Section ~. Scope of Services is amended by the addition of a paragraph to read:
The Consultant Engineer hereby agrees} at its own expense, to perform design services necessary to
review and prepare plans, specifications, and hid and contract documents. In addition, Consultant
Engineer will provide monthly status updates {project progress ar delays, Gantt sharks presented with
monthly invoices and provide contract adr~inistration services, as described in Exhibit A-~ , to
complete the Project.

Pur oe: The purpose of this task i to conduct fief studies and gather
background infvrrnation related to easerrier~t, permitting, and regulatory
requirements associated with the proposed water rights ar~endme~t.
A. ,ownership Il~appin: Develop reaps and spreadsheet of land ownership
along UVest Mustang creek from {a} the point of diversion to the ~anado
USES gauging station at Hwy ~9 and fib} at proposed location of upstream
flov~r monitoring device. This task gill also include ownership mapping of the
relevant Garwood Irrigation company ~1D} canals. The maps developed in
this task will be used to assist in determining potential permitting, easement
acquisition, rights-of-entry, and mitigation requirements. I# is assumed that
rights-of-entry to support field studies will be olatained by others, if
acquisition of rights-of entry are required, scope and fee associated with this
task will be authorised under a separate arnendrnent.
B. Disk Anls~s: Develop risk analysis spreadsheet for opening of the water
right and associated permit processes. Conduct a workshop in Dorpus
Dhristi with Dity staff to review risk analysis.
. Field urve of Uvest Mustan creek: Conduct field study and survey
measurements of width of vl~est Mustang creek upstream from the mouth of
the creek. The field survey information will be used in conjunction with the
land ownership maps to deterrr~ine publiclprivate ownership of the bed and
banks and to provide data for hydrologic modeling, if hydrologic evaluations
are required for permit applications. ft i assumed that survey data will be
collected at no more than seven sub-reaches of the creek.

D. yUest Mustang creek habitat Assessment: Conduct habitat assessment
of llvest Mustang Creek between the proposed point of diversion from the
OIC canal to the mouth of Mustang Creek, The purpose of this task is to
identify potential creek habitat impacts, investigate endangered species, and
delineate flaw regirr~es. As provided for in Task ~, meetings gill be held with
Texas Parks and 1ildlife Department ~TPVUD}, Texas Commission on
environmental G~uality ~TCE~~, l~.S. Army Carps of engineers ~USA~E},
and the Texas general Land Office ~Tl~O} to determine requirements and
needs far Uvet Mustang Creek habitat impact assessments. For the
purposes of establishing a budget, it is assumed that the assessment of
potential habitat impacts will be based on representative field data collected
at up to four sub-reaches of the study area. It is also assumed that the level
of effort of characterisations of the physical habitat and biological
community, if required, wilt be sirr~ilar to that required for a TECH Receiving
Vl~ater Assessment.

TASK 7: Mary R#~ode Pipeline Facilities Assessment
Pur ose: Diversion of the Garwood vuater~vill increase the City's reliance
ors the Mary Rhodes Pipeline ~MRP}. There is a need to identify
alternatives for increasing the IVIRP's operational flexibility and reliability
in girder to best integrate the Garwood mater into the City's existing
treatment and distribution system operations. The purpose of this task
is to evaluate the existing MRP system, identify and evaluate alternatives
to enhance the MRP system's operational flexibility and reliability, and to
develop a prioritised list of improvements to the NIRP to enhance its
operational flexibili#y and reliability.
A. Data Collection and Reviev+r: Gather and revie~v previous studies,
construction plans, and operations and maintenance manuals ~~&M's} for
the ARP provided by Corpus Christi and Lavaca,Navidad River Authority
{LNRA).
