Director of Engineering Services 1201 Leopard St. Corpus Christi, Texas 78401 RE: OSO WRP PROCESS IMPROVEMENTS BELT FILTER PRESS BLDG. REPLACEMENT (PROJECT NO. 7423 Man-hours/Cost Breakdown for Amendment No.1 to the contract. Dear Mr. Anaya: During the preliminary phase of Oso WRP Process Improvements, Belt Press Building Replacement Project, the Wastewater Dept. staff had requested us to relocate the proposed Belt Press Building towards the west fence line of the Oso WRP property. Also, the staff had requested us to modification solids stream of the treatment plant which requires sludge to be drawn directly from digester # 1 for dewatering, instead of from the post thickener tanks, as originally designed and built. The other modifications to the solids stream include relocation of waste activated sludge (WAS) pumps discharge lines from the pre-thickener tanks to aerobic digester # 2 & digester # 3. The changes are justifiable as by relocating the building (which will be a tall building) towards the back of the property, it will be away from the Ennis Joslin Blvd. Also, as the sludge will be drawn from digester # 1, the dewatering building will be constructed close to the source of sludge to be processed. The elimination of thickeners from solids stream is necessary as the sludge becomes septic and causes emission of sulfide gases by the time it gets processed in the thickener tanks. The process change will require installation of pumps in a new pump station next to the proposed dewatering building, which again was not included in the original scope of work. The original scope of work required replacement of existing progressive cavity pumps. EXHIBIT "A" Pa e 1 of 5 . As you are aware, we have submitted a Preliminary Engineering Draft Report and as the scope of project has changed, it will be revised to reflect the requirements of the additional tasks. Following is the list of additional tasks or modifications of the tasks which are to be performed for the project. Item No. 1 Topographic Survey of the area where the new building will be constructed. It will include survey along the access road between the existing concrete pad for container storage on east side of the headworks to the proposed building and the area around the proposed dewatering building site, at least 300 feet beyond the building perimeter. It will also include tying down of all above ground existing structures, manholes and pull boxes. Topographic survey will also include the area of the plant through which the two force mains will be rerouted. The topography survey work for the original site per the existing contract was provided by the City Surveyor which was completed much earlier during the initial award of the project. Item No. 2 Hydro-excavation and/or preconstruction excavation of the existing process lines and electrical duct banks to identify the location and depth of the infrastructure so that they can be relocated, if necessary for the construction of the new dewatering building. Item No. 3 New Odor Control System for the Sludge Dewatering Building is proposed. This will require designing an in-ground odor control system for the new belt filter presses. It will include individual gas or fume hoods over the gravity section of the three belt filter presses and duct piping, water and drain lines and electrical system. Item No. 4 Construction of a new sludge pumping station with four double disc type of pumps complete with force mains for four belt filter presses and electrical controls. This pump station will be dry pit type constructed at an elevation -10.0 ft from the finished grade so that the pumps suction line remain in flooded condition. A jib crane will be included for removal and maintenance of the pumps. Item No. 5 Existing sludge pumps station for pumping sludge from Digester # 1 to Post Thickener will be demolished to below grade. Prior to demolition, all pipes including the wall spools will be filled with grout and plugged. The concrete structure will be demolished and all concrete up to 3 ft below the ground level will be removed and hauled away. All mechanical equipment and electrical components, if not salvageable shall be removed and hauled away, as well. The dry pit of the pump station will be filled with clean dirt and compacted to 90% Modified Proctor Density. EXHIBIT "A" Pa e2of5 - 3 - October 2, 2009 Item No. 6 Sludge from existing post thickeners will be removed and hauled off and disposed according to the requirements of TCEQ and to comply with TCEQ's Chapter 217 rules. All equipment and walls will be washed down and drained to the head works of the plant once the sludge is removed. Item No 7 All mechanical equipment from the two post thickeners and the sludge pump house wilt be removed and hauled off and disposed off. Once the equipment is removed, all pipe ends from and to the post thickeners will be plugged using concrete grout. The concrete structure will be demolished up to 3 ft below grade. The voids will be filled with clean dirt and finally compacted to Modified Procter Density of 90% and the area will be seeded. Item No $ Demolition of existing sludge dewatering building including the conveyor system. This will require removal all electrical and mechanical equipment and disposal of any unsalvageable equipment. The building will be completely demolished, at least to 3' 0" below finished grade and all concrete rubble will be removed and hauled off. Item No 9 Demolition of old Maintenance Building. The dilapidated corrugated metal building will be removed along with the steel structure and the concrete slab. The site will be cleaned and all debris will be removed from site and voids will be filled with top soil and the area will be seeded. Item No. 10 Prepare specifications for a sludge hauling truck to be used with roll-off containers. Prepare drawings and specifications for two sizes of sludge containers, 25 yds for sludge and 12 yds for grit. Also, to be included as part of the bid proposal, the purchase of one sludge truck, four large containers and two small containers. Item No. 11 Modify the area near the headworks to handle new grit containers. We understand that this request is significant in size as it accounts for approximately 475 man-hours for Preliminary Phase and Design Phase of the Project which amounts to additional fee of $ 37,561.00. The additional services fees which include topography survey and hydro-excavation at the site is $ 12,370.00. The total amount for the Amendment # 1 of contract is $49,931.00. The Construction cost estimates for this additional work is about $ 760,000.00. With this amendment to the contract, we are requesting that the completion schedule of the project be revised as shown below. Overall, 76 days are added to the schedule. The preliminary stage has shifted by approximately 50 days and fifteen days are added to the construction phase.
