1. DECLARATIONS. CITY desires to engage CONSULTANT to provide services in connection with
City's project, described as follows: Oso Water Reclamation Plant Effluent Reuse Pump Station (Project
No. 7259 "PROJECT".
2. SCOPE OF WORK. CONSULTANT shall provide services for the PROJECT in accordance with
the accompanying Letter, Scope of Services, and Fee attached as "Exhibit A."

Urban Engineering prepared plans in 2004 for the Oso WRP Effluent Pump Station (City
Project No. 7259) and the project was bid but not awarded due to high bids and funds available.
The project included a pump station with vertical turbine pumps, hydronuematic pressure tanks,
flow metering and debris screening to supply the Oso WRP non-potable water system and off-
site customers. The offsite customers include four golf courses, Texas A&M University,
Memorial Park Cemetery and City Park. We have been requested to provide an engineering
fee proposal to prepare this project for bidding again. Engineering services required to bid this
project at this time are described in the following:
1. Preliminary:
Determine whether the previously used design flows to the various customers are still
valid. Meet with customers, discuss their requirements and update design flows.
2. DesigNBidding:
The work required to revise, update and re-issue the previously completed contract
documents are anticipated to be as follows:
• Update the existing Contract Documents to present City standards including a new
bid date.
• Update the existing Plans to present City standards.
• Add °REBID" to cover and each sheet.
• Investigate existing conditions, including electrical, to verify what changes have been
made since the project was originally designed. The existing plant road has shifted
toward the proposed structure location, a new Electrical Control Room (ECR) has
been constructed and a new perimeter fence has been constructed.
• Update the electrical design. The original design was served by the AAGCs in Lift
Station No. 2 building. In 2007 a new Electrical Control Room was constructed with
new MCCs and the old MCCs were decommissioned and removed from Lift Station
No. 2. Electrical engineer will have to redesign the new pump station power service,
provide new One Line Diagram and update drawings.
• Delete the proposed piping to the Oso Beach Golf Course. Modify the plans,
specifications and bid proposal to reflect this change.

• Delete the proposed circular perimeter brick fence from each sheet and show the
new brick security fence recently constructed.
• Modify civil drawings to show new ECR and new location of plant road.
• Revise the route of the non-potable water pipe tie-in to go around the new ECR.
• Review previously selected and designed off-site efflpent pumps for new system
capacity. Revise pump selection, plans and specifications as necessary.
• Update system modeling with new proposed effluent transmission piping routes and
verify pump selection.
• Furnish complete construction and bid documents including specifications for City
staff review and approval. Provide 1 copy of 100% complete plans and bid
documents to the City staff for review and approval purposes with estimates of
probable costs.
• Upon approval by the Director of Engineering Services, provide one (1) set (hard
copy and electronic) of final plans and contract documents suitable for reproduction
(In City Format).
• Prepare addenda, attend bid gpening, review bids and provide recommendation to
city.
3. Additional Services -Topographic Survey (Allowance)
• Should it be necessary to resolve conflicts or verify existing conditions, provide
survey work to locate existing utilities, structures, etc. in the area of the proposed
effluent pump station.
We request that our present AE contract be amended to add the engineering services to
accomplish the additional work. This amendment includes additional fees for basic services and
topographic survey to the original contract. The very preliminary estimate of probable
construction cost of $1,300,000.

b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
