This Amendment is for additional Contract Engineering Services and Integration Services to develop a series of control system Sequence of Operation (SOO) Logic Narratives for the optimal operation of the water plant filter systems. The Sequence of Operation documents will define the step by step filter system operation narrative required for the development of the filter system PLC control logic, including new enhancements proposed in a study recently preformed by Freese - Nichols. These SOO documents will serve as a guideline to the Control System Integrator for the proper programming of the logical series of instructions and procedures that reside in the PLC and SCADA control equipment utilized for filter operation. The SOO will also serve as a document to assist maintenance and operations staff in understanding and trouble shooting, and training operators on the Filter Systems Operation for the life cycle of the system. The Wash Water Tower (WWT) PLC then switches on the internal PLC bit tag [tag -name] indicating the WWT PLC is in maintenance state. Maintenance State While in maintenance state, manual control of the valve.FCV- 1502 -01 is disabled, the system is unavailable for backwash and all PLC internal alarms are disabled. The backwash rate (gpm /sf) for stage one [tag- name], the back wash rate for stage two [tag- name], the back wash rate for stage three [tag- name], the back wash rate fo"r stage four [tag- name], the stage - one timer duration set point [tag- name], the stage two timer duration set point. [tag - name], the stage three timer duration set point [tag - name], and the stage four timer duration set point [tag - name] can only be set in maintenance state through;t a HMI. A command from the HMI to move to the next state, which is manual- operation, can only be activated if HSE- 1501 -03, HSE - 1501-07 and HSE - 1501 -11 are all showing - REMOTE status on the Wash Water Supply Station (WWS) PLC and HSE- 1501 -Q1 on,the WWT PLC is showing REMOTE status. Manual State When the conditions knave been met to move to. :the manual state and the command has been issued from the HMI to proceed, the WWT PLC switches on off the internal PLC bit tag [tag - name] indicating the WVV7 PLC is in maintenance state and the WWT PLC switches on the internal;:PLC tag [tag -name] indicating the WWT PLC is in manual state. The backwash failure counter.[tag -name] is also,reset at this time. While in manual state, manual control of FCV - 1502 01: is enabled and a manual backwash can be performed. Manual backwash is initiated by opening V'alve FCV 1502- 01'by..inputting a 0-100% value into FIC- 1502 -01 in the HMI. ZSO- 1502-01 will turn on and.ZSC- 1:502 -01 will turn off indicating that FCV- 1502 -01 is opened. When FCV - 1502 -01 is open, the.manual backwash timer [tag -name] is started and the backwash totalizer FQ- 1502 -01 is reset. Manual backwash is terminated by closing valve FCV - 1502 -01 by inputting a value of 0% 'iinto FIC- 1502 -01. Complete closure of FCV - 1502 -01 is indicated when ZSO- 1502 -01 is off and ZSC- 1502 -01 is on. When FCV- 1502 -01 is closed, the manual backwash timer [tag -name] is stopped and reset. If manual backwash timer reaches max backwash time set point [tag -name] an internal PLC alarm will activate as well as the corresponding HMI alarm. If HSE - 1502 -01 changes to Local control or if LSH- 1502 -01 is triggered, then the WWT PLC switches off the internal PLC bit tag [tag -name] indicating the WWT PLC is in manual state and switches on the internal PLC bit tag [tag -name] returning the WWT PLC to maintenance state and an internal PLC alarm will activate. if command is issued to return to maintenance state, the WWT PLC switches off the internal PLC bit tag [tag -name] indicating the WWT PLC is in EXHIBIT "A" Pa e3of6 manual state and switches on the internal PLC bit tag [tag -name] returning the WWT PLC to maintenance state. If a command is issued to enter auto state from the HMI and ZSC- 1502 -01 indicates FCV- 1502 -01 is closed the WWT PLC switches off the internal PLC bit tag [tag -name] indicating the WWT PLC is in manual state and switches on the internal PLC bit tag [tag -name] indicating the WWT PLC is now in Fill -Up state. Fill -Up State The WWT will stay in Fill -Up state while LIT - 1502 -01 is below the high set point [tag- name]. WWS PLC automatically monitors and automatically fills the tank up.,as needed. If LIT - 1502 -01 is greater than or equal to the HiHi set point [tag -name] or if LSH- 1502 -01 is triggered or if ZSO- 1502-01 is on indicating the hand wheel was used and FIC- 1502 -01 is set to 0% then an corresponding internal WWT PLC alarm will activate, the HMI will' reflect this alarm and the WWT PLC will enter maintenance state by switching off the internal ;PLC h t.tag [tag -name] indicating the WWT PLC is in Fill -Up state and switching on the internal PLC bit tag [tag -name] indicating the WWT PLC is now in maintenance state. If L -01 is above. the high set point [tag - name], then the WWT PLC will automaticaliyenter readystate by switching off the internal PLC bit tag [tag -name] indicating the WWT PLC is in Fill -Up state and switching on the internal PLC bit tag [tag -name] indicating the WWT PLC is now in ready state,.awaiting an Auto Backwash command. Ready State When in Ready state the WWT PLC ,waits for a request'from the Common PLC to initiate the back wash sequence. However if LIT 1502 -01 is.Jess than the hi set point the WWT PLC will switch off the internai;.PLC bit tag [tag- name] indicating the WWT PLC is in Ready state and switch on the inter nal`PLC; bit tag [tag name] returning the WWT PLC to Fill -Up state. If LIT - 1502-01 is greater than... or equal to the HiHi.set point [tag -name] or if LSH- 1502 -01 is triggered or if ZS0= 1 -01 is oh,Andicating.the hand wheel was used, while FIC - 1502 -01 is set to 0% then a corresponding internal WWT °PLC alarm will activate; the HMI will reflect this alarm and the WWT PLC will enter maintenance state by switching off the internal PLC bit tag [tag -name] indicating the WWT P:LG is in,;:FJ.11 -Up state and switching on the internal PLC bit tag [tag -name] indicating the WWT PLC Js ; now in maintenance state. If a request is made from the Common PLC to initiate a backwash.the WWT PLC will switch off the internal PLC bit tag [tag -name] indicating the WWT. PLC. in Ready state and switch on the internal PLC bit tag [tag -name] placing the WWT PLC 'n Auto - Backwash state. Auto Backwash State When in Auto Backwash State, the cumulative backwash totalizer HMI reset is disabled. The last backwash totalizer FQ- 1502 -01 is reset. FCV - 1502 -01 is used to control the flow rate, indicated from FIT - 1502 -01. A PID on the WWT PLC adjusts FIC - 1502 -01, the FCV - 01502 -01 position, as necessary to reach the flow rate set point [tag - name]. The flow rate set point [tag -name] changes depending on the backwash stage and the filter being backwashed. The Common PLC EXHIBIT "A" Page 4 of 6 will write the filter number tag [tag -name] with the filter number of the filter to be backwashed. Auto Back Wash Filters 1 -12 If the filter number tag [tag -name] is less than or equal to twelve, the WWT -PLC will start the PID utilizing the stage one flow rate set point [tag -name] which is calculated by multiplying the backwash rate for stage one [tag -name] and 1200. The stage one timer [tag -name] will start when ZSO- 1502 -01 turns on and ZSC- 1502 -01 turns off indicating FCV- 1502 -01 is open. When the stage one timer has passed the stage one timer duration set point [tag -name] the stage two timer [tag -name] will start, the stage one timer [tag -name] will stop, and the WWT -PLC PID will utilize the stage two flow rate set point [tag -name] which is calculated by multiplying the back wash rate for stage two [tag -name] and 1200. When the stage two timer has passed the stage two timer duration set point [tag -name] the stage three timer [tag -name] will start, the stage two timer [tag -name] will stop, and the WWT -PLC PID will utilize the stage three flow rate set point [tag -name] which is calculated by multiplying the backwash rate forstage three [tag - name] and 1200.. When the stage three timer has passed the stage three timer duration set point [tag -name] the stage four timer [tag- narne] will start, the stage