No. 4.doc E~CHIBIT A-4 Project contract Adrr~inistratio~ Provide three full-time personnel including one program manager {P~E,}, one senior project manager anon-P.E.}, one project manager P.E.}and one park time project principal for approximately duration of the amendment. The personnel will provide assistance to the City Engineer through the management of City capital projects. This will include the development of project scopes, project budgets, schedules, and architecturallengineer proposals. The Consultant will conduct proposal evaluations, contract negotiations, review of project plans and specifications per pity standards, assist with contract bidding, evaluation and award. The Consultant will coordinate with City Departments, consultants, and contractors. Typical services will include: Attend design review meetings and pre-construction conferences with the City staff, City Engineer, City's design consultants and construction contractor's key personnel. Reports will be incorporated into the Management Information system. c. Maintain a document control system designed to track the processing of project subrrrittals and provide far filing and retrieval of project documentation Produce monthly reports indicating the status of all project communications, fiend contractor's submittals, including requests for information, rrtodification requests, shop drawings, schedules, and other submittals to the City's design consultants for review in accordance with the requirements of the construction contract documents for the projects. Monitor the progress of the contractor and City's design consultants in sending and processing submittals to see that documentation is being processed in accordance with schedules. d~ Review architect's, engineer's, and contractor's application far payment and recommend payment in accordance with the procedures in the construction contract dacurrients. e. Establish end maintain a project docut~entation system consistent with the requirements of contract documents, including reports and tracking corrective actions. f. Provide three full time personnel to serve assist with program, project and technical management of Capital Improvement Projects, g, Assist the City in obtaining legal releases, permits, and other documents required as a result of the projects. h. Consultant will review end familiarize itself with the detailed schedule of the project implementation. i. Contract Administration, Construction Phase Procedures, and scope of services -Consultant gill assist with coordination and communication among facility managers, Consultant, City, design professionals}, end Gontractor~s} and other appropriate porkies in accordance with the City's objectives of time, quality, and costs. j, Coordination of Other Independent Consultants -Consultant will assist the City Engineer with coordination of technical inspection and testing, including field testing, provided by design professional~s~, ar other third parties retained by City. k, Removal of Asbestos or any other Hazardous Material µ The Consultantwil!only provide assistance in coordinating rerr~oval work, if any, with otherongoing activities. The Consultantwill not be responsible for performing any asbestos or hazardous materiel administration, abatement, monitoring, management, removal, encapsulation, mitigation, or disposal activities. The Consultant will not be responsible for any failure of Gontractor~s},sub-contractors, design professionals, asbestos~hazardous material fins, or other third parties to adhere to any regulatory requirements.
