Texas. hereinafter called "City", and the Division of Nearshore Research [DNR} at Texas A&M University - Gorpus Christi, hereinafter called "DNR", hereby agree to amendment of the Contract as approved by Council February 2fi, 2008 [M200$-052} and administratively amended on March 3, 20D8 and toy Motion 20D8-OD7 on January 13, 2D08 and by Motion 20D9-091 ^n April 14, 20D9 as follows: Section I I Scope of Services, A. Tasks 2-3 is amended to read as follows: II. SCaPE GF SERVICES A. TASKS: DNR will continue to conduct the comprehensive study of change in channel depth, shoaling, scour, shoreline position and beach volume at Packery Channel. The monitoring program wdl include the collection of bathymetric data in Packery Channel and the surrounding nearshore, measurement of elevation along the adjacent beach and bayside channel [shoreline position}, and elevation measurements across the Mollie Beattie Coastal Flabitat Community. The monitoring program will include measurement of currentvelacity in the channel that is presently sponsored by the USACE, Coastal Hydraulics Laboratory and Coastal Inlets Research Program. Specific tasks #a be undertaken are set out as follows Task '#. Project Management Task 1. Project Management 1-1. Project Management, analysis reporting, technical support and data archive. 1-2. Aerial Photography Description: Acquisition of annual rectified aerial photographs of the Packery Channel region including the entire channel from the GIWW to the Gulf of Mexico [GflM}; including North Padre and Mustang Islands from the south end of the seawall to Newport Pass. Photographs are applied in ArcGIS environment for comparative analysis of change relative to key features and as a reference far overlay of data and terrain models. Purpose: Far interpretation of large-scale changes in vegetation, dune line, and inter-tidal regions adjacent tothe inland segment of the channel as well as along Padre and Mustang Islands. In addition, the aerials are appropriate far visuals and explanation aids to residents and laypersons. Schedule: Annual [AugustlSeptember 2010} pending weather conditions and one event as needed. Task 2. Measurement of Morphologic change in Packery Channe! and along Mustang and Padre Island. 2-1. Beach Profile surveys Description: The beach profile survey provides information on changes occurring at 18 specified locations from the Nueces Kleberg County Line •~ north of Fish Pass. There are historic da#a #ar these locations since 1995. Elevation measurements are collected along transects that initiate landward of the dune or other landward limiting feature (seawall} and extend offshore up to one mile into the Gulf of Mexico. Purpose: To document changes in features such as the beach berm crest, sand bars and dune crestas shown in Figure 1. The data are applied to calculate volumetric change along historically surveyed areas of the beach, to identify trends or changes in the shape and width of the beach, and to verify shoreline position da#a. Schedule: One annual survey conducted during August 2010 2-2. Shoreline Position surveys Description: Elevation data are collected by RTK GPS across the beach from close to the dune tae to the water line along a zigiag path. The beach is surveyed from south of the Nueces Kleberg County Line to north of Fish Pass. Purpose: These surveys are an efficient and low-cost way to measure changes in the width of the dry beach over a large region Within a few days, a large sectipn ^f the beach can be measured to de#ermine changes in shoreline position from which regions of beach erosion and accretion can be determined and potential "hot spots" can be identified Figure 2 shows the shoreline ppsition measured from prior to construction in August 2003 to January 2010 (winter survey} Monitoring the seasonal position of the shoreline will assist in management of beach vehicular access south of the inlet and addresses persistent regions of shoreline recession identified fronting the North Padre Island Seawall and Whitecap 131vd. - - - '~eduie September 2010, January 2D11 and June 2Q11. 2010-131 M2010-Qg~,earshore depth and morphology (bottom features} 441~711~,rvnngl~NRConlraCtAmda-2010-2011.doc Page 1 of 3 TAM[]-CC (DNR} ~N~~I~+tG~ Description: These bathymetric surveys cpmbine single-beam and multi-beam sonar coverage tp prpvide high resolution of features more economically. Purpose: to define features such as shoals [areas of deposition} and scour [areas of erosion) in the channel, nearshore and around structures as shown in Figure 3 and 4. This data may be applied to calculate volumetric change in the channel that can be applied to estimate the volume of sand available fpr a future dredge cycle. The data are applied to interpret trends in sediment transport as well as to calculate volumetric change, the calculatipn of sand loss or gain on the beach, for nourishment projects and to identify potential regions of shoaling which could limit navigation. A primary applicatipn of this data is to assist with determining potential scheduling of dredge cycles. Schedule: Tentative survey schedu#e' September 2010, January 2010, and June 2011. 