CITY ^F CORPUS CHRISTI
AND THE
BEAUTIFY CORPUS CHRISTI ASSaCIATIQN
This agreement ("Agreement"} between the City of Corpus Christi ~"City"} and the
Beautify Corpus Christi Association {"BCCA"} formalizes the parties' joint mission to
lead efforts to achieve and maintain a cleaner, healthier, and more beautiful
environment for the enjoyment of residents and visitors tv the City. BCCA will work
closely with the ^irector of Environmental Services, or designee, to assist in addressing
issues related to environmental activities ^r education, especially as it relates to illegal
dumping, litter, recycling, and graffiti. The purpose of this Agreement is to solidify the
parties' coordinated efforts in the areas of:
^ Providing leadership during community events for maintaining a sustainable
environment;
• Promoting and assisting with City-wide environmental programs.
• Participating in anti-graffiti efforts including sustaining efforts of volunteer groups
and the Corpus Christi Police Department;
• Increasing communication throughout the community regarding anti-litter and
beautification activities;
• Encouraging neighborhood clean-up campaigns;
• Improving attitudes about recycling and increasing participation in the recycling
program, and increasing waste diversion through new City recycling initiatives;
: Distributing information and educational materials regarding environmental
subject matters; and
This Agreement is effective from date of execution through July 31, 2010.
BCCA shall designate the following City officials as ex-officio {non-voting} members of
its Board of Directors: Director of Environmental Services; Director of Solid Waste
Operations; and Director of Parks and Recreation Operations; or their designees.
The City shall provide a grant of $12,500 to BCCA in return far BCCA's efforts to
implement the scope of work described in Attachment A. The budget far this
Agreement is established in Attachment B.
This agreement may be terminated by either party, by providing 30 days written notice,
with ar without cause. If terminated, a prorated amount the $12,5Q^ grant will be

refunded tv the City. Future agreements are dependent upon inclusion of appropriated
and designated funding in the City's approved annual budget.

^ Annual Wvrk Plan
Within thirty (3Q} days of the effective date, the BCCA Executive Director shall
provide an annual work plan that outlines activities #hat complement the items
included in the Letter of Agreement to the Director of Environmental Services.
THE F4LLGWING ITEMS WILL BE CDCRDINATED WITH THE CITY'S EX-
GFFICIG BDARD MEMBERS, DIRECTOR OF ENVIRGNMENTAL SERVICES,
OR DESIGNEE, AN^ OTHER CITY STAFF A5 DIRECTED:
• Promotion of City of Corpus Christi's City-wide Enviironmental Programs
BCCA shall help educate citizens about the City's various environmental
programs at the direction of the respective City departments ~i.e., Environmental
Services, Water, Storm Water, Solid Waste Operations, Household Hazardous
Waste Projects, Wastewater, and Code Enforcement} in an effort tv achieve a
higher level of environmental excellence for the community.
• Community Events
BCCA shall provide clean-up assistance at community events, such as the City's
Fourth of .tuly parades and Buccaneer Day Parade, by distributing trash bags tv
participants in ^rder to educate the public about containerization and proper
waste disposal.
BCCA shall continue to take a leadership role in speaking tv civic groups, clubs,
students at area schools, and participants at area fairs and Other venues tv
promote environmental excellence and sustainability throughout the community
in efforts to improve the City's aesthetic image.
• Public Information and Education
BCCA shall coordinate a teacher training session presenting the "Keep America
BeautifuP' and "Waste in Place" curriculums for local teachers and school
administrators. BCCA shall conduct presentations at civic groups, public events,
and schools to inform the public and educate them ^n the programs in our
community pertaining to this scope of work.

