This is the third and final phase of the Salt Flats Drainage improvements end will indude modiflcatians along the existing channel from approx. Sta. ~+~~ dust south of discharge to ship channel} to Ste, ~ fi+54 ~norkh side of Part Aver. Construckian plans for the entire Salt Flats project were developed and originally completed in ~aaa. The subject portion of the project was never bid and, due to hydraulic and construction issues with the existing railroad budges, a change in channel design was proposed in 2aa~ . The proposed changes have never been incorporated into the Phase III portion of the plans. Phase Ill has recently .became significantly snare important far carnpl8tion due to the recent move to tie the existing Broadway VVTP's 4~ inch die. eft~uent pipeline into the existing Soft Plats Channel. The project involving the effluent pipeline is being lane by another firm in conjunction with the planned improvements to the Broadway WTP. By moving the ef~uent discharge to the nearest availaBle point into the Salt fiats drainage channel eliminates the significant cost to rehaf~ifitate or replace the existing 4~ inch pipeline all the way to the ship channel and eliminates having to lower the existing pipeline in two locations where it crosses the Sa#t Flats Channel. The cast savings alone from net having to lager the pipe at the channel crossings is approx. ~~2,aa. It is recommended that the Phase lil ir~praver~ents be scheduled and completed as loan as possible so as no# to delay the rerouting of the 4 inch effluent pipeline and sa that the proposed channel improvements construction would not have to deal with the deify flaw of effluent from the plant, These services do not include the design and cantructian of the proposed ~e-in of the existing 42 inch pipeline into the channel, It does include same time far a~rending the existing IiSC~E permit for adding the 4~ inch ou~all to the Salt Flats channel. Vl~e propose to provide the fallowing services: • Produce plans and specifications to bid the project for Phase III. Existing plans will fie used as much as passible but mayor modifications are required to the channel improvements due to the previously approved change in design. • Assist the City in Bidding the project and providing the construeion administration.
