the final
payment autarnatically to the sub-recipient. If the ub~recipient did not use ail the funds received, GDElI~1AA will
issue a Grant Adjustment Native SAN} to recover the unused funds.

Once you have made the decision as to what projects to fund. The fallowing steps in the grant
process are:

RISER:
~ Don't gait months to order equipment, particularly long lead-time items, such as custorn-
built trailers or specialised vehicles, or equipment that is in high demand. ~ number of

manufacturer could not deliver the equipment by the end of the grant period.
• Don't wait until you have new equipment delivered to begin working on arranging the

a limited nurr~ber of providers.
