Scope of Services
TASK 8 Runway Alternative Study
(Project No.E10076)
Project Objective
The Corpus Christi International Airport (CRP) has started a project to look for
positive mitigation of a significant Runway Incursion issue. CRP has retained
Jacobs Engineering to accomplish a Runway Alternatives Study that will identify
a preferred runway /taxiway configuration alternative, to assist in mitigating the
safety issue to an acceptable level of safety.
The FAA has requested that an abbreviated obstruction survey be accomplished
early to better identify the ciose-in obstructions in the approaches to Runways 13
and 17, so that initial coordination, planning and cost estimating may be
accomplished sooner. The results of the data collected will be highly accurate
and will meet the current project needs.
Project Description
Jacobs Engineering will locate the horizontal and vertical positions of selected
close -in obstructions (power poles, light poles, telecommunication poles,
elevated signs, etc.) in the approaches to Runway 17 and 13. These obstacles
have been identified on the attached PDF exhibits, on pages 3 and 4 of this
proposal.
Tasks
Jacobs will locate horizontal and vertical National Geodetic Survey (NGS)
monumentation in the proposed project area. Additionally, Jacobs will establish
a control network for the project by utilizing relevant TXDOT CORS stations, local
monumentation and utilize these points to correctly locate the obstructions.
Jacobs may need assistance or escort services from the CRP Airport
management or staff to obtain those control points.
Approximately 110 obstructions have been derived from existing aerial imagery.
The obstructions are mainly located outside of the Airport Operations Area (AOA)
and have no impact on the airfield day -to -day operations.
Approximately 9 obstructions (power poles feeding a FAA navigational facility)
are located inside the AOA, near the Runway 13 MALSR building. Jacobs will
need escort services from the CRP Airport management or staff to survey these
obstructions.
If additional obstructions are found within the survey areas, they will be captured
as the budget will allow.
Page L of Exhibit A-4
Pa e 1 of 8
Deliverables
Jacobs will develop two large scale graphics for each runway approach, in which
we will numerically identify each obstacle surveyed on the graphics and in tables.
The horizontal coordinates of the obstructions will be reported in State Plane
Zone 5, Texas South, NAD 83 and the vertical values will be NAVD 88. This
information will be documented in a Data Tables for correlation with the graphical
depiction developed as mentioned above.
Proposed Fee
The proposed Labor hours are Lump Sum and the Expenses are a Not to
Exceed value, for the identified tasks, in the total amount of $ 12,972.00
