Packery Channel Projects -Phase 2, Parking & Overlooks
Project Number 3400
Change Order No. 1
Scope of Work for Sand Removal
Background: During the dredging of the Boat Ramp at the Packery Channel Parking Lot, sand
was deposited in front of the El Constante and in front of the adjacent Hotel to the south.
Under a separate contract with Garrett Construction Company, about 4 feet in depth of sand
was removed and transported just south of this area and leveled.
The location of the required work is at Padre island, Corpus Christi, Texas, at the north end of
the seawall, in front of the El Constante Condominiums.
The scope of this change order is to continue to transport sand from the same location
towards lower areas to the south, but maintaining a leveled area in the north -south direction
and with a gentle slope of approximately 1 on 12 towards the beach.
The work can be done by maintainer (road grader), bull dozer, front -end loader or a
combination thereof.
The City surveyor will establish the high water line, marked with stakes and flagging. Before
and after surveys will be performed for quality control and payment purposes.
The limits of the work are from the seawall to the high -water line.An existing Corps of
Engineers permit, dated December 5, 2008 exists which permits this activity.

Further reference copy of proposed change order number 1 document.
The change order includes additional stone, contract items F -1, F -2 and
F -3. The contractor has proposed to perform the additional work at
contract prices, as per contract requirements and requests an additional
45 days to complete the work. In view of the fact that this particular part
of the contract was suspended until this change order is processed, it is
equitable to grant the contractor the additional time requested.
Regarding the sand removal; Item G -1, the contractor has proposed a
price of $4.60 per cubic yard, The work has been discussed in the field
with the Contractor and there is an understanding as to the scope of
work. Based on the previous work performed by Garrett Construction
Company, at $3.41 per cubic yard, and based on the fact that fuel
prices have gone up considerably since then, it is my opinion that the
price of $4.60 per cubic is a reasonable price.
It is recommended that the contractor's proposal be accepted and the
change order be issued.
