CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, a Texas Home Rule Municipal Corporation, P.O. Box 9277,
Corpus Christi, Nueces County, Texas 78469 -9277 (City) acting through its duly authorized
City Manager or Designee (Director of Engineering Services) and HDR Engineering, Inc.,
(dba HDR) a Nebraska corporation, 555 N. Carancahua, Suite 1650, Corpus Christi,
Nueces County, Texas 78478, (ArchitectlEngineer — AIE), hereby agree as follows:
The Scope of Services is amended to ratify and authorize payment for additional design
services as set forth by Exhibit A -1 and Exhibit B -1. The additional design services include:
• changing a passive LFG venting system to an active collection system including LFG
wells and collection system;
replacement of perimeter fencing; and
new groundwater wells.
An additional fee is ratified to authorize payment for design services received as set forth
and described by Exhibit A -1 and Exhibit B -1.
AIE further agrees, in compliance with City of Corpus Christi Ordinance No. 17112, to
complete, as part of this contract, the Disclosure of Interests form attached hereto as
Exhibit C.
All other terms and conditions of the originally authorized December 21, 2007, as
amended, between the City and Consultant shall remain in effect.

Exhibit A, Section 3. Fee is amended to read:
3. FEES
A. Fee for Basic Services. The City will pay the A/E an additional design services fee
of $49,750.00 for a restated not to exceed total fee of $454,350. The additional
design services include changing the passive gas collection venting system to an
active collection system, replacement of the perimeter fencing system and new
ground water monitoring wells. Those services and are set forth in more detail in
the attached fee proposal letter dated April 28, 2011 (Exhibit B -2). The fee for
providing for all "Basic Services" is authorized per the "Summary of Fees" table
below. The fees for Basic Services will not exceed those identified and will be full
and total compensation for all services outlined in Section [.A. 1-4 above, and for all
expenses incurred in performing these services. For services provided in Section
LA. 1-4, A/E will submit monthly statements for basic services rendered. In Section
I.A.1 -3, the statement will be based upon AIE's estimate (and City Concurrence) of
the proportion of the total services actually completed at the time of billing. For
services provided in Section I.A.4, the statement will be based upon the percent of
completion of the construction contract. City will make prompt monthly payments in
response to AIE's monthly statements.
B. Fee for Additional Services. For services authorized by the Director of Engineering
Services under Section I.B. "Additional Services" the City will pay the A/E a not -to-
exceed fee as per the table below:

RE: FINAL COVER SYSTEM INSTALLATION, PHASE 4 & LFG MANAGEMENT
RATIFICATION OF •DESIGN SERVICES
Dear Kevin:
As we have discussed in previous meetings concerning the above referenced project, HDR
Engineering, Inc (HDR) provided the City of Corpus Christi (City) with services that were
outside the scope of our Contract for Professional Services,during the performance of that
:contract. These services will be identified in detail "below were required to provide a quality
final cover project'
roject and coordinate the expansion of the landfill gas. (LFG) collection system over
the final area being closed.
The scope of work for this project was to close the remaining approximately 55 acres of the "J.C.
Elliott landfill and to provide a passive LFG venting system across the landfill to prevent damage
to the final .cover "system.. Design work began in late 2007 and was coordinated with the ongoing
permitting effort"for an amendment for vertical :expansion at the - landfill, The project was bid in'
late 2008 and constructiori began.in January of 2009. The project is, complete with the exception
of finatproeessing.of closeout paperwork and change orders regarding the purchase of the
vegetation irrigatign system.
Additional services. were'provided on this project. during the design phase. This work includes
changing from a passive LFG venting system to an active. collection system including LFG wells
and a collection system; replacement of the perimeter fencing system; and new groundwater
monitoring wells. A more detailed description of the services provided is provided in the
following paragraphs.
Desig Phase
Passive vs. Active LFG management system. Our original contract called for the design of the
LFG management system to be a passive venting system. This system would have installed ,
passive vents on'a spacing of about one per acre throughout the landfill to relieve.LFG pressures
and prevent damage to the .final cover system and prevent offsite LFG migration. During the

design process the City requested that the LFG management system be changed to an active.
system involving LFG extraction wells •and a LFG. collection network. This active system also
.required a condensate management.system. The design of the entire system also involved
connecting it to the existing LFG collection system installed, in 1.997 as well as connecting all of
-.,the individual wells installed by a third party developer,-RTC (also in the-late 1990's). This
change in scope resulted in. seven. additional plan sheets be added to the construction documents
as: well as eight additional technical specification. sections.
- -- ` Perimeter Fence Replacement. During.the design phase, the City decided that they Wanted to
remove the aging, 18' tall trash fence around the landfill, and replace it with 8' chain link
fencing with a longer, service.. life. - This added two additional plan sheets and specifications to the
construction documents to show this work.
New Groundwater Monitoring Wells. As part of the permit amendment. for vertical expansion-
one of the requirements imposed .was the' installation of 14 new.groundwater.monitoring. wells
around the perimeter of the landfill. The installation of these wells was added..to the final covet
project and req'uired:specifications and an additional plan sheet to show well locations as well
as a well schedule detailing the dimensions. for the various components of the wells..
In summary, there were a number of additional services that HDR provided to the City. in the
{ �rosecution.of this proj ect'so that the City would receive the quality final cover. system and LFG .
.: system that you were looking for. We are requesting an amendment to our. contract
in the amount of $49,150 for these .additional services that were performed.