three timer - [tag -name] will stop, and the WWT -PLC PID will utilize the stage four flow rate `set point%[tag -name] which is calculated by multiplying the back wash rate for. stage four [tag - name] and 1200. When the stage four timer has reached the stage dw timer duration set point [tag- name], the stage four timer [tag -name] will stop, the WWT PLC PID will stop, and FIC- 1502 -01 will be set to 0% to close FCV - 1502 -01. When FCV -1502 01 is completely closed, indicated when ZSO- 1502 -01 is off and ZSC - 1502 -01 is on, the WWT -PLC will report to the common PLC that the filter number [tag - name] backwash is complete: and then switch off the internal PLC bit tag [tag -name] indicating the WWT PLC is in Auto - Backwash state and switch on the internal PLC bit tag [tag -name] indicating the WWT PLC is now in Fill -.Up state Auto Back Wash Filters 13 -22 If the filter• number tag [tag -name] is.:. W .greater than or equal to thirteen, the WT -PLC will start the PID utilizing the stage flow rate set point [tag -name] which is calculated by multiplying the backwash rate for stage one [tag -name] and 1333. The stage one timer [tag -name] will start when ZSa; =150M1 turn on and ZSC- 1502 -01 turns off indicating FCV - 1502 -01 is open. When the stage one timer has passed the stage one timer duration set point [tag -name] the stage two timer [tag -nacre will start, the stage one timer [tag -name] will stop, and the WWT - PLC PID will utilize the..stage two flow rate set point [tag -name] which is calculated by multiplying the backwash rate for stage two [tag -name] and 1333. When the stage two timer has passed the stage two timer duration set point [tag -name] the stage three timer [tag -name] will start, the stage two timer [tag -name] will stop, and the WWT -PLC PID will utilize the stage three flow rate set point [tag -name] which is calculated by multiplying the back wash rate for stage three [tag -name] and 1339. When the stage three timer has passed the stage three timer duration set point [tag -name] the stage four timer [tag -name] will start, the stage three timer [tag -name] will stop, and the WWT -PLC PID will utilize the stage four flow rate set point [tag - name] which is calculated by multiplying the back wash rate for stage four [tag -name] and 1338. Backwash Failure If during the auto backwash process for any of the filters the reading from FIT - 1502 -01 drops below the backwash stage's flow rate set point equal to or greater than the backwash flow rate max deviation set point [tag -name] then a ten second timer [tag name] will start. If the reading from FIT - 1502 -01 does not return to normal before the ten second..timer [tag -name] reaches ten seconds, then an internal PLC alarm will activate along with a corresponding HMI alarm, FCV- 1502 -01 will be set to close by writing Oho to FIC- 1502 -01, the backwash failure counter [tag -name] will be incremented, and the ten second timer pg -name] will ;be, stopped and reset. If the backwash failure counter [tag- name]:;exceeds the max number of failed backwashes [tag -name] then the WWT PLC will switch. :off the internal PLC bit tag [tag -name] indicating the WWT PLC is in Auto- Backwash state and switch on the internal-PLC bit tag [tag - name] placing the WWT PLC in maintenance state else the'WWT PLC will switch off the internal PLC bit tag [tag -name] indicating the WWT-PLC is in Auto - Backwash state and switch on the internal PLC bit tag [tag -name] placing the WWT PLC imF,ill -Up state. If during auto backwash pr6.cess.HSE- 1502 -01 changes to Local control then the backwash failure counter [tag -name] will be incremented, the WWT -PLC PID is stopped, the WWT -PLC switches off the internal PLC bit. Backwash Abort If an abort backwash command is received from the HMI, an internal WWT PLC alarm will activate,along with a corresponding HMI alarm, WWT -PLC PID is stopped, FCV - 1502 -01 will be set to close by,wr ; ting 0% to':F 1502 -01 and then the WWT PLC will switch off the internal PLC bit tag [tag name] indicating tfe WWT PLC is in Auto- Backwash state and switch on the internal PLC bit tag [tag -name] placing the WWT PLC in maintenance state.