2~. Inland Channel Segment and Mollie Beattie Coastal Habitat Community ~escriptian: Measure elevation along transects [survey lines) roughly perpendicular to channel orientation starting at khe location of mean higher high water [MHHW} shoreline position along the south shore and then extending across the channel to the location of MHHW shoreline position or until a limiting feature [such as coverage of a raised placement area} is defined. Measure the MHHW shoreline position along the south shpre of Packery Channel from the HWY 361 Bridge to the Relief Channe! west of the channel dog leg. Figure 5 shows the location pf transects in the study area and the region of greatest change in bank position. Purpose: These surveys define change in the inland segment of the channel that borders the MBCHC. Analysis of these survey data sets provide :quantification of change in primary and upper bank width along MBCHC. Schedule: Tentative survey schedule: September 2D10, January 201'!, and June 2011. Additional surveys may be required if surveys indicate that the rate of change increases during the study period 2-S. Event and Environmental Assessmen# gescriptivn: Surveys may be needed beyond the seasonal designation, such as after storms, and to assistwith the investigation of sensitive environmental habitat or anthropogenic influences on the coasts! environment. Monitoring efforts include but are not kimited to those Tasks outlined in this proposal. Purpose: To define morphology immediately before or after a storm event or related to sensitive habitat such as the MBCHC without time restrictions associated with amendments. FEES AUTHORIZED The City will pay ^NR a fixed fee not tp exceed $939,639.00 for providing ail services for during the contract term [12 months}. The fee consists pf an original contract fee of $241,487.00, a fee for Amendment Na. 1 of $11,020.00 and a fee far Amendment No. 2 of $61, 715.D0 and a fee for Amendment No. 3 of $299,90D.00 and a fee for Amendment No. 4 of $325,517.0D This #ee will be full and total compensation for all services provided and expenses incurred in performing the tasks specified in Sectipn II. Invoices will be submitted tp the Direetorpf Engineering Services. Invoices will be submitted nv mare frequently than once per month for services rendered. All invoices shall be accompanied by a cover letter summarizing project status and the tasks undertaken during the time period covered by the invoice. Invoices will be based on the Task Fee set out by this contract amendment. Invoices will be sequentially numbered far each project, state the project name (Packery Channel Quarterly Monitoring Project} and City project number [5228}. The letter shall state the number of the current invoice, the total authorized fee, the amount previously invoiced, and the current amount due. Statementswil! be based upon percent of project completed. However, a final payment of $3,500 will be retained until delivery of the final report. It is mutually acknowledged that fees authorized by the original contract or any prier amendment not invoiced may be used to defray the costs and expenses of Amendment No. 3 or for such additions! tasks as may be directed by the City Manager or his designee. However, any task or additional service that requires additional funding beyond that authorized will be evidenced in writing as an amendment to this contract. Williams Division of Nearshore Research The Conrad Blucher Institute for Surveying and Science Texas A&M llni~ersity-Corpus Chris#i The monitoring effort described in this proposal is a continuation of a comprehensive study of change in channel depth, shoaling, scour, shoreline position and beach volume at Packery Channel. This study began in 20x3 under sponsorship of the U.S. Army Corps of Engineers, Galveston District and was continued under the sponsorship of the City of Corpus Christi during 2008110. The Division of Nearshare Research, at the Conrad Blucher institute far Surveying and Science, Texas A&M University-Corpus Christi continues to lead these investigations. The monitoring program includes the collection of