Section ll, SCOPE OF SERVICES, PHASE Il, shall be modified by the addition of
Section Il.B,1G to Additional Services - Rincon Diversion Pipeline, BASID SERVICES to
read:
B. Additional Services
• ~ . Operating Plan -Prepare an operating plan for the Rincon Bayou
Diversion Project Pipeline and Pump Station A detailed scope of work and
task list is attached as Exhibit A.
The Engineer will perform and complete the following tasks as part of Task 1
FEE FOR SER111ES AUTHORIZED
The City will pay the Engineer a total fee not to exceed ~ ,10,10 for providing all
services authorized by the contract Engineer vwrill submit monthly statements for
services rendered. The pity will make prompt monthly payments in response to
Engineer's monthly statements.
Far services provided in Section ll.A, payr~ent gill be made based upon the Engineer's
estimate of the portion of work completed. however, the total of the payments made for
Basic Services gill not exceed 95°l~ of the total authorized fee until all deliverables
specified in Exhibit A are accepted and approved by the pity Engineer.
Far services provided in Sections II. B.1 and I I. B.O, payment will be made based upon
the hourly rate for regulatory assistance set forkh in Exhibit E-~ , The Engineer will be
reimbursed at actual costs plus ten percent ~1 D°lo} far airfare, ground transportation,
lodging, and per dier~ meal expenses. The Engineer may be required and authorized
by the City Attorney to retain the services of sub-consultants. The Engineer will be
reimbursed any sub-consultant, computer modeling, copying and mapping casts
authorized by the City Attorney at actual cast. Travel expenses will be will be
documented by photocopies of receipts and invoices.

The City of Corpus Christi City} water supply system consists of Choke Canyon Reservoir ~CCR}, Lake
Corpus Christi ~LCC} and Lake Texana ~LT~, which are operated together to provide water to City of
Carpus Christi and its customers, The City operates CR and LCC under the provisions of the Texas
Commission on Environmental Cuality's {TCEQ} X001 Agreed Order Agreed Order}. This Agreed Order
establishes guidelines for how the reservoirs are to be operated and provide freshwater inflows to the
Nueces Bay and Estuary ~B&E}. The Agreed Order specifies a monthly inflow target far the B&E that is to
be satisfied by the pass-through of inflow from the CCRILCC system and return flaws to Nueces Bay and
other receiving estuaries. This monthly target varies depending an the combined reservoir system
volume of CCR and LCD. The amount of water passed through to the B&E may be fens than the targets
depending an the amount of inflow to the reservoir system and the salinity levels in the bay. For October
~g07, the City is eligible for a ~S~Io target reduction, as specified in the Agreed Order, based on ten
consecutive days of daily salinity average recorded at the Nueces Bay salinity monitoring station being at
least 15 psu below the salinity Upper Bounds.
The Agreed Order includes a provision section ~,f,~} that allows for a portion of the monthly pass-through
to be delivered by a pipeline.

The Agreed Order, however, does not specify haw the pipeline is to be operated to satisfy B&E
requirements. The Rincan Diversion Pump Station is essentially complete end an operating plan is
needed. The purpose of this scope is to evaluate several operating scenarios for the pipeline and provide
a recommendation to the City far a preferred operating scenario far the pipeline. if during the course of
developing the preferred operating scenarios, it is beneficial to recommend changes to the Agreed Order,
these changes will be identified and presented in the recommendation to the City,
The scope presented below includes two meetings with the City during the course of the study to
coordinate the work effort, Meetings beyond this level shall be reimbursed as additional services at
S,SOa per meeting. The final deliverable for this project will be a technical memorandum detailing the
results of the study.
Five tasks have been developed to address the issues of this study. These tasks are outlined in the
fallowing paragraphs.
TASK ~~.1 ~ Data Collection
The City has been operating its water supply system under a version of the Agreed Order since the early
~ 99o's. Data will be collected from existing sources since the order has been in effect, to include
reservoir inflows, reservoir pass-thraughs and water supply releases from LCC, B&E targets, B&E inflows,
and other pertinent information. This data will include UOS streamgage data, including the Nueces
River at the Mathis gage and at Calalien gage. The data will be compiled in a spreadsheet and used to
facilitate the rerr~aining tasks.

