AMENDMENT NO. 2
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas hereinafter called "City", and PIPELINE ANALYSIS LLC, agree to the
following amendments to the Contract for Engineering Services far Sanita Sewer Overflow Initiative
ISSOI}Program, as authorized and administratively amended by:

EXHIBIT "A", SECTION 1. SCOPE OF ENGINEERING SERVICES, PART A. BASIC SERVICES, shall
be modified by the additional paragraphs shown below:
7. SSO Initiative Final Plan Reports for AI_lison, Whitecap, and Laguna Madre Service Areas -The City
currently has voluntarily entered the TCEQ SSO Initiative for the Oso service area and recently has
voluntarily entered the TCEQ SSO Initiative for the Broadway and Greenwood service areas. This
Amendment will prepare separate SSO Initiative Plans for each of the three additional designated
service areas. With this Amendment, all services areas will have a TCEQ SSOI Plan. A requirement
of the program is development of a comprehensive plan of action to address SSO's. Information
obtained during the CMOM will be incorporated into the SSO initiative Final Plans. The Final SSOI
Plans must be submitted within 18D days of the acceptance into the TCEQ SSOI program. AIE must
meet this deadline and provide adequate time for City of Corpus Christi reviews. AIE will prepare three
(3) copies each of the Pre-Final SSOI Plan reports which summarize all findings, recommendations
and estimated implementation costs. Review comments will be incorporated into the Final Submittal
Report and five (5} copies, each with electronic copies, submitted to the City. The SSOI Plans far
Allison, Whitecap, and Laguna Madre Service Areas covered under this Amendment will include the
fallowing:
1. A 10 year term comprehensive SSOI plan.
2. Description of cause of SSO's and measures staff will take to mitigate the impact of continuing
SSOs.
3. Past review of sewer evaluations.
4. Future comprehensive sewer system evaluations needs.
5. Specific corrective measures and milestones for addressing SSOs.
6. Program schedule for completing corrective actions.
7. Development and implementation of improvements to O&M to ensure permit compliance.
8. Description of all funding sources. Using the data compiled in the CMOM Report, the AIE will
work with City staff to build specific draft recommendations and alternatives based on normally
accepted practices of other cities and utilities. AIE and staff will consult with the City's Finance
Department and prepare final recommendations for inclusion in the SSOI Final Pian Report.
9. Development of performance indicators to measure effectiveness of the improvements.

Dear Mr, Biles,
The Texas Cornmissian on Environmental Quality (TCEQ) has developed a voluntary Sanitary Sewer
Overflow (SSO) outreach initiative (SSOI) to assist municipalities with addressing SSO's that might
escalate to such a degree as to cause a negative impact on human health and safety or the environment.
Participation in this outreach initiative is entirely voluntary. City of Corpus Christi have reviewed the
requirements of the initiative and met with TCEQ staff to discuss details of the initiative for the Oso
service area. As a result of this meeting and staff review, the City of Corpus Christi has agreed to
participate in the TCEQ SSO outreach program. The prime contract will provide the technical assistance
necessary to prepare a SSO Initiative Plan for the Oso service area and acity-wide CMOM (Capacity,
Management, Operation & Maintenance) Self-audit to meet TCEQ and proposed EFA regulations. The
original contract included the development of a SSO Initiative Plan for the Oso Service Area and
Amendment No.l authorized Pipeline Analysis to incorporate the Broadway and Greenwood Service
Areas into the SSO Initiative program, Amendment No. 2, in anticipation of future TCEQ actions, will
include the Allison, Whitecap and Laguna Madre Service Areas.
Amendment No. 2 to this contract will use the information gained from the CMOM Self-audit and the
Oso, Broadway and Greenwood SSO Initiative Plans to develop similar SSOi plans for the Allison,
Whitecap and Laguna Madre Service Areas. The tasks included in the projeck scope for this amendment
are:

The total amount of this Amendment is $24,176 as shown in the breakdown on Attachment "A". The
manhour and fee analysis for this Amendment is shown in Attachment "B". I have also attached the
project schedule for the work as shown in Attachment "C".

a. "Board member." A member of any board, commission, or committee appointed_ by the
City Council of the City of Corpus Christi, Texas.
b. "Economic benefit". An action that is likely to affect an economic interest if it is likely to
have an effect on that interest that is distinguishable from its effect on members, o~ the public
in general or a substantial segment thereof.
c. "Employee." Any person employed by the City of Corpus Christi, Texas either on a full or
part-time basis, but not as an independent contractor.