• Anti-Graffiti Efforts
BCCA shall assist the City by taking a proactive rule in sustaining the efforts of
the Corpus Christi Police ^epartment and various volunteer groups. BCCA will
facilitate public awareness campaigns when possible and assist in coordinating
eradication efforts.
• Community Communication on Anti-Litter and Beautification Activities
The BCCA Executive Director shall actively participate in anti-litter and City
beautification efforts and communicate with current and future leaders of
organizations, businesses, and citizens about the City's anti-litter and
beautifcativn activities at both formal and informal public events.
BCCA shall continue to partner in significant landscaping projects in the City.
BCCA shall work with TXDGT to ensure proper maintenance and adequate and
appropriate plant material along our community's right-of-ways.
BCCA shall submit an application to Keep Texas Beautiful for the Governor's
Community Achievement Award. A copy of the completed application must be
submitted to the City's Environmental Services Department for recvrdkeeping.
• Neighborhood Clean-Up Campaigns
BCCA shall assist in scheduling, promoting, cvvrdinating, and supervising at
least four t4) community-wide clean-up events and two {2} Adopt-A-Beach clean-
up events. BCCA shall coordinate the dates with City staff tv ensure that
adequate resources are available to support the events. BCCA shall take a lead
role in cvvrdinating the recognition of participating organizations and individuals.
Utilizing additional grants, donations, funds, supplies, and in-kind assistance from
other entities, BCCA sha11 provide clean-up kits, including trash bags and gloves,
to citizens involved in clean-up events. BCCA shall communicate the availability
of the clean-up kits as well as other resources to the community.
^ Recycling
As part of the anti-litter and beautification efforts, the BCCA Executive director
shall participate in recycling events and educate the public about the value of
recycling.

• Litter Critter Program and Household Hazardous Waste
BCCA shall continue to communicate to area groups and associations about all
City programs that are currently offered yr modified during the term of the Letter
of Agreement. These City programs are offered in an effort to increase
participation and, thereby, reduce the amount of debris that is disposed illegally.
Beautification Projects -The design and funding of a community garden called
"The Gardens at Cole Park" will continue. The BCCA goal is to create and
maintain an education garden that demonstrates the variety and beauty of
coastal salt-tolerant plants in our City's premier park. Development of park
improvements that impact the community will continue under BCCA guidance
and leadership.
Tree Farm ~ Propagation Facility -- The re-opening of the Tree Farm and
creation of a Propagation Center includes a Memorandum of Understanding
(M.O.U.}with the City and establishment of the new location at Solid Waste
Services at Ayers and Hygeia. This is an important project to be developed in
the coming year. This partnership includes the City of Corpus Christi Parks
Department as well as Solid Waste and the Texas A&M AgriLife Extension and
Master Gardeners. The goal is to establish a demonstrativnleducation facility
with an education facility and touring garden that offers tours to the community
similar to the Earthi[rnd garden in Victoria, Texas. Previous activities included
Tree Week (on-campus education for approximately '1,~gQ 5t~' graders}, an Arbor
Fest celebration, public Tree Plantings, the Arbor Day Poster Contest, and the
goal of achieving "Tree City USA" status. Many of the annual events can be
resumed with access to trees that can be donated to churches, parks, schavls
and non-profit organizations.
• Adapt-A-Median Program - As part of a new volunteer program, the BCCA
board members have secured the median on Shoreline at "Orion's Belt", an art
sculpture at the waterfront, with the intention of weeding and maintaining the
area. Further promotion of the program will be incorporated into the Public
Outreach Campaign.
• Texas Commission on Environmental Quality {TCEQ) -BCCA conducts
illegal dump site clean ups in Nueces County using fine monies from
environmental violations. These efforts will continue in the Zg1g contract period.

THE FALLOWING REQUIREMENTS WILL BE PRESENTED TG THE CiTY'S

• Reporting
The BCCA Executive ^irector shall provide quarterly executive summary reports
to the Director of Environmental Services or designee, and tv the City's Ex-officio
board members or their designees. The reports must summarize the activities
included in this agreed upon scope of work and the progress made. Any
deviations from this scope of work must be included. The quarterly reports must
include copies of alt monthly financial statements approved by the BCCA Board
of ^irectors during the period. The reports are due May 31, 2Q1Q, and August
31, 2Q1~. The final report must summarize activities carried out in accordance
with this scope of work, all accomplishments, and any deviations.
• Review of Fnancial records
Upon the City's request, BCCA agrees to make any and all financial records
available for review.
• Cvntra~t management
Management and primary contact for compliance with this scope of work and the
Letter of Agreement is the Director of Environmental Services or designee.