bathymetric data in Packery Channel and the surrounding nearshare, measurement of elevation along the adjacent beach and bayside channel (shoreline position}, and elevation measurements across the Mollie Beattie Coastal Habitat Community (MSCHC}. The monitoring program also includes measurement of current velocity in the channel that is presently sponsored by the USACE, Coastal Hydraulics Laboratory, and the Coastal Inlets Research Program. Purpose Seasonal survey data collected since August 2005 indicate that sediment transport and thus change in depth in Packery Channel is seasonally driven, in large part by fluctuations in current velocity that are influenced by wind forcing. Far example, sand shoaling is typically observed at the end of the summer period when the wind is directed out of the 5E and currents following the tidal signal. Scour and channel flushing occur during strong periods of ebb flow, when the ebb tide is enhanced by frontal systems pushing off the coast from the northwest. Channel scour is observed during the winter months with reduced shoaling typically observed by December or January. In addition, analysis of pre- and post-storm data collected as Hurricane Ike approached the Texas Coast shows that substantial change in bottom features, similar to that which would occur over a single seasonal period, can occur at Packery Channel in just a few days during hurricane surge and as water forced into the bay returns to the Gulf of Mexico, Post- storm recovery of the channel has been monitored since Hurricane Ike to determine if the large of volume of sand that entered the channel during the storm and subsequently by wind-driven transport of sand from the beach during 2009, a consistently dry and wind Exhibit A-4 Pa etof8 year, was removed as the channel was scoured by wind-enhanced ebb flaw ^ccurring during the following winter of 244911 ~. Analysis of the January 2416 data shows that ebb flow enhanced during multiple fronts directed out of the northwest has indeed removed a substantial volume of sand on the order of 24,404 cu yd from the entrance and inner channel into the Gulf of Mexico. In the process, scour resumed at the mouth of the channel with no ebb shoal development at the channel mouth to date. The results of the monitoring program show that Packery Channel and the surrounding wetland and beach are dynamic and change rapidly, on the order of days to months depending on the wa#er level, wind and wave conditions. Storms farce the mast rapid change while storm recovery may occur over the course of months to years. The data collected thus far has provided documentation of; 1 }timely identification of shoaling and scour relative to typical and storm induced forcing, 2) interpretation of seasonal trends in sediment transport, 3} quantification of sand volume available for dredging in the channel, 4} quantification of change in primary and upper bank width adjacent to MBCHC and 5) calculation of shoreline position change and rate of change along North Padre and Mustang Islands. In addition, ongoing analysis shows that the channel has recovered from shoaling that occurred during Hurricane Ike, there is na ebb shoal and the channel is still fully navigable with no dredging recommended at this time. The identification of seasonal trends in sediment transport and regions of concern tv navigation and environmental conservation continue to support the City of Corpus Christi's proactive management of the shared system that is Packery Channel, MBCHC and Mustang and North Padre Island. Therefore, the continuation of seasonal and starrn monitoring is proposed to provide timely updates on changes in depth related to shoaling and scour and to support informed management decisions related tv dredging and sand placement on the adjacent beaches. The analysis of these data will assist in determining areas of shoaling and scour in the channel, changes in extent of the adjacent wetland and changes in beach width along North Padre and Mustang Islands in the future. The present proposal is suggested as an amendment to the existing contract far monitoring at Packery Channel. The fallowing Tasks are outlined as a guide with one adjustment to the previous monitoring cycle. It is proposed that surveys be conducted three times annually tv describe peak season [June, September, and January) as opposed to four surveys annually. Analysis has shown that the peak seasonal condition can be captured during these three surveys which allows for additional funding to be retained far emergency and special environmental surveys and analysis that may arise during the course of the contract year.