The City of Corpus vvater Bupply Model ~Model~ simulates the City's water supply system and Agreed
order requirements. The modeled Laver Nueces River streamflow values below lrCC from X994 to ~OD3
will be reviewed and compared with measured flaws between the Nueces River at Mathis and Caiallen
gage and differences will be identified. If the streamflow values in the Model need revision, an additional
services amendment will be prepared for the City.
After data collection, a meeting will be conducted to get input from the City regarding their ideas on
potential operating scer~arias.
TAi~ ~ 6.Z - Operating cenari~ development
The data collected in Task ~ will be used to develop and evaluate up to faun potential operating scenarios
for the pipeline. dome of these scenarios include:
Operating the pipeline to rr~inimi~e operating casts.
• Operating the pipeline to deliver the first 3,000 acft of any required pass-through.
Operating the pipeline in a manner that delivers the required pass-through, within the capabilities
of the facility, in pulses, or large slugs, aver various periods of time,
• operating the pipeline to deliver the rerr~aining monthly B&E inflow requirements, within the
capabilities of the facility, at the end of the month.
If more than four scenarios are eleoted far evaluation, the additional scenarios beyond four will be
evaluated under a separate, additions! services agreement. scenarios will be developed with input frorr~
the city to identify the key goals each strategy should accomplish ~i.e, economic, political, and~or biologic.}
The Rincan Bayou Diversions} Pump station and Pipeline system is comprised of three 350 horsepower
mixed flaw submersible pumps and approximately two miles of pipe. The system will transfer a maximum
of 5,000 gallons per minute ~~65 acftJday or ~ 8,004 acftJmo~ from the Nueces River to the Rincan
Bayou with all three pumps operating. The system's pumping rate is variable only to the extent that one,
two, or three pumps can be operated simultaneausly~ vllith two pumps operating, the system will pump at
approximately ~4G,aaa gallons per minute X203 acftlday or ~ G,~00 acftlmo~}The pump station is in the
process of being equipped with communication and control equipment that will allow complete integration
into the City's CADA system. These design specifications will be considered during the development of
the Rincon Pipeline operating scenarios.
TASK ~ 6.3 - Operating cer~a~ia Recvmrne~dation
Task 3 will involve simulating each of the scenarios developed in Task ~. This will produce several "what-
if'situations that can be used to illustrate the various operating scenarios had they been in place since
the 'rnitial Agreed order issued in 1 g9~. Analysis of these results should provide the appropriate
information necessary to select a recommended operating plan forthe pipeline.
The CP&L energy rate structure will be evaluated and analysis performed to determine the most efficient
operating strategy with respect to pumping casts.
These results will be presented to the City in a meeting where a reaommen~ed strategy will be identified.
TASK ~ 6.4 -Alternative Operating Procedures and Identification of Potential Modifications to the
Agreed Order
During the course of this project it is anticipated that carne additional benefits of operating the Rincon
pipeline may be identified that da not constitute an operating scenario by themselves. For example, the
pipeline could be used to occasionally remove high salinity waterfrom the Calallen pool during draught
conditions. Normal pipeline operations will likely be limited to 1 foot of drawdown to minirr~ize water
quality cancerns~ A summary of potential additional benefits of the pipeline will be prepared and included
in the technical memorandum.

In the process of developing and selecting operating scenarios for the pipeGr~e, potential modifications to
the Agreed order may be identified, These potential changes to the Agreed order will be discussed with
the City and included in the technical mer~orandum for consideration. Meetings with City Council,
Nueces Estuary Advisory Council andlor TCEQ to discuss the operating plan, potential modifications to
the Agreed order, or other issues wiCl need to be negotiated with the City in an additional services
agreement.

Twa meetings with the City are anticipated far the development of the Rincon Pipeline operating plan.
The first meeting will occur early on in the process to get input from the City regarding their ideas on
potential operating scenarios, and a second meeting tewards the end of the project to present the results
and a recommended operating scenario.
A technical memorandum wilt be provided to the City describing data collection, development of up to Maur
operating scenarios, the recommended operating scenario, any recommended changes to the agreed
order, and other additional operating alternatives identified during the course of this study.
