There are several issues cvnceming the authside Transmisian ~Ilain Phases 4, 4A
and ~ that have impacted our fee andlor that we have been asked to address that is outside the
scope of our engineering services. This project was provided with two separate construction
can#rac# far bid and award, one far Phases 4 and 4A and an far Phase ~ The issues
concerning engineering construction adminitra~an are summarized as folivws;
PHASE A~4A
The antractar far Phase 4~4A greatly e~cceeded the construction completion time far the
project and sign~icantly increased #be amount tune necessary far u to prove the necessary

project was properly constructed. v11e wero requested to attend numerous construction

additional time assessing the vntractar~ requests far payr~ent far added work, such as
unknown u#ility crossings, manhole adjustments, horse protection enclosures, geogrid
installa#~an and ~nstallat~an of new ~~ hydrants, ~to#al of ~~ cast proposals} and worked
with the antractar to save the pity may b utilizing insitu soil fir ernbedrnen#, ~'ime
